CALL TO ORDER A Regular Meeting of the Architectural Review Commission was called to order by Chair Vuksic on July 23, 2024, in the Development Services Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. ELECTION OF ARCHITECTURAL REVIEW COMMISSION CHAIRPERSON AND VICE CHAIRPERSON Motion by: Commissioner McAuliffe Seconded by: Commissioner Sanchez Chair Vuksic called for nominations for a Chair and Vice Chair for the Commission. Commissioner McAuliffe moved to reappoint Chair Vuksic as Chair and Vice Chair McIntosh as Vice Chair. Commissioner Sanchez seconded the motion. Motion Carried (6 to 0) 4. ELECTION OF ARCHITECTURAL REVIEW COMMISSION LIAISON FOR CULTURAL ARTS COMMITTEE Motion by: Commissioner Latkovic Seconded by: Chair Vuksic Chair Vuksic called for nominations for a commission liaison for the Cultural Arts Committee. Commissioner Latkovic moved to reappoint Commission Colvard as liaison for the Cultural Arts Committee. Chair Vuksic seconded the motion. Motion Carried (6 to 0) Architectural Review Commission Minutes July 23, 2024 2 5. NON-AGENDA PUBLIC COMMENT Chair Vuksic opened and closed the public comment period for Non -Agenda public comment. No public comments were provided. 6. CONSENT CALENDAR Chair Vuksic opened and closed the public comment period for the Consent Calendar. No public comments were provided. Motion by: Commissioner Latkovic Seconded by: Commissioner Colvard Motion by Commissioner Latkovic, seconded by Commissioner Colvard to approve the consent calendar as presented. Motion Carried (6 to 0) 6.a APPROVAL OF MINUTES Motion by: Commissioner Latkovic Seconded by: Commissioner Colvard Motion by Commissioner Latkovic, seconded by Commissioner Colvard to approve the regular meeting minutes of June 25, 2024. Motion Carried (6 to 0) 7. CONSENT ITEMS HELD OVER None 8. ACTION CALENDAR 8.a CONSIDERATION TO APPROVE A REVISED DESIGN REVIEW FOR THE ARCHITECTURE ASSOCIATED WITH AN OUTDOOR PATIO REMODEL FOR WILDEST RESTAURANT AT 72990 EL PASEO, SUITE #3 Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Zayda Braun, Project Designer, was present. Chair Vuksic opened the public comment period and invited the applicant to speak. Zayda Braun, Project Designer, introduced herself and a nswered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Commissioners were pleased with the new design presented. A suggestion was made that the wood paneling on the rear elevation be extended so that it substantially covers the storage container. Architectural Review Commission Minutes July 23, 2024 3 Motion by: Commissioner McIntosh Seconded by: Commissioner McAuliffe Following discussion, motion carried to approve Case No. DR23-0015 as presented with the following conditions: 1. A pilaster with the same stone cladding on the building shall be added to the opening at the northeast corner of the patio. 2. Gravel placed in planters adjacent to the parking lot shall match existing parking lot gravel. 3. Shipping container shall be new or like-new condition. Motion Carried (6 to 0) 8.b CONSIDERATION TO APPROVE AN AMENDMENT FOR A DESIGN REVIEW APPROVAL OF A 1,103 SQUARE FOOT GUESTHOUSE AT 72240 UPPER WAY WEST Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Mike Reilly, Applicant, and Gabriel Rios, Architect, were present via Zoom. Chair Vuksic opened the public comment period and invite d the applicant to speak. Mike Reilly, Applicant, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Chair Vuksic closed the public comment period. Discussion on the item ensued with Commi ssioners providing comments for the project. Motion by: Commissioner Latkovic Seconded by: Commissioner Colvard Following discussion, motion carried to approve Case No. DR24 -0005 Amendment No.1 as presented with the following conditions: 1) Street exposed windows should be recessed. 2) Staff shall develop conditions of approval that assure all exterior building finishes, paving, ground covers, and re-naturalized slopes are appropriate to the hillside area prior to the project proceeding to Planning Commission. NOES (2): Commissioner McIntosh, and Chair Vuksic Motion Carried (4 to 2) Architectural Review Commission Minutes July 23, 2024 4 8.c CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A MULTITENANT MONUMENT SIGN FOR AN EXISTING COMMERCIAL BUILDING LOCATED AT 44795 SAN PABLO Chair Vuksic announced his recusal due to proximity of the project to his place of business property and left the conference room. Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Glenn Davis with Signarama, Applicant, was present. Vice Chair McIntosh opened the public comment period and invited the applicant to speak. Glenn Davis with Signarama, Applicant, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Vice Chair McIntosh closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Commissioner comments included the following:  Logos should be centered vertically on the panel.  Given the proposed height and width of the sign, it appears as a large wall in the pedestrian walkway.  The color of the monument sign cabinet, sides and rear, should have more contrast, consider the color of the building awnings.  The sign design is very minimal, the architecture of the monument sign should tie into the architecture of the building.  The proposed location for the sign would be obstructed by current landscaping. Concern for removal or loss of landscaping to accommodate the sign’s location was expressed.  Details of existing landscaping and any plant material that may be restored are needed to illustrate accurate conditions for the sign. Motion by: Commissioner McAuliffe Seconded by: Commissioner Latkovic Following discussion, motion carried to continue Case No. SARC24-0006 as presented with the following comment: 1. Revisit the signs architectural design so that it picks up more of the existing architecture of buildings behind it, with consideration to it's shape and the color of the awnings for the signs cabinet. REPORTS & REMARKS 9.a ARCHITECTURAL REVIEW COMMISSIONERS Commissioner Colvard provided the following comments:  A correction to the Cultural Arts Committee update he provided at the ARC meeting held on June 25, 2024; the sculpture that will be place in the median on Portola Avenue is not "Dueling Palms," it is "Swirly Girl," by the Barone’s, local artists.  The art which is located in the North Wing of City Hall will be relocated to the Palm Desert Library.  There are eight new benches proposed for the park which are made of recycled materials including shoes, tires, and wind turbines. A request for proposals for vinyl wraps for the benches will be released.  This year's topic for the Student Art and Essay contest will be "My favorite building in the Desert." 9.b CITY STAFF Principal Planner Flores provided the following updates.  At the Planning Commission meeting held on July 16, 2024, the Conditional Use Permit for Thinc Cubed cannabis business was modified to only allow manufacturing of non-volatile products. The Conditional Use Permit for West Coast Cannabis Club cannabis business was revoked in its entirety.  The City Council will be dark until August.  Staff is reviewing the lighting code for commercial buildings in the City to update the code and set standards for commercial lighting. Upon inquiry, Principal Planners Flores and Melloni provided an update on DSRT Surf noting the project has had a groundbreaking and staff reviews for project permitting is moving along. Additionally, the construction on Country Club is a staging area for DSRT Surf. Concern regarding the size of the carports for the Millennium Apartments was discussed. Staff will look into the matter to confirm they are built to approved dimensions. A commissioner remarked that going forward the ARC should review renderings with dimensions for proposed carports. Upon inquiry, discussion was opened regarding proposed solar panels being provided for the Commissioner to consider during the design review. Staff will look into the possibility of solar standards and guidelines. In response to inquiry, Principal Planner Flores confirmed the ARC was not part of the approvals for the tentative map and specific plan related to the Refuge project. Architectural Review Commission Minutes July 23, 2024 6 9.c ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. 10.
