AND LITTER REDUCTION ACT

BACKGROUND:
AB2020, The California Beverage Container Recycling and Litter
Reduction Act was signed into law last fall . Basically the law
calls for the designation of convenience zones which must be
located within a 1/2 mile radius of any supermarket that conducts
$2 million a year or more in business . Container recycling
centers must be located within designated convenience zones.
Stores selling beverage containers that do not have a recycling
facility site within their designated convenience zone must redeem
the containers or face a fine.
It will be the responsibility of private industry to establish and
run the program. The state will administer and coordinate the
recycling and fees . Local governments will be responsible for
three areas, they are:
1 . Issuing permits for the siting of recycling center facilities
and any concommitant changes to zoning ordinances.
2. Requesting exemptions for convenience zones for the benefit
of a non-profit recycling center or curbside recycling
program.
3. Encouraging and coordinating meetings between retailers,
recyclers and other interested parties.
Staff will continue to research this matter with regard to
exemption and the coordination of meetings . A model zoning
ordinance has been developed by the league for implementation of
the convenience zones, and a copy of such has been requested by
staff. Staff will keep Council posted as more information is
obtained.

SUBJECT: TRIAL TRASH CONTAINERS

As we discussed, the City of Sacramento initiated a program in the early
1980's where 90-gallon trash containers were given to residents for placement of
their lawn clippings and garbage. The program was a very successful one. Many
areas of the city requested that this program be initiated in their area, but the
city moved very, very slowly on the program. In reviewing the 64-gallon trash
containers provided by Waste Masters, I find that the units seem to be at least
as good as the Sacramento units and appear to be somewhat superior.
The problem of determining where possible test sites could be located has
not really been resolved at this time. We need to have them placed in areas
where there is a high percentage of year round occupancy so the residents will
retrieve the empty trash containers and put them back in their yard. We found out
this would be a problem if we were to use the Monterey Country Club because of
the low percentage of year-round occupancy and the fact that there is no place
for the maintenance crews to put the trash containers if the residents are not
there.
The number of units that should be considered for a trial was specified at
300. As you recall , Bruce Altman indicated that this seemed to be excessive, so
this should be checked with Waste Masters. A trial balloon could be run up
before the city council to discuss the matter briefly and find out which areas of
the city may be interested in participating in a trial program.
Fortunately, or unfortunately, these types of containers are very popular,
and Waste Masters has been talking with various cities in the valley. From my
previous experience, once these units are placed in the neighborhood, the
residents will resist turning them in when the trial program is over because they
have proven so convenient. So, with that thought in mind, we should be aware
that if we go through this program, it will probably end up being implemented in
its entirety throughout the city.
This morning I saw a scene of trash cans and broken plastic bags (probably
done by roving dogs) that would be a great ad for these units as the "before"
phase. This may be an excellent opportunity to combine this program with the one
Ray and I mentioned regarding compulsory garbage pick up for each household as we
discussed recently.

SUBJECT: NEW TRASH COLLECTION SYSTEM
Enclosed you will find information describing a new TRASH COLLECTION
service. This new service is to be at NO EXTRA COST for the homeowner.
Your Board of Directors was approached several weeks ago by the City of
Palm Desert to consider this new program. A meeting has been held with
representatives from the City of Palm Desert, the Palm Desert Disposal
Company, and the Waste Master Company. These representatives assure us
that there will be no extra cost to you, the consumer.
We have found this new system to be of superior quality, and we as the
Board recommend its use. It consists of a large, 64 gal container which is
mounted on wheels and can be easily handled. The trash pick-up time does
not change. The trash pick-up service does not change. This container is
large enough to handle trash from approximately 3 normal trash cans. If you
need a second trash can, one will be made available. If, for some reason, you
occasionally have more trash bags than the new container will hold, you can
put the extra trash bags out as usual and they will be picked up. A series of
3 meetings will be held at the pool area to introduce the new system to you.
The schedule will be sent to you in the next few days.
Again, this new system is recommended for our neighborhood's use by the
Board.

SATURDAY NOVEMBER 7 2:00 P.M.
TUESDAY NOVEMBER 10 7:00 P.M.
Please attend one of these meetings. The program is new, but will be
beneficial to our neighborhood. Remember that the Board recommends the
use of this system.
