Folkers , Assistant City Manager/Public Works Director SUBJECT: INFORMATIONAL ITEM: UPDATE ON THE COOK STREET AND I-10 INTERCHANGE PROJECT DATE: December 8 , 1994 Recently Councilmember Kelly, City Manager Bruce Altman, and I attended a CVAG meeting to discuss the implementation of a roads and bridges benefit district for the three interchanges . The proposed implementing agreement was distributed for review, and at this point in time, has been passed on to the various city attorneys for their review. A joint meeting of the city attorneys, as well as the CVAG attorney, will be taking place in the very near future. In the meantime, to move the project along, the city has been working with the Coachella Valley Water District to provide for the removal of a sewage lift station on the north side of I-10 along Varner Road near Chase School Road. The water district has plans and specifications provided by the interchange project ready for the new sewer installation which will involve providing a new sewer line along Varner Road and 38th Avenue . The interchange project ' s appropriate share of the construction is approximately $650 , 000 (Contract C08550 , approved on August 25, 1994 ) . Since CVAG will not release any funds for construction until all the implementing agreements are executed, we are faced with a dilemma in that the delays of this sewer project will affect the relocation of Varner Road which we had anticipated to be underway in the first quarter of 1995 . Delays are not unusual to this project. As you are probably aware, the environmental package was to be completed by November 1993 and was just completed in November 1994 . Because of the urgency of the situation and the increased traffic and congestion that is taking place at the other two interchanges on I-10, i .e . , Monterey Avenue and Washington Street, the staff would like to see the City Council ' s authorization to proceed with this project with the City of Palm Desert guaranteeing the funds based upon the rationale that CVAG will ultimately be paying for this probably in Spring 1995 . The water district ' s estimated completion of the project is late winter or early spring of 1995 . (Page 1 of 3) • December 8, 1994 UPDATE ON THE COOK STREET & I-10 INTERCHANGE PROJECT Another dilemma is the necessity for approval of the document by all five agencies, i .e . , County of Riverside and Cities of Indian Wells , La Quinta, Palm Desert and Rancho Mirage . If any agency decides not to approve this document, then the project will be further delayed. Because of the strategic location and impact upon the City of Palm Desert, is our feeling that it is imperative to proceed as rapidly as possible to begin work on Cook Street . The cost breakdown project is as follows : County of Riverside $1,555 ,000 City of Indian Wells $ 724,000 City of Palm Desert $4 ,600,000 The total project cost of $6 . 4 million is 25 percent of the local match for this project ( see Exhibit A) . We are anticipating that the related project of removing the soils from the Whitewater Flood Control Channel to be used on the embankment on the Cook Street extension on the future Gerald Ford Drive extension will be coming to the City Council for approval of bids in January 1995 . It is anticipated that by working on several portions of this massive project as separate parts , it will help to reduce the overhead costs including project management and inspection by Caltrans and the County of Riverside which would "cut out" thousands of dollars to the project in addition to continually moving forward on the project . The City of Palm Desert has signed a reimbursement agreement with CVAG agreement which provides for reimbursement of these costs by the City in the event the project fails . In the meantime, we are proceeding with the engineering redesign for the Cook Street extension, including the construction of water and sewer facilities in the Cook Street extension, so the street will not have to be torn up in the future as development takes place for the Charter Country Club on the west or the university site east of Cook Street. In addition, these utilities will be available for development along the south side of the freeway east and west of the Cook Street extension. The staff will be bringing a plan to the City Council in January for a more comprehensive program for the area east of the university site to Monterey Avenue.
