Folkers, Assistant City Manager-Public Works Director SUBJECT: Request for Ratification of Soil Procurement: I-10 Interstate and Cook Street Interchange; Project No. 658-95 and Monterey Bridge at Whitewater Storm Drain Channel; Project No. 696-95 DATE: April 13, 1995 RECOMMENDATION: By Minute Motion; Ratify the procurement of 410,000 Cubic Yards of Soil from the Koll Real Estate Company project in Rancho 'Mirage for use in three major area transportation projects . BACKGROUND: The City has the opportunity to purchase import borrow fill dirt locally, for the cost of transporting only. This soil will be utilized in three major area projects . The soil will come from the large private Koll Real Estate project at the corner of Monterey Avenue and Dinah Shore Drive. The expedited action to purchase this soil is required to prevent the possibility of losing part of the dirt to other private area projects . After reviewing the circumstances, the City Attorney has advised that the procurement of soil does not require competitive bidding. However, the negotiated prices for the soil and it transportation to stockpiles has been aligned with soil prices in the Public Works database for comparison. The projects impacted by this approach are: 1 . I-10 Interstate and Cook Street Interchange The soil will ultimately be used in the construction of the north side ramps of the interchange. A temporary construction easement Right-of- Way has been donated by a private property owner on the north side in order to take advantage of this opportunity. Approximately 140, 000 cubic yards of fill from Dinah Shore and Monterey will be trucked to the interchange site and stockpiled for future placement. This action will require surveying the stockpile site, 411 Ratification of Soil Procurement Projects; 658, 657 and 696-95 Ili hauling, stockpiling, and implementing the environmental mitigation p g, p g i igation measures for the stockpile. The CalTrans project cost estimate for import borrow for this part of the construction was $780, 000 . 2 . Monterey Avenue Bridge at the Whitewater Storm Drain Channel Approximately 60, 000 cubic yards of soil will be stockpiled on the Koll site and tagged for the approach ramps for the Monterey Avenue Bridge at the Whitewater. This construction is slated to start in July 1995 and will obtain the soil from the Koll stockpile in two increments . 0 3 . Monterey Avenue and I-10 Interchange Palm Desert has been requested by Riverside County, the Lead Agent for the Monterey Avenue and I-10 Interchange, to integrate the procurement of 80, 000 cubic yards of soil and its compacted placement at the site of the new south side approach ramp to the Monterey Avenue and I-10 Inter- change. An additional 130,000 cubic yards of soil will be stockpiled on the Koll site and tagged for the north side ramps for the Monterey Interchange project. Staff is developing agreements with both Riverside County and CVAG for the obligation and expenditure of Monterey Avenue & I-10 Interchange Project funds for this portion of the soil procurement. CONCLUSIONS : Staff recommends that City Council ratifies the procurement of 410, 000 Cubic Yards of Soil from the Koll Real Estate Company project in Rancho Mirage for use in three major area transportation projects .
