SUBJECT: CONSIDERATION OF AMENDMENT TO RIVERSIDE COUNT ANIMAL
CONTROL ORDINANCE NO. 630

I. BACKGROUND:
The City has adopted Riverside County Animal Control Ordinance
No. 630 - Regulating the Keeping of Dogs and Cats and Provides
for the Control of Rabies, in July, 1994 .
II . DISCUSSION:
The County has presented the City with a change to the
Ordinance which would require that unaltered or unspayed cats
over the age of four months not be permitted to be or remain
outdoors .
It also offers the option of licensing cats at a fee of $9 . 00
for the period of time covered by the immunity provided by the
vaccine .
This amendment may have some effect on persons who want cats,
but not in the house, otherwise I cannot foresee any effect on
cats that have been allowed to become wild and no one claiming
responsibility. Most calls regarding stray cats are in the
nature of wild cats or unattended cats .
Discussions with our Animal Control personnel confirms staff' s
convictions in this regard. They also feel that the amendment
is unnecessary unless there is mandatory licensing
requirements for cats .
The County has requested the minute motion response from us .

8 Section 1 . Section 1 of Ordinance 630 is amended to add
9 paragraph p "Unaltered and Unspayed" to read as follows :
10 "A condition that exists in an animal which permits.
11 the producing of offspring. A dog or cat that has not

12 been spayed or neutered. "

13 Section 2 . The remaining paragraphs of Section 1 are re-

LI: c1 15 Section 3 . Section 3 of Ordinance 630 is amended in its

u a 17 "Section 3 . CONTROL OF UNSPAYED AND UNALTERED CATS .

18 It shall be unlawful for any person who owns, harbors, or
3 19 keeps any unspayed or unaltered cat four (4) months of age or
20 older within the unincorporated area of Riverside County to
21 allow or permit such unspayed or unaltered cat to be or remain
22 outdoors in such unincorporated areas .
23 Section 4 . Section 3 . 1 is added to Ordinance 630 to read as
24 follows :
25 "Section 3 . 1 . OPTIONAL LICENSING FOR CATS . An owner of a cat
26 may be issued a license and tag for such cat upon presentation
27 to the Health Officer of a certificate of vaccination signed
28 by a veterinarian certifying that such a cat has been

1 vaccinated, and upon the payment of 'a license fee of nine
2 dollars ($9 . 00) . Said license shall be valid for the period
3 of immunity indicated in the certificate of vaccination.
4 Section 5 . This Ordinance shall take effect March 1, 1995 .
