SUBJECT: PARTICIPATION IN CVAG JOINT WASTE REDUCTION AND
RECYCLING ELEMENT

RECOMMENDATION
By minute motion:
( 1 ) Affirm the commitment to participate in a CVAG joint
program to retain a consulting firm for preparation of
the City of Palm Desert Source Reduction and Recycling
Element in accordance with AB 939 .
( 2 ) Appropriate $50, 000 from the unobligated general fund
budget reserve to the project budget.
BACKGROUND
AB 939 mandates that all cities and counties prepare and submit a
source reduction and recycling element to the California
Integrated Waste Management Board by July 1, 1991 . A CVAG Ad Hoc
Committee was established to determine the me
ans for
accomplishing this challenge . Requests for proposals were
prepared and sent to interested firms. Five proposals were
received.
CVAG is currently negotiating with CH2M Hill for the preparation
of a joint project to develop eight Source Reduction and
Recycling Elements in an amount not to exceed $275, 000. Although
the proposal is for a turn-key Source Reduction and Recycling
Element for the City of Palm Desert, the Conservation Committee
and Staff will be ar integral part in this process. Staff will
participate in the Manning and the Conservation Committee will
act on behalf of t1-e community adding public comment to the
process. In addition, a public hearing will be held by the City
Council prior to acceptance.
Each cities individual cost will be based on the CVAG Assessment
formula. The City of Palm Desert ' s share is an amount not to
exceed $50 , 000 for the preparation of the Source Reduction and
Recycling Element . Yet, the County of Riverside Board of
Supervisors committed $400, 000 from the County
tipping fees to
assist cities in the preparation of the Source Reduction and
Recycling Element' s oased on population. There will be refunded
$11 , 312 from the tipping fee , making our total outlay
approximately $38, 000.
Staff recommends the City Council authorize the participation in
a joint CVAG Source Reduction and Recycling Element preparation
and appropriate $50, 000 for the program.
