HomeMy WebLinkAboutRecycling Legislation AB 3050, AB 1450 and AB 2622 '5r-- INTEROFFICE MEMORANDUM CITY OF PALM DESERT TO: CITY COUNCIL AND CITY MANAGER FROM: JOHN WOHLMUTH, ENVIRONMENTAL CONSERVATION MANAGER SUBJECT: SUPPORT OF RECYCLING LEGISLATION AB 3050, AB 1490 AND AB 2622 DATE: JULY 27, 1990 RECOMMENDATION By minute motion support AB 3050, AB 1490, and AB 2622 which together create comprehensive solutions to current glass recycling problems. BACKGROUND The City of Palm Desert Recycling Policy states that the City shall support legislation encouraging recycling. AB 3050, AB 1490, and AB 2622 are bills that influence bottle recycling in Califor:iia. AB 3050 adds wine and liquour containers to the bottle bill, creating redemption values in the amount of two and a half cents or five cents each depending on size. AB 1490 charges a processing fee to glass manufactures rather than the artificial scrap values . This bill will charge glass industry at the bottling stage rather than at the recycling stage. The current system actually creates a disincentive for the glass industry to purchase recycled bottles. Finally, AB 2622 creates a minimum content of recycled material for all glass containers, a formula which is increased to 70% by 1999 . All three bills are scheduled to be heard in the Senate Natural Resources Committee in early August. Staff recommends that the City Council support the subject bills which will have positive COUNCIL ACTION: effects to our recycling programs.
