FOLKERS, ACM/DIRECTOR OF PUBLIC WORKS JOHN WOHLMUTH, ACM/DIRECTOR OF ADMINISTRATIVE SERVICES DATE: AUGUST 24, 1995 SUBJECT: INFORMATION ITEM - FIELD MAINTENANCE FOR JOINT USE FACILITIES On January 27, 1995 and February 10, 1995, Mayor Buford Crites scheduled meetings to resolve activity and maintenance issues on joint use facilities. Representatives of City of Palm Desert Public Works and Planning Departments, Coachella Valley Recreation and Park District, YMCA, Palm Desert Youth Sports, Desert Sands Unified School District and Palm Desert Park and Recreation Commission were in attendance. These two meetings allowed all participating entities to discuss issues and concerns relating to the joint use of facilities. Several positive recommendations were made and implemented. These changes were as follows. 1. A calendar of sporting events and activities has been developed and disseminated on a monthly basis by Coachella Valley Recreation and Park District (CVR&PD). All participating entities reserve the facilities and receive a copy of the calendar. 2. CVR&PD offered the use of the PAL room in the recreation building for PDYSA meetings and office space. CVR&PD also offered phone answering service or message center for youth sport inquires. 3. The City of Palm Desert contracted with CVR&PD for Cook Street Sports Complex field maintenance. This allows one entityto coordinate, schedule and P maintain the Cook Street fields. The cost of the maintenance is $37,000 per year, slightly down from the previous private contract. Issues yet to be resolved include: 1. Maintenance of Olsen Field and neighboring/overlapping soccer field. 2. Maintenance of Rutledge strip. , . INFORMATIONAL ITEM - FIELD MAINTENANCE FOR JOINT USE FACILITIES AUGUST 24, 1995 The City of Palm Desert has requested a proposal from CVR&PD to maintain these two areas/facilities. The CVR&PD's proposal is $15,770 per year. The City of Palm Desert has requested the Desert Sands Unified School District fund these maintenance costs. Currently, Rutledge strip is owned by the City and leased to Desert Sands for $1.00 per year. Since the DSUSD has leased the area, the sports groups, neighbors, and the City have been concerned over the level of maintenance or lack of maintenance. Olsen Field is owned and maintained by DSUSD. The field is used by baseball during the season, CVR&PD on Sunday evenings, and the school recreation classes Monday through Friday during the school year. There exists a concern by the sports groups regarding the level of maintenance on Olsen Field. CVR&PD pays for all lighting, maintenance and operation costs. As of the preparation of this memo, the City has not been able to successfully receive a commitment from DSUSD to fund the maintenance or share in the cost of the maintenance. Once the maintenance issues on these two facilities are resolved, the City will prepare an agreement for all participating entities signatures and this will serve as the governing document.
