Authorize the Mayor to execute the third amendment to the Cove Communities Public Safety Commission providing for certain activities related to funding support for the Joslyn Cove Communities Senior Center (attachment A). 2. Appropriate $77,500 to account number 110-810-3693 from the unobligated general fund balance. DISCUSSION: As you will recall this item was presented to the City Council at the September 8th meeting. At that time staff was directed to explore the possibility of creating a separate JPA for the senior center activities and to explore the possibility of including Riverside County in the funding process. Discussions with Indian Wells and Rancho Mirage representatives indicated that they were satisfied with the proposed amendment dealing with funding allocations and budgetary control provided by representation through the existing Public Safety Commission. Both cities have approved the amendment and sent it to us for completion. Staff feels the best course of action at this time would be to complete the amendment and then recommend discussions be held with Riverside County and Public Safety Commission representatives to explore county funding participation. If a concerted effort by the elected representatives is successful the long term solution very well could be a new JPA. If not, at least the three primary cities will have a mechanism by which to exercise budgetary control and monitor funding needs of the senior center.
