HomeMy WebLinkAboutRes 99-58 Solid Waste and Recycling Service Rate FY 1999 - 2000 • INTEROFFICE MEMORANDUM City of Palm Desert Administrative Services Department TO: HONORABLE MAYOR, CITY COUNCIL AND CITY MANAGER FROM: JOHN WOHLMUTH, ASSISTANT CITY MANAGER/ DIRECTOR OF ADMINISTRATIVE SERVICES SUBJECT: SOLID WASTE AND RECYCLING RATE ADJUSTMENT DATE: JUNE 24, 1999 RECOMMENDATION: Waive further reading and adopt Resolution No. 99-58 setting the solid waste and recycling service rate for FY 1999/2000 pursuant to the City's franchise agreement. II. BACKGROUND: On April 27, 1999, Waste Management requested a service rate increase of 1.1% effective July 1, 1999. The exclusive franchise agreement between the City of Palm Desert and Waste Management allows Waste Management to request a rate increase once a year in the month of April to reflect ordinary changes to the cost of providing waste and recycling services in the community. Waste Management has the ability within the agreement to request a rate increase equal to 50% of the Consumer Price Index (CPI) from March to March in the Los Angeles, Long Beach, and Riverside areas. The CPI is 2.2% this year. Therefore, under the provision of the contract, Waste Management is able to request a 1.1% rate increase. The attached solid waste and recycling rate schedule does not increase the effective residential solid waste and recycling rates, but does increase the commercial solid waste rates by 1.1%. The residential rate increase of 1.1% r—�---� will be subsidized by the "Waste and Recycling Fee" in the same manner as bM ! � was done in 1996, 1997 and 1998. The "Waste and Recycling Fee" was 11r: established when Riverside County lowered the County landfill tipping fee ""`` from $38.50 to $30.00 per ton. ' 1 City Council Staff Report June 24, 1999, Meeting Staff recommends that City Council waive further reading and pass the attached resolution ratifying the 50% CPI increase for solid waste and recycling rates totaling 1.1% for 1999/2000, and subsidize the residential rate increase with the "Waste and Recycling Fee." n M. If a resident requires more than one change per year,the charge is$15 If the resident is reducing their trash capacity,there is no charge for the service level change. CONTAINER(S)PLACEMENT AND REPAIR When containers are stolen, broken,vandalized, etc., repair and replacement is at the expense of the contractor FEE FOR RETURNED(NSF)CHECK When a check is returned by the bank due to insuficient funds, a fee of$15 will be assessed a= Disposal based on$30 per ton rate b= Recycle Fee based on$8.50 per ton rate. The amount collected from residents, less the offsets, will be remitted to the City Quarterly. c= 1996 CPI increase. This increase is deducted from the$8.50 fee per City direction. d= 1997 CPI increase. This increase is deducted from the$8.50 fee per City direction. d= 1998 CPI increase. The Seattle-Tacoma indexes will no longer be published exclusively semi-annually after December 1997. Beginning with January 1998 data, both of these urban areas will be published bi-monthly on even months only (Feb, April, June, Aug, Oct, and Dec) . The next CPI All Items indexes for San Francisco and Seattle will be for April 1999 and released on May 14, 1999.
