A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEEDLES, CALIFORNIA, PERTAINING TO
THE MANAGEMENT OF LIQUID WASTES ASSOCIATED
WITH THE MAINTENANCE, REPLACEMENT,'. ABANDON-
MENT, OR FAILURE OF INDIVIDUAL ON-SITE WASTE
DISPOSAL SYSTEMS ( SEPTIC TANKS & PORTABLE
TOILETS)
WHEREAS, the use of individual on-site waste disposal
systems is an accepted method of human liquid waste management
when properly designed, installed and maintained and where
public sewers are not available; and
WHEREAS, these systems must be pumped by permitted
operators for reason of periodic maintenance, replacement,
abandonment, or failure; and
WHEREAS, due to a negative public attitude toward building
and maintaining proper septage disposal facilities, there is an
ever increasing reduction of locations where these wastes can be
properly disposed; and
WHEREAS, the improper operation of these systems and the
disposal of the wastes is a potential threat to water quality
and public health; and
WHEREAS, this is a problem shared by both the homeowner,
the general public, commerce, the liquid waste hauling industry
and the state, regional and local governments and agencies who
regulate these systems.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Needles, California, that due to the diversity of the
state and local agency involvement and the economic factors
affecting whole communities, this Council believes that the
problem is of a regional nature and the further identification
of the problem as well as possible solutions should be
accomplished regionally.
BE IT FURTHER RESOLVED that this City Council appeals to
the Board of Supervisors and the City Councils of both Riverside
and San Bernardino Counties to assume a joint leadership role
working through a Bi-County committee with other regional and
local agencies to further study and define the problem and
develop appropriate alternatives to solve the problem that will
be in the best economic interests of the public and that will
assume adequate protection of water quality and public health.
BE IT FURTHER RESOLVED that this resolution be transmitted
to the Chairman of the Board and Mayor of each City in both
Riverside and San Bernardino Counties for their consideration
with copies to other appropriate state, regional and local
agencies.
