HomeMy WebLinkAboutCurbside Recycling Pilot Program/r ' INTEROFFICE MEMORANDUM TO: City Council and City Manager FROM: John Wohlmuth, Environmental Conservation Manager SUBJECT: FINAL REPORT ON CITY OF PALM DESERT CURBSIDE RECYCLING PILOT PROGRAM DATE: August 24, 1989 RECOMMENDATION: Review the final Curbside Recycling Pilot Program report and provide direction to staff for extension of the Recycling Program. BACKGROUND: The final report for the Curbside Recycling Pilot Program indicates that the estimated level of participation in Palm Desert for those 4,300 single-family homes was eighty percent. At the outset of the program, we determined that the success or failure of the pilot program would fall above or below the forty percent mark; therefore, staff feels that the participation in this program should be deemed extremely successful . The direction staff is looking for is not that of expanding the recycling programs. Staff has been given direction in the form of a recycling policy adopted by the City Council on May 11 , 1989. Rather, staff is concerned with the direction on how to handle the issuance of the franchise for the refuse service. Staff feels that although recycling has been extremely successful , our concern is the method of getting recycling at no separate, or a minimum cost to the citizens in Palm Desert. Staff believes there are three options to obtain recycling. ( 1) Renegotiate Waste Management of the Desert' s franchise prior to the expiration date of June 30, 1991 . Strategies to get recycling might be to regnegotiate an extended contract to allow the placement of refuse collection on the tax roll . (2) Do not include recycling in the franchise; rather, contract for recycling separately. (3) Put the franchise out to bid. City Council and City Manager Page 2 August 24, 1989 Staff believes that the aforementioned options must meet the following conditions in order to have continual success with our recycling program. (1 ) Continuation of the curbside recycling without a delay in the program. (2) Initiation of other recycling programs addressed in the Recycling Policy in a timely manner. (3) Contract for curbside recycling service with a firm that has experience in recycling. Staff recommends that the City Council authorize the staff to renegotiate the franchise for refuse services with Waste Management of the Desert.
