3. NON-AGENDA PUBLIC COMMENT: This time has been set aside for the public to address
the Cultural Resources Preservation Committee on issues that are not on the agenda for up
to three minutes. Because the Brown Act does not allow the Committee to act on items not
listed on the agenda, members may briefly respond or refer the matter to staff for a report and
recommendation at a future meeting.
4. CONSENT CALENDAR: All matters listed on the Consent Calendar are considered routine
and may be approved by one motion. The public may comment on any items on the Consent
Calendar within the three-minute time limit. Individual items may be removed by Committee
Members for a separate discussion.

RECOMMENDATION: Approve the cancellation of the November 28 and December 26,
2023, Cultural Resources Preservation Committee meetings.
B. REQUEST TO AMEND THE CULTURAL RESOURCES PRESERVATION COMMITTEE
REGULAR MEETING SCHEDULE
RECOMMENDATION: Approve the revised Cultural Resources Preservation Committee
Regular meeting schedule, changing the regular meeting day to the fourth Wednesday of
each month, effective January 1, 2024.

1. CALL TO ORDER
A Regular Meeting of the Cultural Resources Preservation Committee was called to
order by Vice Chair Housken on Tuesday, September 26, 2023, at 9:00 a.m., in the
Public Works Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm
Desert, California.
2. ROLL CALL
Present: Committee Members Paul Clark, Don Graybill, Thomas Mortensen, David
Toltzmann, Linda Vassalli, Vice-Chairperson Kim Housken, and
Chairperson Rochelle McCune.

5. PRESENTATIONS
A. CITY’S 50TH ANNIVERSARY CELEBRATION AT CIVIC CENTER PARK
Deputy Director Lawrence narrated a PowerPoint presentation regarding the City’s 50th
Anniversary celebration and responded to Committee Member inquiries.
This item was informational only and no action was taken.
6. CONSENT CALENDAR:
A. APPROVAL OF MINUTES
MOTION BY CHAIR MCCUNE, SECOND BY COMMITTEE MEMBER MORTENSEN,
CARRIED 7-0, to approve the Cultural Resources Preservation Committee Special
Meeting minutes of May 5, 2023, and the Regular Meeting minutes of June 27, 2023.
7. ACTION CALENDAR:

8. PUBLIC HEARINGS:
A. CONSIDERATION OF A RECOMMENDATION TO THE CITY COUNCIL TO APPROVE
A REQUEST BY ANDREW STEARN FOR A LANDMARK DESIGNATION OF AN
EXISTING SINGLE-FAMILY RESIDENTIAL STRUCTURE KNOWN AS THE
“CHARLES AND JUNE GIBBS HOUSE II” LOCATED AT 45666 SHADOW MOUNTAIN
DRIVE (ASSESSOR’S PARCEL NUMBER 640-293-003)
Principal Planner Melloni presented a staff report, narrated a PowerPoint presentation,
and responded to Committee Member inquiries.
Vice Chair Housken opened the public hearing.
Barbara Lamprecht, applicant, provided comments regarding the architecture and
aesthetic elements of the structure and responded to committee member inquiries.
Andrew Stearn, owner, provided comments regarding the intent to identify the original
door style and incorporate the design into future renovations.
Luke Leuschner, resident, submitted a written comment via Zoom chat in support of the
landmark designation.
Vice Chair Housken closed the public hearing.
MOTION BY CHAIR MCCUNE, SECOND BY COMMITTEE MEMBER GRAYBILL,
CARRIED 7-0, to make findings pursuant to Palm Desert Municipal Code (PDMC) Section
29.40.010 under Criteria C and D as presented and recommend the Palm Desert City
Council adopt a resolution to designate the property as a local landmark.
9. INFORMATIONAL REPORTS & COMMENTS
A. CULTURAL RESOURCES PRESERVATION COMMITTEE MEMBERS
Chair McCune requested a status of the subcommittee’s request for yard signs and
expressed interest in identifying Palm Village as a historic district.

Committee Member Graybill reported contact with the Cultural Arts Committee and staff
members concerning late local artist Ron Backer.
In response to Committee inquiries, Principal Planner Melloni provided mapping
information relevant to homes older than 50 years.
B. CITY COUNCIL LIAISON
Mayor Pro Tem Quintanilla expressed appreciation for the Committee, reported that she
was recently selected for Leadership of Coachella Valley, and expressed interest in
connecting with the Historical Society to discuss local history beyond the past fifty years.
C. CITY STAFF
Principal Planner Melloni provided an update on the Palm Tree at Portola Avenue and
Highway 111, and reported that the Kings Point monument sign is scheduled to be
installed in November.
D. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
10. ADJOURNMENT
The Cultural Resources Preservation Committee adjourned at 10:25 a.m.

Subject: Regularly Scheduled Cultural Resources Preservation Committee Meetings
of November 28, 2023, and December 26, 2023.
EXECUTIVE SUMMARY
This memorandum is to bring to the Committees attention the potential for lack of a quorum
at the upcoming Cultural Resources Preservation Committee (CRPC) meetings scheduled
for November 28, 2023, and December 26, 2023, due to the holidays.
These two meetings may present a challenge for Committee members to attend due to
vacation and/or travel associated with the holidays as the meeting in November is days
after the Thanksgiving holiday and December’s meeting is the day after the Christmas
holiday. Staff is recommending that the Committee adjourn until its regularly scheduled
meeting in January 2024.
However, should new business arise during this time the Committee will be contacted by
staff to convene to review and take action on any items as needed.
Recommendation:
Staff recommends the Committee approve the cancellation of the CRPC meetings of
November 28, 2023, and December 26, 2023, resuming its regularly scheduled meeting
in January 2024.

Subject: Request to amend the regularly scheduled Cultural Resources Preservation
Committee meeting day.
EXECUTIVE SUMMARY
This memorandum is to request the Committee’s approval to change the day on which the
regularly scheduled Cultural Resources Preservation Committee (CRPC) meetings will be
conducted.
The City Clerk’s office has reviewed the City of Palm Desert’s (City) meeting schedule for
all commissions and committees and found several instances in which meetings overlap
each other, prohibiting the community from routine attendance to the conflicting meetings.
In an effort to make attendance at commission and committee meetings as accessible to
the public as possible, staff has identified opportunities to modify the day and/or time of
certain commission and committee meetings to increase availability to the community.
CRPC’s Bylaws identify regular monthly meetings may be held “at such day, time, and
place as set by Committee Resolution or minute order.” Currently, CRPC regularly
scheduled meetings are conducted on the last Tuesday of the month at 9 a.m. Staff is
recommending the regularly scheduled CRPC meeting day be amended to the fourth
Wednesday of the month effective January 1, 2024. This change will support the City’s
efforts to make commission and committees meetings more available to the public, better
serving its community members.
Recommendation:
Staff recommends the Committee, by minute order, approve the change of day for CRPC
meetings to the fourth Wednesday of the month effective January 1, 2024.

1.50th Anniversary events, City events, and
Modernism Week to include:
•Explore creation of yard signs or similar device
for residential properties 50 years or older
Assign a subcommittee to work with public affairs
regarding modernism week.
CRPC will establish a subcommittee to plan for
event participation during 2023.
Staff ordered the printing of 100-yard signs to provide
to the Palm Desert Historic Preservation Society to
identify structures older than 50 years.
2. Update and maintain inventory of current historical
landmarks and make them available on the City’s
website.
•Convert the existing driving tour document to a
searchable document and reformat
•Provide a brochure on the website with links to
informational resources on how to research a
historic structure.
Staff will update maps of historic resources and
landmark districts to show locations on the City
website using existing ESRI software resources.
Planning staff training to utilize GIS services
resources. Information gathering. Landmark properties
converted to GIS files + data.

3. Establish a historic resources survey and a
Citywide historic context statement.
Staff will seek a consultant to prepare the survey
and statement. $40,000 which was previously
budgeted and allocated to the preparation of
Objective Design Standards for Multifamily
Housing may be re-allocated to the preparation
this survey.
Coordinated with Certified Local Government
application.
Future Action : Develop a statement of intent to
develop a Citywide historic context statement to
conduct more extensive historic resource survey
activities in coming years.

Communicating Certified Local Government Coordinator at the
California Office of Historic Preservation for the submittal of a draft
application, prior to the final application. Allows corrections in a less
formal manner.
Future Action : Staff to obtain resumes and commissioner
qualifications of committee members.
Plan for future historic preservation plan (context statement).
5.Continue to review Mills Act Contracts and
consider requesting the Council modify or
remove the application limits established by
Resolution No. 2011-1.
Staff will amend the
resolution establishing the
application process, and
review procedures to
implement the Mills Act by
increasing the number of
preservation agreements the
City may enter into per
calendar year or removing
the requirement altogether.
Staff presented updated resolution with removal of limit on Mills Act
contracts per year.
Future Action : Recommend updating guidelines for clarity to City
staff and future applicants on qualifying scopes of work, etc.
