Folkers, Assistant City Manager/Public Works Director SUBJECT: TRASH CONTAINERS ON EL PASEO DATE: February 10, 1994 RECOMMENDATION: By minute motion, approve the purchase of trash containers for El Paseo and the Civic Center Park. BACKGROUND: We have received complaints about the lack of trash containers along El Paseo. When the City Council approved the palm tree planting program, the staff indicated to the Council that the program was to include trash containers and benches; however, the number of palm trees required has utilized the approved budget amount. Since the existing trash containers in the Civic Center are attractive, and in many cases do not have sufficient capacity, we are suggesting larger vandal-resistant trash containers be purchased for the park and the existing aesthetically-pleasing trash containers be relocated to strategic locations along El Paseo. The staff feels the amount of trash generated along El Paseo can be handled by the existing containers located at the Civic Center Park. The additional maintenance effort to remove the debris and trash from these containers along El Paseo has not been analyzed at this time; however, we have three options : • Use a private contractor, possibly our landscape contractor for El Paseo, and amend the contract, • Use Sunline Transit who does this type of work for their bus shelters, or • Add additional, or permanent, part-time staff for the Maintenance Division. Page 2 SUBJECT: TRASH CONTAINERS ON EL PASEO Our preference would be to amend the contract with the contractor responsible for the El Paseo landscaping if the Council wishes to pursue this program. Therefore, it is staff ' s recommendation that trash containers be placed along El Paseo after replacement units are purchased and available in the Civic Center Park. The estimated cost for the purchase of the containers is $5, 000, and it is recommended that funds be transferred from the Civic Center Park R/M Account 110- 4611-453-3320 to the Civic Center Park Supplies Account No. 110- 4611-453-2190 .
