SUBJECT: RELOCATION OF THE VIETNAM WAR MEMORIAL
DATE: JANUARY 25, 1990
Discussion:
At its meeting of January 17 , 1990 , the Civic Arts Committee
voted unanimously to recommend to the City Council that the
subject war memorial be relocated to an appropriate place at the
Civic Center until such time as it can be made a permanent part
of the Sculpture Garden in the Civic Center Park . Included in
the recommendation was a suggestion that if Council concurred,
that moving the memorial be done with appropriate ceremony on
Memorial Day this year .
The monument is currently located within public right-of-way
adjacent to the sidewalk by the Rusty Pelican Restaurant .
According to Marian Henderson , it was placed there by Desert
Beautiful in 1962 . Wh i l e it has always been located by the
entrance sign , it has been jostled from place to place with
construction as well as with the widening of Highway 111 .
Councilmember Benson, Civic Arts Committee Chairman Bob Spiegel ,
Dick Folkers , and I met with Mrs . Henderson on Tuesday of this
week to discuss moving the monument to the Civic Center . She has
agreed that this would make it more accessible to the public and
has offered her assistance and that of Desert Beautiful in any
ceremony we might arrange for Memorial Day.
I also spoke with Jim Patton of the Veterans of Foreign Wars .
After talking with members of his organization , including Vietnam
Veterans , he said that his organization would have no objection
to moving the monument and , in fact , would very much like to
participate in the planning of a Memorial Day rededication
ceremony to do so.
Recommendation:
Staff would , therefore , recommend that the City Council give
direction to proceed with having the monument placed at the Civic
Center in a location accessible to the public and one which can
be adequately landscaped to complement it until such time as it
can be placed permanently in the proposed Sculpture Garden .
