A Regular Meeting of the Homelessness Taskforce was called to order by Chair Vines
on May 21, 2024 at 9:01 a.m. in the Administrative Conference Room, City Hall, located
at 73-510 Fred Waring Drive, Palm Desert, California.

6.a APPROVAL OF THE HOMELESSNESS TASKFORCE SCHEDULE FOR
FISCAL YEAR 2024/2025
Homeless and Support Services Manager Tenorio provided a staff report and
answered member inquiries.

Approve the Fiscal Year 2024/2025 meeting schedule of the Homelessness
Taskforce.

6.b CONSIDER A MEMORANDUM OF UNDERSTANDING WITH COACHELLA
VALLEY ASSOCIATION OF GOVERNMENTS AND AN ANNUAL
CONTRIBUTION TO THE CV HOUSING FIRST
Homeless and Support Services Manager Tenorio and Erica Felci of Coachella
Valley Association of Governments presented staff report and answered member
inquiries.
Motion by: Taskforce Member Meyer
Seconded by: Taskforce Member Butts
Recommend the City Council approve a Memorandum of Understanding with
Coachella Valley Association of Governments and authorize payment of a
$100,000 contribution for Fiscal Year 2024/2025 for the CV Housing First
Program.

With consensus of the Taskforce the following items were requested for future
agendas:
• Presentation of supportive services provided at Ramona Tire Tuesday
evenings;
• Potential for Taskforce member from Desert Sands Unified School District;
o Student homelessness in grades K-12 and college.
• Mental health services outreach provided by Riverside County Behavioral
Health;
• Presentation on tiny home communities; and

• Budget presentation in regards to CityNet services.
7.b CITY COUNCIL LIAISON
Mayor Quintanilla reminded the Taskforce of supportive services provided during
summer months.
Councilmember Kelly spoke on homelessness enforcement and compassion with
the upcoming election approaching.

Homeless and Support Services Manager Tenorio was introduced as the new
Staff Liaison for the Taskforce.

ACTIVITY REPORT
This reporting period is for May, June, and July 2024. This report will reflect all the
current activity regarding unlawful storage of personal property and unlawful
encampments and assist the Riverside Sheriff’s Department.
Code Compliance Officers responded to 24 complaints of unlawful camping and storage
of personal property on private and public property. During this reporting period, there
were no abatements of personal property. Code Compliance Officers responded to 6 calls
to assist the Riverside County Sheriff’s Deputies in removing and storing personal
property.

SUBJECT: UPDATE REGARDING RESOURCES FOR HOMELESS AT SCHOOLS
RECOMMENDATION:
Receive and file an update regarding school resources for students facing homelessness .
BACKGROUND/ANALYSIS:
At the May 21, 2024, Homelessness Taskforce Meeting, members requested that City staff
consider including a representative from the Desert Sands Unified School District (DSUSD) on
the Taskforce. Staff requested the opportunity to reach out to the local school systems to
understand the facts and bring the information back to the Taskforce. DSUSD, College of the
Desert (COD), and Cal-State San Bernardino Palm Desert Campus (CSUSB -PDC) were
contacted by staff to gather the information.
DSUSD - Student homeless resources
The district is currently monitoring 46 active cases of student homelessness who are residents
of the Palm Desert, with 12 of the 46 cases involving students who are living with other family
members due to issues such as a lack of affordable housing or insufficient income. DSUSD
provides essential resources for students experiencing homelessness, including bus passes,
food vouchers, clothing, and school supplies. However, there is a need for additional support,
especially for students temporarily living with relatives due to housing issues. DSUSD requested
assistance in this area. City staff contacted Riverside County’s Department of Public Social
Services (DPSS), which offers Rapid Rehousing vouchers to qualifying CalWORKS families.
These vouchers provide short-term rent and move-in cost assistance, as well as case
management for long-term stability. Currently, there is no formal referral process between
DSUSD and DPSS, but City staff is working to establish a coordinated linkage between the two
agencies for enhanced collaboration.
COD – Understand services and partnerships
Last school year, COD reported fewer than 5 cases of City of Palm Desert residents now
experiencing homelessness and addresses these through a partnership with Jewish Family
Services of San Diego (JFSSD-Palm Springs) for case management, Find Food Bank, and
collaborates with the Coachella Valley Rescue Mission for shelter beds when available. City staff
also offered ongoing support when COD comes across situations their partners cannot address
or any other matters.

CSUSB-PDC – Understand services offered
CSUSB similarly offers short-term campus housing, financial assistance, clothing, and food.
CSUSB reported only one homelessness case of a City of Palm Desert resident now
experiencing homelessness during the previous academic year. City staff will act as ongoing
support when needed and looks forward to further coordination and meetings in the future.
Based on City staff’s review of current resources indicates that all three campuses are well-
prepared to support students. While the Taskforce can still consider including a school district
representative on the Taskforce, based on staff’s discussions the school/university system is
actively addressing the needs of homeless students. An alternative approach would be inviting
the school representatives to provide a presentation at future meetings. City staff remains
committed to supporting DSUSD, COD, and CSUSB-PDC in meeting these needs and improving
student assistance.

SUBJECT: CITY NET AGREEMENT, SERVICE HOURS, AND KEY FOCUS AREAS
UPDATE FOR FY 2024/25
RECOMMENDATION:
Receive and file the City Net update.
BACKGROUND/ANALYSIS:
On September 28, 2023, the City Council approved Agreement No. C46330 with Kingdom
Causes DBA City Net in the amount of $250,831.13 to provide street outreach, case
management, housing navigation, referrals to local shelters, and engagement services through
June 30, 2024, with two optional one-year extensions. In November 2023, the City Net team
became operational and concluded their first year of service on June 30, 2024. Due to
satisfactory performance, staff will be exercising the first option to extend the term through June
30, 2025.
The presentation will address the City Net agreement, service hours, and key focus areas for
City Net in the upcoming Fiscal Year.
FINANCIAL IMPACT:
There is no direct financial impact associated with this report.

RECOMMENDATION:

BACKGROUND/ANALYSIS:
City staff is providing an overview of the Permanent Local Housing Allocation (PLHA) program and
its 5-year funding cycles.
PLHA Overview:
The PLHA program offers funding to local governments for affordable housing and homelessness
prevention. The City of Palm Desert adopted a 5-year plan at the May 28, 2020, council meeting to
address homelessness.
5-Year Cycle Breakdown:
Allocation: Funds are allocated to local jurisdictions based on a formula at the start of each
5-year cycle.
Planning: Jurisdictions submit a detailed plan for fund usage in the first year.
Implementation: Funds are used over the next five years according to the approved plan.
Reporting: Regular progress reports are required, with a final evaluation at the cycle’s end.
Preparation: Jurisdictions review outcomes and prepare for the next cycle.
