Folkers , Assistant City Manager-Public Works Director SUBJECT: Cook & I-10 Interchange; Structures Visual Mitigation Art Design, Informational Item Project No . 658-95 DATE: March 23, 1995 BACKGROUND: During the Project Design and Environmental Document development, Staff, through negotiations with both CalTrans and CVAG, has obtained the accepted position that a combination of textured and smooth treatment of the major flat vertical surfaces of the proposed structures in conjunction with the proposed landscaping, would qualify as required environmental visual mitigation, while still acceptable to CalTrans Maintenance. At this point, the project design consultant was asked to present "concepts" for review. In December 1993, several "concept only" sketches were received. After review, with AIPP the Project began to work together with AIPP to develop an action plan to implement the design to a point usable in the Bid Document. The approach selected by AIPP was a "Design Contest" , guided by AIPP. The Design Contest was held, receiving inputs from local artists and Landscape Architects . Several pleasing designs were presented. At one point it was suggested that the best ideas from two of the submitters be combined. However, at the conclusion, the concepts of only Ron Gregory were selected by AIPP to be technically implemented into the Construction Bid Package by the Design Consultant. The technical implementation involves the practical aspects of mold design, material selection, and construction techniques required to convert the concept to actual concrete. The Design Consultant has worked closely with decorative concrete specialist companies to implement the artistic concepts into an economically practical , and constructable design for the Bid Package. City Council Information Item Cook St/I-10 Interchange Project Visual Mitigation Art Work for Structures CONCLUSIONS : Staff sincerely wants to see a tasteful, attractive application of art as part of this and the other City related interchange projects . Public Works has actively worked toward this end through cooperation with other entities , both within the City and external organizations, to reach this goal .
