SUBJECT : REFUSE CONTAINER TRIAL PROGRAM IN THE CITY
INFORMATIONAL ITEM
The Public Works Director and myself have been approached by
Palm Desert Disposal and Waste Master about a refuse container
on wheels that has the capability of being picked up mechanically
by the refuse trucks .
Based on past experience that the Public Works Director has had
with a similar program ( see attached memorandum ) , it is our
opinion that a trial program in a certain area of the City would
be beneficial to determine whether the residents would be in
favor of this new method and whether they would be willing to pay
an extra amount on their monthly bill for this new type of
service .
The new service involves provision of a container with wheels
to the residents which they can wheel out in front of their
homes . The proposed advantages are that on trash pick-up day,
you will have a neat and consistent container along the street
with a tight lid thereby preventing dogs or wind from scattering
any of the household garbage .
The specific understanding that has been communicated to both
Waste Master and Palm Desert Disposal is : ( 1 ) That the City is
not committing to any costs even if it is determined that the new
method is desirable by Palm Desert Disposal or the residents ;
and , ( 2 ) That anv requests for the new service and any fees
will be a matter between the person desiring this type of
service and the disposal company. The only thing that the City
will get involved in is to determine what an appropriate charge
would be to those desiring the service . It appears that Palm
Desert Disposal may be willing to implement the system at no
cost to the homeowners provided all residents in a given area
are willing to use the container .
The trial program will take place in those areas outlined in the
attached map . Initially , the Sagewood area at the corner of
Monterey and Country Club, which consists of 100 homes will be

participating in the trial program . I have met with the
president and manager of the homeowners association there, and
based on our meeting, they have decided to go ahead and try the
program.
Attached is a memorandum sent to all homeowners by the Board of
Directors and a meeting schedule at which homeowners will be
introduced to the new system.
Eventually , we will also try the program on the other areas
designated on the map.
