BACKGROUND: The City of Palm Desert has had a successful curbside recycling program for the last nine months. As part of our commitment towards recycling, the city will do our part to encourage the purchasing of recycled paper products. In order to protect our recycling program investment, there is a need to open and enlarge the recycled paper market. Attached is an ordinance establishing the recycled paper purchase policy. The resolution entitles the city to spend up to five percent more for the purchase of recycled paper products. This will allow a competitive edge for recycled paper. Of the cities contacted, the average percentage price increase of recycled paper over virgin paper is only two percent.
