CITY OF PALM DESERT COMMUNITY SERVICES DEPARTMENT STAFF REPORT REQUEST: Staff requests that City Council review and comment on Recycling Report. Recycling Project Binder 3. 2001 Diversion Rate Measurement Calculation Forms Recommendation: By Minute Motion, staff requests that City Council review the audit and other information included in the report and direct staff to implement a community awareness campaign. Executive Summary: At the request of City Council, staff has been working with Waste Management to prepare a comprehensive report that will give the City Council information relative to recycling counts and measures implemented so far. This information gives the City a current measurement of the program and direction the City might focus its efforts on to increase recycling participation and community awareness of the program. The attached binder includes the residential and commercial audits, promotional information, a list of the top 40 waste generators, etc. The report shows the City is close to a 50 percent range for actual recycling participation by residential and commercial accounts. While this percentage is good and assists the City in meeting the State's requirement, the report gives a clear indication that there is a significant need to focus on the development of a community awareness program to not only increase awareness of this program's importance, but to increase overall participation that will result in a higher percentage to report. Discussion: Outlined below is a brief overview of the audit results for commercial and residential accounts and a general list of the annual publications that are put out by Waste Management and the City. The brochures are designed to inform the Palm Desert community of the various programs and special events available to them and to encourage recycling. (Specific account information can be found in the disc that is part of the binder packet) Residential Audit: The residential audit was performed by an actual count of individual home and their recycling bins. Weight was not a factor in this part of the report. The audit was performed over a two-week period from November 3 to November 8 and from December 1 to December 6 of 2003. The curbside recycling and disposal (automated and manual pickup) tonnage is based on monthly reports provided by Waste Management for the period of January to October 2003. Residential Audit—Automated Services/Accounts: Homes Percentage Non Recycling: 4339 48% Recycling: 4590 51% Residential Audit - Manual Service/Accounts: Homes Percentage Non Recycling: 7224 89% Recycling: 872 *10% *Palm Valley Country Club was not calculated in the recycling is due to pick up on different day. Residential Curbside Recycling & Disposal Tons — Monthly Reports: Curbside Recycling Tons Residential Disposal 4,080.58 12,985.35 As reflected above, the actual recycling percentage is hovering around 51% for residential participation except for manual service where there is very little recycling taking place. This rate, while not bad, should definitely be increased. Of all the ^ommercial accounts, only 27% can be credited for recycling. This statistic reflects a real need to increase commercial recycling; it is currently the focus of both staff and Waste Management, which are working with newly developed programs listed in the audit report. It is important to note that gated comm :nitie� le City represent a large percentage of the manual service accounts. Lack particip 'ion in these areas has a significant negative impact on the recycling progr,. Staff and Waste Management have met with the General Managers of several of the gated communities. As a res0, there was some interest in recycling and automation, ut also issues such as weekend residents, no room for recycling bins on their prope.,j, and a general lack of enthusiasm for bothering with a program. Commercial Audit: The commercial audit was performed and the results are belcw. The agreement would be for Waste Management to provide some or all of the services outlined in Exhibit "A". Exhibit "A" includes the required services along with a proposed timeline and the estimated cost to perform the services. This letter and Exhibit "A" constitute the "Letter of Agreement" between the City of Palm Desert and Waste Management. Please review Exhibit "A" and fill out the cost information for the services, which Waste Management can or is willing to provide and sign the Letter of Agreement. City of Palm Desert Recycling And Waste Plan According to exhibit "A", Waste Management of the Desert will provide the following tasks as listed for City of Palm Desert's Recycling. Outline of Programs 1. Conduct a survey of all businesses without trash enclosures. Notify City staff of the business address, and contact information for follow-up action on those locations not in conformance with PDMC Chapter 8.12. Conduct Surveys of Business with out enclosures.Completed October 6.Please see the attached list of the Audit. 2. Provide commercial and residential route recycling information including volumes, participation rates,and weekly set out rates. Develop target areas for residential and customer lists(for commercial). Residential Recycling Audit has been completed. Due to the size of the audit,all information will be provided on CD. General Brochure including some information about purchasing recyclable materials instead of using new materials i.e. recycled carpet, copier paper with a percentage of recycled content. -Letter sent out—Per staff completed-to be mailed out quarterly. b. Construction and Demolish brochure for contractors- To be completed December 2003, design is completed c. A"How to Guide"for an Office recycling program-Target date January/February 2004 d. Electronic Waste Recycling brochures for businesses-Target January/February 2004 4. Attend business association and developer/contractor meetings to promote commercial recycling efforts. Attend business associations-Building Industry Association,Desert Contractor Association,Palm Desert Chamber of Commerce,Rotaries,Community Association Institute.Included in these are Springfest,community Gardens and any other organization the City would like Waste Management to attend. Please see the attached schedule of presentations. 5. Contact businesses where it is determined they will receive the maximum benefit from recycling (top 40 waste producers). Make an offer to perform a waste assessment (free) and,if required,provide training for recycling and waste reduction. Please see attached outlined document.Enclosed is the top 40 largest generator of waste in Palm Desert.Waste Management of the Desert will provide a free Waste Assessment,and training for these businesses. Please see the attached schedule for implementation. Training and Audit Program will include: I. An introduction letter to the regarding a free waste audit and recycling audit including the benefits of recycling and a training program. II. Meeting with the Director of Human Resource to describe the training/education program for the employees customizing it to the needs of the business. I.e. Hotel, Grocery Store,Shopping Center III. Providing various media for training i.e. PowerPoint presentation, videos, and handouts.Each will be provided in English and Spanish. IV. Provide a waste audit including the volumes of waste generated with a target of possible waste reduction.WM staff will assist with designing plan for customer. V. Provide information on various containers for the employees to use for recycling if needed.This will be evaluated on a case-by-case basis.City to purchase. VI. Provide continuous input to the appropriate individual regarding the progress of the program. 6. Develop potential incentive programs for commercial businesses: financial,gift certificates, plaques, etc. Consider a competition between businesses. Rewards could be given for largest volumes recycled, tons diverted or most significant source reduction program. Develop and provide a Commercial Recycling Training Program for commercial businesses. Develop and implement an education and awareness campaign to target commercial businesses. Incentive Programs- Environmental Achievement Award based on diverted volumes of waste. Award will be presented two times a year. This program will include the opportunity for qualified businesses to be submitted to the State of California WRAP Award.Please see the attached information about the program. A competitive award will be provided to recipient based on their diversion percentage, most improved program,and most innovative program. 7. Survey HOA for possibilities of Automated Service. Conduct Presentation to switch over to Automated service. Please see the attached schedule of Home Owners Associations for Palm Desert. 8. Design a comprehensive plan to increase residential recycling by ten percent within the next year. Plan will entail the information provided from the residential recycling audit completed December 15,2003 and the commercial recycling audit. Ideas include coordination of a recycling campaign for businesses and residents. Business plan will include direct mailing pieces targeting specific businesses, media campaigns and rewards to those that have a successful program. Residential plan will include continuous direct mailing pieces targeting specific residential areas, and rewards to those that have made a successful effort to recycle their residential waste. Do you have a regularly schedule meeting with your tenants/staff? Do you send out a newsletter to your tenants? Is there an employee room/general meeting area for employees to display recycling reminders? If yes to any of the question above, can we provide you with Literature to be distributed at the meetings/employee area/newsletter/or can we attend a regular meeting to explain the importance of recycling at your business? Set an appointment to meet with the customer/manger to do a waste audit. Date If with another company for recycling, provide them with information on recycling and explain that we provide free recycling to businesses in Palm Desert. If they do not recycle, explain the importance and the possibility of mandatory recycling. Sell the account and set appointment to meet with the customer. Search Winners Application As generators of more than half the state's waste, businesses play a major FAQ / Help role in helping local governments cut the amount of garbage going to landfills. That is why the California Integrated Waste Management Board has Why Apply presented more than 8,700 awards, recognizing more than 1,600 California Ideas and businesses as winners of its Waste Reduction Award. Resources WRAP of the Year The Waste Board's Waste Reduction Awards Program (WRAP) is designed to recognize companies that develop creative and aggressive programs to reduce WRAP Talk the amount of waste sent to landfills. To show the State's appreciation of their efforts, winners are given an award certificate and free use of the WRAP logo for advertising and promotional use. Applicants are honored based on a set of criteria developed in cooperation with the business community. While the State cannot explicitly endorse a given business, through WRAP recognition the State can and does imply an endorsement of specific business practices. This endorsement takes the form of regional promotion through press releases to local media and can be used by the business to further its own marketing efforts. How WRAP Winners Have Used Their Awards Pacific Bell Directory—which has won in 1997, 1998, 1999, 2000, 2001, and 2002—places the WRAP winner logo on the back cover of all California white and yellow page telephone directories. As a result, every household and business in California sees the WRAP award logo! Fender Musical Instruments Corp. in Corona—a WRAP winner for ten years—uses the WRAP winner logo on the cardboard packaging for its products, including the reissue of Fender's 1962 vintage Stratocaster electric guitar. Mad River Brewing Company in Blue Lake put the WRAP winner logo on its Steelhead Extra Pale Ale six-pack containers. Dole Fresh Vegetables in Salinas has printed the WRAP winner logo on its invoices. Nissan Motor Corporation of Gardena used its status as a 1993 WRAP winner on a ceramic coffee cup design. Provide your organization's Environmental Policy as an attachment WRAP of the Year to this application, even if you have submitted an environmental policy WRAP Talk with previous WRAP applications. NOTE: This is REQUIRED for all WRAP applicants. (Note: If your organization does NOT currently have an Environmental Policy, you may develop and adopt one during this application period. ) Many organizations adopt Environmental Policies both to guide their environmental performance and to demonstrate to employees and customers alike the organization's commitment to environmental principles. An example of a simple Environmental Policy follows: "The Manufacturing Company recognizes environmental management as one of its highest priorities. Businesses who excel in waste reduction training may provide organization- wide electronic mail messages with tips on how to use new technologies that minimize waste, distribute monthly internal "green" newsletters with educational information and Web site links, conduct mandatory new hire orientations inclusive of waste reduction activities, establish incentive programs to encourage waste reduction, offer training sessions to encourage education, and establishing activities that encourage "green practices". 5. What incentives and/or encouragement does your organization provide for employees to improve your organization's waste reduction systems? Many organizations acknowledge their employees who bring creative ideas in waste reduction to the workplace. They may use accumulated funds from waste reduction savings for employee social gatherings, scholarship funds, or prizes purchased made from recycled content. The Waste Reduction Awards Program (WRAP) is an annual program, established in 1993 by the California Integrated Waste Management Board, that recognizes California businesses that have made outstanding efforts to reduce nonhazardous waste and send less garbage to our landfills. Successful applicants receive an award certificate from the State of California along with a camera-ready WRAP WINNER logo and window decal. The logo is suitable for use on products, advertising, and on educational materials to show that the State applauds efforts to reduce waste. 2. Are businesses randomly chosen for the award, or are there specific criteria? Any California business that has taken effective measures to reduce the amount of waste it generates may apply. Applicants do not compete by type or size of business, but are judged based on individual merit. Businesses are asked to provide information about the steps they are taking to reduce waste in their daily business operations, such as incentives for company or employee recycling programs, the reduction of product packaging, and the reuse and recycling of materials in the manufacturing of their products. Can businesses actually help solve California's garbage problem? California has set a goal to reduce its waste by 50 percent (from 1990 levels) by the year 2000. There are approximately one million businesses in California and they generate nearly half of all of California's waste. If all California businesses took the kind of lead the WRAP award winners have, there would be a tremendous drop in the amount of waste going to landfills. In fact, WRAP winners in 2000 reported a reduction in landfill deliveries of more than 5.6 million tons! Because of California's shortage of long-term landfill space, many local governments are predicting a 20 to 100 percent increase in disposal costs over the next few years. By reducing waste, businesses are avoiding millions of dollars in disposal costs. 5. What are most businesses throwing away? Primarily paper, mostly through businesses' daily administrative functions and dealings with customers. But there are other things as well, depending on the size and type of business. It's not unusual for manufacturers and warehousers to have plastics comprise 25 percent of their waste stream. While it is less for retail (eight percent) and offices (six percent), that is still a tremendous amount of plastic that ends up in our landfills. As another example, in 1991, an estimated 30 million toner cartridges were sold for laser printers and personal computer copiers. Nearly 86 percent of them were used once and thrown away, creating enough plastic waste to stretch halfway around the world. Today, businesses commonly recycle toner cartridges, saving money and reducing waste at the same time. 6. What can businesses do to solve the problem of excess waste? Is it complicated? There are plenty of things companies can do to reduce waste and, no, it is not complicated. Businesses, large and small, can undertake some very simple measures to reduce and divert the amount of waste they send to the landfill each year, such as reducing office paper waste, purchasing recycled materials, having landscape wastes composted, recycling glass, cardboard, and plastic. Even batteries, tires, and motor oil can be recycled. 7. Are businesses actually saving money by reducing waste? Yes, many of the WRAP award winners report dramatic savings in their waste disposal costs as a result of waste reduction or waste diversion. For example, Warner Bros. Studios has saved well over $100,000 in garbage hauling fees since instituting a program to donate excess materials and divert others for recycling. And a Torrance-based private label vitamin manufacturer was able to reduce its landfill costs by $30,000 in one year by diverting more than 915,000 pounds of garbage. The Fetzer Vineyards in Mendocino County initiated waste reduction efforts in 1990 and has since reduced the company's waste by 86 percent, saving more than $80,000 in disposal fees. http://www.ciwmb.ca.gov/WRAP/FAQ.htm 12/23/2003 Frequently Asked Questions About the Waste Reduction Awards Program Page 3 of 3 8. How can businesses get started? What's the first thing they can do? Conducting waste assessments of their operations is a good first step. A waste assessment involves taking a close look at the waste management system and deciding what could be changed or eliminated in an effort to reduce waste being produced by the business. A very basic assessment, for example, could involve asking these questions: • What kind of material is produced as waste and how much is going to be thrown away? Is there a way of reducing or eliminating the waste? • Can some of the materials be reused or recycled instead of throwing them away? Is there another business or individual who has a need for them? • Is there an employee-incentive program in place to educate employees about waste reduction practices and encourage the employees to apply waste reduction measures to their everyday work routines? Answering even these basic questions can help any business owner or manager determine a workable solution for establishing an efficient waste management system. 9. What about reusable and recyclable materials? How can businesses locate individuals or businesses that need these kind of materials? The California Materials Exchange (CaIMAX), is a free online materials exchange program sponsored by the California Integrated Waste Management Board. CaIMAX also publishes a catalog that lists materials "available" and "wanted" for reuse and recycling among businesses. Businesses can list their materials in the catalog and also use it to keep track of where they can obtain and exchange materials necessary for their production or manufacturing process, or even routine daily operation procedures. 10.
