Folkers, Assistant City Manager/Public Works Director SUBJECT: CURBSIDE RECYCLING PILOT PROGRAM DATE: November 29, 1988 RECOMMENDATION: By minute motion: ( 1 ) Authorize the initiation of a curbside recycling pilot program, and authorize Palm Desert Disposal to administer a six-month program beginning January 1989 in an amount not to exceed $20,000, plus fifty percent of the publicity expenditure for the program. (2) Appropriate $25,000 from the unallocated general fund budget reserve for the subject project. (3) Authorize staff to work in good faith towards a new five-year evergreen contract with Palm Desert Disposal beginning July 1 , 1989. BACKGROUND: On Wednesday, November 16, 1988, staff and a member of the City Council met with representatives from Palm Desert Disposal regarding the curbside recycling program. The operation and administration of this six-month pilot program will cost approximately $42,000. Staff feels that the City of Palm Desert and Palm Desert Disposal should equally share the cost for this pilot program. In addition, staff feels that this program can only be deemed successful if the minimum goal of forty percent participation is met or surpassed. In exchange for Palm Desert Disposal sharing half the cost of the curbside recycling program, Palm Desert Disposal requests the city to work in good faith towards a new five-year evergreen contract beginning July 1 , 1989. Staff feels that in this five-year evergreen contract, the City of Palm Desert can negotiate for a curbside recycling program and automated refuse collection. Staff has indicated our desire that Palm Desert Disposal begin the program within the first couple weeks of 1989. The City of Palm Desert and Palm Desert Disposal has agreed to split fifty percent of the publicity expenditures for the curbside recycling program. At this time, we are looking into the cost of a � ' ~ 'City Council and City Manager ^ Page 2 November 29, 1988 recycling communication firm to conduct the publicity for this program. if professional publicity in within our budget, we will pursue a contract with a firm, If a professional firm is too costly, the City of Palm Desert and representatives of Waste Management will conduct the publicity for the program.
