Because the Brown Act does not allow the Resource Preservation and Enhancement Committee to act on items not listed on the agenda, members may briefly respond or refer the matter to staff for a report and recommendation at a future meeting. 4.CONSENT CALENDAR All matters listed on the Consent Calendar are considered routine and may be approved by one motion. The public may comment on any items on the Consent Agenda within the three-minute time limit. Individual items may be removed by the Resource Preservation and Enhancement Committee for a separate discussion. CALL TO ORDER A Regular Meeting of the Resource Preservation and Enhancement Committee was called to order by Chair Gatons on Monday, April 15, 2024, at 3:00 p.m. in the Administrative Conference Room, City Hall, located at 73 -510 Fred Waring Drive, Palm Desert, California. 2. Motion Carried (6 to 0) 6.a OUTLINE PROJECTS FOR THE RESOURCE PRESERVATION AND ENHANCEMENT COMMITTEE’S 2024/2025 WORKPLAN Deputy Director of Economic Development Amy Lawrence provided a staff report and responded to Committee inquiries. Donald Ziegler, Palm Desert resident, provided comments in support of the proposed workplan. Director of Economic Development Eric Ceja responded to Committee inquiries regarding solar requirements for commercial properties. Motion by: Committee Member Gregory Seconded by: Committee Member Mason Recommend the City Council approve the draft Resource Preservation and Enhancement Committee 2024/2025 Workplan. INFORMATIONAL REPORTS & COMMENTS 7.a PRESENTATION FROM BURRTEC WASTE AND RECYCLING SERVICES Clara Vera, Burrtec Marketing Manager, narrated a PowerPoint presentation highlighting the current and upcoming services offered by Burrtec Waste and Recycling Services, and responded to Committee inquiries. Informational only; no action taken on this item. 7.b RESOURCE PRESERVATION AND ENHANCEMENT COMMITTEE MEMBERS Individual Committee Members offered commentary as follows. The below points do not necessarily reflect Committee consensus: • Request an informational presentation from SoCal Edison regarding its plans to provide energy to the growing population. • Reconsider the list of permissible shade trees to eliminate non-native species. • Provide information regarding Earth Day events. • Provide information regarding the repainting of red curbs in residential areas. 6 Resource Preservation and Enhancement Committee Meeting 3 7.c CITY COUNCIL LIAISON City Council Liaison Mayor Pro Tem Harnik reported that the City Council is working to address over-parking concerns and the inclusion of mature shade trees and encouraged the Committee to review the current and ongoing projects initiated by staff. 7.d CITY STAFF None. 7.e ATTENDANCE REPORT Report provided; no action taken on this item. 8. BACKGROUND/ANALYSIS: At the April 15, 2024, Resources Preservation and Enhancement Committee (RPEC) meeting, staff worked with the Committee to develop a work plan outlining the top three priorities for 2024/2025. Below is RPEC’s 2024/2025 Work Plan that was presented to and adopted by the City Council on May 9, 2024. Project Description Cost Time/Process Develop a Climate Action Plan Hire a consultant to develop a formal climate action plan. Staff time and est. *$118K in grant funds - *amount included in proposed FY 24/25 budget Estimated 12 months including City Council approval to proceed, posting RFP, award of contract, community engagement, RPEC review throughout process, to City Council approval of plan. Adoption of Ordinances and/or Policies Propose at least one ordinance/policy related to water and/or energy conservation. Staff time Staff will work with RPEC to develop new ordinances and/or policies for City Council consideration. The first one estimated to be taken forward by the end of Q4 2024. Education and Outreach Conduct education and outreach for water and energy conservation and sustainable landscaping. Staff time Staff will draft a comprehensive education and outreach plan for RPEC to adopt including promotion of utility rebates, community partnerships, useful tips, etc. via the City’s website, BrightSide newsletter, social media, and other means. Staff will also continue participating in the Mayor’s Challenge for Water Conservation, Mayor’s Monarch Pledge, and look at other relevant initiatives. 9 Resource Preservation and Enhancement Committee Meeting Resource Preservation and Enhancement Committee City of Palm Desert Resources Preservation and Enhancement Committee 2024/2025 Work Plan Update Page 2 of 2 Listed below is status on each of the priorities: Develop a Climate Action Plan – Staff is gathering information on this project and intends to bring forward a report for RPEC’s review at the August meeting. Adoption of Ordinances and/or Policies related to Water and/or Energy Conservation – Staff is working on the following:  Evaluating pros and cons of officially prohibiting installation of natural grass in front yards of new homes built in the city and exploring ideas on how to move forward if it is something that is recommended by the Committee. A report on this will be prepared for the August RPEC meeting.  Gathering a list of City facilities and other data for the Inland Regional Energy Network (I-REN) to complete an energy analysis (Energy Resilience Roadmap) to begin planning for energy efficiency projects. Once the document is complete, staff will bring it forward for the Committee’s review. Education and Outreach for Water and Energy Conservation and Sustainable Landscaping – Staff is working on the following:  Contacted the Coachella Valley Water District (CVWD) to discuss water conservation partnership opportunities.  Draft education and outreach plan for promotion of utility rebates, community partnerships, useful tips, etc. will be brought forward for RPEC’s adoption at a later date. In the meantime, staff will continue to promote energy saving and water conservation tips on the City’s social media and website.  Researching other opportunities for education and outreach such as the Mayor’s Challenge for Water Conservation and the Mayor’s Monarch Pledge.
