Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item
and responded to Commission inquiries. Zayda Braun, Project Designer, was
present.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Zayda Braun, Project Designer, introduced herself and answered questions from
the Commission.
With no other members of the public wishing to comment, Chair Vuksic closed the
public comment period. Discussion on the item ensued with Commissioners
providing comments for the project.
Commissioners were pleased with the new design presented. A suggestion was
made that the wood paneling on the rear elevation be extended so that it
substantially covers the storage container.

3. Shipping container shall be new or like-new condition.

and responded to Commission inquiries. Mike Reilly, Applicant, and Gabriel Rios,
Architect, were present via Zoom.

finishes, paving, ground covers, and re-naturalized slopes are appropriate to the
hillside area prior to the project proceeding to Planning Commission.

8.c CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A MULTITENANT
MONUMENT SIGN FOR AN EXISTING COMMERCIAL BUILDING LOCATED AT
44795 SAN PABLO
Chair Vuksic announced his recusal due to proximity of the project to his place of
business property and left the conference room.
Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item
and responded to Commission inquiries. Glenn Davis with Signarama, Applicant,
was present.
Vice Chair McIntosh opened the public comment period and invited the applicant
to speak. Glenn Davis with Signarama, Applicant, introduced himself and
answered questions from the Commission.
With no other members of the public wishing to comment, Vice Chair McIntosh
closed the public comment period. Discussion on the item ensued with
Commissioners providing comments for the project.
Commissioner comments included the following:
• Logos should be centered vertically on the panel.
• Given the proposed height and width of the sign, it appears as a large wall
in the pedestrian walkway.
• The color of the monument sign cabinet, sides and rear, should have more
contrast, consider the color of the building awnings.
• The sign design is very minimal, the architecture of the monument sign
should tie into the architecture of the building.
• The proposed location for the sign would be obstructed by current
landscaping. Concern for removal or loss of landscaping to accommodate
the sign’s location was expressed.
• Details of existing landscaping and any plant material that may be restored
are needed to illustrate accurate conditions for the sign.

1. Revisit the signs architectural design so that it picks up more of the existing

9. REPORTS & REMARKS
9.a ARCHITECTURAL REVIEW COMMISSIONERS
Commissioner Colvard provided the following updates:
• A correction to the Cultural Arts Committee update he provided at the ARC
meeting held on June 25, 2024; the sculpture that will be placed in the
median on Portola Avenue is not "Dueling Palms," it is "Swirly Girl," by the
Barone’s, local artists.
• The art which is located in the North Wing of City Hall will be relocated to
the Palm Desert Library.
• There are eight new benches proposed for the park which are made of
recycled materials including shoes, tires, and wind turbines. A request for
proposals for vinyl wraps for the benches will be released.
• This year's topic for the Student Art and Essay contest will be "My favorite
building in the Desert."
9.b CITY STAFF
Principal Planner Flores provided the following updates.
• At the Planning Commission meeting held on July 16, 2024, the Conditional
Use Permit for Thinc Cubed cannabis business was modified to only allow
manufacturing of non-volatile products. The Conditional Use Permit for
West Coast Cannabis Club cannabis business was revoked in its entirety.
• The City Council will be dark until August.
• Staff is reviewing the lighting code for commercial buildings in the City to
update the code and set standards for commercial lighting.
Upon inquiry, Principal Planners Flores and Melloni provided an update on DSRT
Surf noting the project has had a groundbreaking and staff reviews for project
permitting is moving along. Additionally, the construction on Country Club is a
staging area for DSRT Surf.
Concern regarding the size of the carports for the Millennium Apartments was
discussed. Staff will look into the matter to confirm they are built to the approved
dimensions. A commissioner remarked that going forward the ARC should review
renderings with dimensions for proposed carports.
Upon inquiry, discussion was opened regarding proposed solar panels being
provided for the Commission to consider during the design review. Staff will look
into the possibility of solar standards and guidelines.
In response to inquiry, Principal Planner Flores confirmed the ARC was not part of
the approvals for the tentative map and specific plan related to the Refuge project.

BACKGROUND/ANALYSIS:
Executive Summary:
Case No.: MISC24-0002
Project Summary:
The proposal is a request by German Santamaria Design (Applicant) to improve an existing
vacant building (formerly Fast Auto Loans) located at 72990 Highway 111. The Applicant is
seeking approval for exterior modifications in conjunction with a tenant improvement for an
interior remodel. The Architectural Review Commission (ARC) will consider the architectural
design of the proposed project for final design review consideration. Signage in the plan packet
is for reference only. The applicant will submit signage plans for City staff to review at a later
date.
The project proposes a minor structural modification to expand the existing office space and the
newly proposed jeweler area to include an additional 159 square feet. No landscaping or parking
areas would be altered or eliminated as a result of this minor m odification. The Applicant has
proposed additional landscaping for screening purposes.
This item was originally presented to ARC on March 12, 2024. The ARC moved to continue the
item with a 7-0 vote, providing the Applicant with design review comments to be addressed in a
subsequent submittal. The comments from ARC and the Applicant’s responses are as follows:
1. The A/C units should be adequately screened pursuant to the Palm Desert Municipal
Code.

Response: The A/C units are screened with vegetation bushes approximately five feet in
height.
2. Roof plan and drawings should be updated and coordinated to match the actual
construction intended.

3. Revisit the proposed height of sconces located on the north elevation.
Response: The height of the sconces on the north elevation was revised.
4. Material located on the two title planes should be carried onto the rear side of this element.
Response: Exterior elevations have been revised to include material located on the two
title planes that are now carried onto the rear side of this element.
5. Provide details for proposed horizontal band that is identified as a vent.
Response: O'hagin vents will be installed on the existing roof; the horizontal band will be
only for decorative purposes. The plans provide details for the proposed 10" aluminum-
clad gold horizontal band that is identified as a vent.
6. Provide a physical sample of materials and colors including the proposed gold paint.
Response: A physical sample of materials and colors, including the proposed gold paint,
has been provided.
7. Floor plan should reflect proposed shadow boxes on south elevation.
Response: The floor plan reflects the proposed shadow boxes on the south elevation: 8
ft. wide x 6 ft. high, 6" recessed wall for picture display.
On May 14, 2024, the ARC considered a resubmitted set of plans from the Applicant for design
review. Following discussion, the ARC continued the item with a 6 -0 vote (Commissioner
Blakeley absent). The comments from the ARC and the Applicant’s responses are as follows:
1. 3D renderings should match plan.
Response: Refer to the 3D renderings on sheets A6 and A7, which are consistent with
the elevations shown on A4.
2. Roof plan and drawings should be updated and coordinated to match the actual
construction intended.
Response: Roof plan drawings have been updated to match intended construction, as
shown on sheets A2 and A3.
3. All information on plans should be consistent.
Response: All information on the plans is consistent with the proposed project design.
4. Show new landscape screening for a/c units.

Project Summary:
A. Property Description
The project site is an existing building located on the north side of Highway 111, south east of
The Shops at Palm Desert formerly known as the “Fast Auto Loans”. The building was originally
constructed in 1975, went through multiple tenants, and was last operating as “Fast Auto Loans”,
but is currently vacant. The current proposal is to update the façade of the building that has
remained similar architecturally since original construction. Hope Diamonds & Company is a
retail jewelry store currently located in The Shops at Palm Desert. The applicant has purchased
the property as of 2021, transitioning from a mall tenant to a brick -and-mortar establishment.
The proposed location will improve business operations with direct visibility of auto traffic from
Highway 111/Monterey intersections, front-row parking, and additional floor space to repair
jewelry items within the establishment.

C. Site Plan
The Site Plan (Figure 1 below) shows the existing building and proposed floor plan of 1,937
square feet. The proposed modification will result in minimal changes to the site plan and building
footprint. The proposed building modification meets the minimum setback requirements and
development standards of the Palm Desert Municipal Code (PDMC) for the Planned Commercial
(P.C.-3) zoning district.

Vehicular access to the project is from the existing driveway off Monterey Avenue. Per PDMC
section 25.46.040(A) a total of 6 parking spaces are required for this project. The project has
fifteen (15) designated existing off-street parking spaces, two of which are ADA accessible,
which exceeds the minimum required parking spaces.
Architecture
The façade modification is for an existing vacant building and proposes a “contemporary
modern” architectural design. The building has visibility from Monterey Avenue and Highway
111.
All existing façades, including windows, walls, door, and roof tile overhangs, will be removed.
The building elevations will be modified to incorporate the contemporary modern design theme
with design features to include new storefront windows, recessed walls, building pop -outs, varied
roof lines, and decorative porcelain wall tile. The building entrance from Monterey Avenue will
consist of a large storefront window and door system supported by aluminum clad gold
framing. The glass storefront picture shadow boxes, supported by a 7 ft x 7 ft metal frame
display, are shown on east and north elevations with a polished porcelain tile decorative

treatment on the lower wall elevations. The building will utilize a new aluminum 6-inch metal vent
painted classic gold projecting portal adjacent to the storefront entry doors and exterior façade
walls on the proposed elevations.

All modifications are limited to the exterior, with minimum structural alterations to the floor plan
proposed. All elevations provide 360 -degree architectural enhancements visible from Highway
111 and Monterey Avenue and coordinate well with the surrounding buildings and regional mall.

Development Standards
The project is subject to the development standards set forth by the Palm Desert Municipal Code
(PDMC) for the Planned Commercial (P.C.-3) zoning district. The project proposes minimal
building expansion of additional floor space of approximately 159 square feet to the site plan.
The expansion will not create a non-conforming lot since the building setback requirements can
be adequately met. In addition, the minor expansion does not require additional off -site parking.
As proposed, the project will comply with parking and all development standards established in
the City’s Zoning Ordinance.
ZONING ORDINANCE SUMMARY
Alterations to retail and commercial facades are subject to the review and approval of a design
review by the Architectural Review Commission pursuant to PDMC Section 25.68.020 (A)(1) and
(A)(2). Findings for the ARC decisions of design review applications are listed under PDMC
Section 25.68.040 – Findings of the ARC. Findings in support of the project are listed below.
To approve a design review application, the ARC shall find the following:
A. That the proposed development conforms to any legally adopted development standards.
The proposed improvements conform with the standards for the PC -3 zoning district,
including setbacks, floor area ratio, parking, and density. All development standards are
met.
B. That the design and location of the proposed development and its relationship to
neighboring existing or proposed developments and traffic is such that it will not impair
the desirability of investment or occupation in the neighborhood; and that it will not
unreasonably interfere with the use and enjoyment of neighboring existing or proposed
developments and that it will not create traffic hazards or congestion.
The proposed project will improve the building façade to an existing vacant building within
the PC-3 zoning, in an area adjacent to existing retail, restaurant, service commercial,
and hotel uses. The design of the project includes materials and elements which are
compatible with existing architecture in the vicinity. The design of the project does not
impair the desirability of investment or occupation in the area. The project is not
anticipated to generate additional traffic or create traffic hazards or congestion.
C. That the design and location of the proposed development is in keeping with the character
of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and
attractive development contemplated by this title and the General Plan of the City.
The design of the project includes architectural enhancements to an existing vacant
building which are compatible and harmonious with the surrounding buildings and
regional mall. The proposed project modifications will remain consistent with the

development standards for the Planned Commercial (P.C.-3) zoning district and City
General Plan.
D. That the design and location of the proposed development would provide a desirable
environment for its occupants, as well as for its neighbors, and that it is aesthetically of
good composition, materials, textures, and colors.
The proposed project will utilize and enhance an existing vacant building located at the
intersection of Monterey Avenue and Highway 111. The proposed design utilizes durable
finishes and features, which is compatible with the adjacent building in terms of materials,
textures, and colors.
E. That the proposed use conforms to all the requirements of the zone in which it is located
and all other applicable requirements.
The proposed development conforms with all development st andards of the underlying
PC-3 zoning district and all other applicable requirements.

BACKGROUND/ANALYSIS:
Executive Summary:

Project Summary:
The Applicant (McAuliffe and Co. Inc. Architects), on behalf of the Owner (Shiraz Rug Company),
is requesting design review approval for a façade modification to an existing storefront located
at 74-220 Highway 111. The request is to modify previously approved façade renovations under
MISC21-0011, to create a more uniform storefront for the commercial building owned and
operated by Shiraz Rug Company (Shiraz) for a retail store specializing in the sale and showing
of rugs. Shiraz currently owns and operates two separate adjoining buildings and is looking to
combine them into one storefront. MISC21-0011 was approved by the Architectural Review
Commission (ARC) on May 25, 2021, to renovate the same storefront. Approval of the currently
proposed project would replace MISC21-0011.
A. Property Description
The project site (Site) includes an existing 6,702 square foot (sf) commercial building that was
combined over two parcels to operate Shiraz on a 0.33 -acre Site. The Site is located on Highway
111 surrounded by existing commercial uses.

C. Project Description
The project is a façade modification to renovate the existing commercial storefront for Shiraz to
provide a unified, singular façade design for the connected buildings. The project will include an
addition of 420 square feet to the existing building frontage. There are no proposed revisions to
the site plan or landscaping plan as part of this approval. The Design Review is solely for the
façade enhancement proposed.
Architecture
The project proposes a contemporary architecture design intended to provide a unified, singular
façade that compliments the Shiraz interior, as shown in Exhibit 1 below. The project will include
the following:
- New low roof that connects the two offset buildings and creates a uniform plane which
brings portions of the building closer to Highway 111 and adds 420 square feet
- Aluminum frame storefront entrance doors
- New structural walls at the west and east ends of the storefront with aluminum
architectural battens installed vertically on the south facing wall façades. The battens
will measure 2” x 2” in size and include a 2” x 2” cap. They will be installed
approximately 6” off the ground.
- New structural walls between the west and east entrances with an architectural
sconce fixture.
- Painting of the façade utilizing desert tones, including the following colors: “Foggy
Day”, “Porous Stone”, “Weather Board”, “Blackjack”, and a light sand texture cement
plaster

The drawings provide a preliminary design and location for a business identification sign as
reference. Final sign design would be reviewed by City staff and if found to meet all applicable
standards, approved by City staff ministerially.
Zoning Ordinance Summary:
The subject property is zoned Downtown Edge (DE) which allows retail stores as a permitted
use. The project, including the additions, meet all the development standards within the DE
District.
Findings
Revisions to storefront facades are subject to review and approval of a design review by the
Architectural Review Commission (ARC) pursuant to Palm Desert Municipal Code (PDMC)
Section 25.68.020 (A)(1). Findings for ARC decisions of design review applications are listed
under Palm Desert PDMC Section 25.68.040 as follows:
A. That the proposed development conforms to any legally adopted development standards.
The proposed project is in conformance with the legally adopted development standards
set forth by the PDMC for the Downtown Edge (DE) zoning district. The proposed
modifications comply with all applicable development standards, including heigh t and
setbacks. The proposed project will not create non-conforming conditions for this existing
development. The proposed building incorporates a contemporary design with varying
wall and roof planes, aluminum architectural elements, desert contemporary color palette,
and a uniform look. Each of these elements satisfies the standards for the Downtown
(DE) zoning district.
B. That the design and location of the proposed development and its relationship to
neighboring existing or proposed developments and traffic is such that it will not impair
the desirability of investment or occupation in the neighborhood; and that it will not
unreasonably interfere with the use and enjoyment of neighboring existing or proposed
developments and that it will not create traffic hazards or congestion.

The proposed design is compatible with surrounding developments and will not create
additional traffic which would impair investment in the neighborhood. The proposed use
is an existing retail use therefore, a substantial increase in traffic generation is not
anticipated.
C. That the design and location of the proposed development is in keeping with the character
of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and
attractive development contemplated by this title and the General Plan of the City.
The proposed façade is compatible with the development pattern along Highway 111 as
it provides a retail storefront within a walkable pedestrian -oriented district. The land use
designation is City Center/Downtown in the General Plan which promotes high intensity
mixed-use development anchored by civic, cultural, entertainment, and retail activity . The
intended built form and character for this district consists of buildings at or near the
sidewalk to support easy view of storefronts.
D. That the design and location of the proposed development would provide a desirable
environment for its occupants, as well as for its neighbors, and that it is aesthetically of
good composition, materials, textures, and colors.
The proposed project utilizes a good composition of new materials, textures, and colors
for quality visual aesthetics, enhancing the front entries with consideration of the
compatibility to the existing building. Other storefronts within the existing build ing utilize
unique storefronts featuring a mix of design elements and building materials, which are
unified by a continuous building envelope which utilizes a continuous mass, form, and
materiality.
E. That the proposed use conforms to all the requirements of the zone in which it is located
and all other applicable requirements.
The proposed project conforms with legally adopted development standards set forth by
the Downtown Edge (DE) District. As proposed, no substantial changes would impact the
site or its surroundings, consistent with the Downtown Edge (DE) District, Title 25 Zoning
Code, and General Plan regulations.
F. That the overall development of the land shall be designed to ensure the protection of
public health, safety, and general welfare.
The proposed project did not alter existing parking areas, site access, nor the original site
layout. The site plan has been reviewed to confirm the design provides protection for the
public’s health, safety, and general welfare.

The Project is a Facade Enhancement of the Shiraz Rug Company showroom located in Palm Desert, CA.
The enhancements are to provide a unified, singular facade design for the two connected buildings that
comprise this showroom. These improvements are to enhance the street-visible display and a create a
more prominent street presence. Improvements are limited to facade enhancements only.
The Work include modest site improvements and building facade improvements. The existing constrution
is Type V-B, involves selective demolition, new foundations, framing, exterior envelope improvements,
minor roofing tie-in, and minor electrical for new facade and display lighting. The facade enhancements
involve the construction of a minor addition of 420 SF, of Type V-B, wood frame construction connected
to the existing building. All work is to be completed in a single phase.
The Shiraz Rug Company is two single story, free-standing, wood frame buildings of a combined 6,702 SF
with the westerly building constructed in 1966 and the easterly one in 1981. The facility currently includes
showroom space, a work room, partial mezzanine, and standard support spaces. The buildings are
unsprinklered. Parcel have been merged into a single parcel.

The General Contractor shall furnish all materials, labor, equipment, transportation and services
necessary for the satisfactory completion of the Work unless designated specifically otherwise. Work
shown in these drawings designated Not In Contract (N.I.C.) is shown for informational purposes only
and is NOT the responsibility of the General Contractor. All equipment, work, and materials shall
comply with all current applicable model codes, local municipal codes, ordinances, and governing
regulations, and the Contract Documents.
The Contractor shall coordinate the installation of the various trade items within the space above all
ceilings (including, but not limited to: structural members, mechanical ducts and insulation, conduits,
raceways, sprinkler systems, light fixtures, ceiling systems, and any special structural supports required)
and shall be responsible for maintaining the finish ceiling height indicated in the Drawings and the Finish
Schedule. Ceiling heights dimensions are to the finish surface of the ceiling unless noted otherwise.
Access panels shall be provided and installed wherever required by the Building Code or for the proper
operation or maintenance of mechanical, electrical or other concealed equipment, whether or not
indicated on the Drawings. The General Contractor shall coordinate the size, location, and type of
access panel(s) with other Subcontractors' work and with the Architect prior to installation of any access
panels.
When it is necessary to interrupt any existing utility service(s) to make connections and/or corrections, a
minimum of 48 hours advanced notice shall be given to the Owner. Interruptions in utility services shall
be of the shortest possible duration for the Work at hand and shall be approved in advance by the
Owner.
In the event the utility service is interrupted without the required 48 hour advanced notice, then the
General Contractor shall be financially liable for all damages suffered by the Owner due to unauthorized
interruption. Reconnection shall be made immediately.
The General Contractor shall protect all finish work and surfaces from damage during the course of
construction and shall replace and/or repair all damaged surfaces caused by the General Contractor or
Subcontractor personnel to the satisfaction of the Owner and the Architect.
The General Contractor shall provide and install all stiffeners, bracings, back-plates, strapping, and
supporting brackets required for the installation of all casework, toilet accessories and of all
floor/wall/ceiling mounted or suspended mechanical and electrical equipment.
Only new materials and equipment of recent manufacture, of the quality specified, and free from defects
shall be permitted for the Work.
Bracing, shoring, and temporary supports shall be provided as required to hold the Work securely in
place and to sustain all loads including those that may occur during erection and until subsequent
construction is adequate to replace the temporary bracing. The General Contractor shall be solely
responsible for these temporary elements.
The General Contractor shall exercise extreme caution throughout the construction period to protect
any landscaping, utilities, structures or other facilities intended to remain. Damage, destruction, or
removal of these items shall be repair/replaced/restored at the General Contractor's expense and to the
satisfaction of the Owner.
Final Clean-Up and Disposal: the General Contractor shall remove debris, rubbish and waste material
from the Owner’s property and common areas to a lawful disposal area and pay all hauling and dumping
costs. The General Contractor shall conform to pertinent Federal, State, and Local laws, regulations and
orders upon completion of Work. All construction areas shall be left vacuum-clean and free from debris.
Clean all dust, dirt, stains, hand marks, paint spots, droppings and other blemishes.
The General Contractor shall exercise extreme caution during the construction period to protect the
existing building facility including the exterior and interior finishes, furniture and equipment.
The General Contractor to provide approved temporary sanitary facilities (I.E. chemical toilets) on the
construction site prior to commencement of the Work.
The General Contractor shall have sole control over and charge of and responsibility for construction
means, methods, techniques, sequences or procedures, and for safety precautions and programs in
connection with the Work.
The Architect shall not be responsible for the Contractor's failure to carry out the Work in accordance
with the Contract Documents.
The Architect shall have authority to reject Work that does not conform to the Contract Documents.
If concealed or unknown physical conditions are encountered at the site that differ materially from those
indicated in the Contract Documents or from those conditions ordinarily found to exist, these conditions
shall be brought to the attention of the Architect and the Owner prior to continuing with the Work.
Structures in the course of construction, alteration or demolition shall comply with Chapter 14 of the
2019 California Fire Code and NFPA 241.

These Project Notes are not all-inclusive and DO NOT relieve the Contractor(s) on this Project of their
responsibility to review all relevant codes. The Contractor shall ask questions, call to the attention of the
Architect and Owner any and all discrepancies, omissions and errors in these documents.
INSPECTIONS
The Contractor shall be responsible to make application for, secure and pay for all permits and fees
required by the various permitting agencies and utility purveyors.
The Contractor shall be responsible to schedule all inspections. Normal inspections by the building,
engineering, fire and other permitting agency departments shall be conducted as required by those
respective agencies. All re-inspection fees shall be paid by the contractor.
CONSTRUCTION DOCUMENTS
Contract Drawings and Specifications are mutually inclusive and what is required by one is required by
the other. There is no precedence intended or implied between Drawings and Specifications and, in the
event of a conflict, the Architect shall be their interpreter. Any work installed prior to and/or in conflict
with such interpretation shall be corrected by the Contractor at the Contractor's expense and at no
additional cost to the Owner.
In no case shall dimensions be scaled from Drawings. The Contractor shall verify all conditions and
dimensions in the field before proceeding with subsequent work. Any discrepancies between conditions
indicated and actual field conditions shall be brought the attention of the Architect for clarification prior
to proceeding. Any work installed prior to and/or in conflict with such clarification shall be corrected by
the Contractor at the Contractor's expense and at no additional cost to the Owner.
All dimensions are to face of stud or centerline of walls, columns and beams unless otherwise noted.
Floor elevations are to top of concrete slab unless otherwise noted.
All symbols and abbreviations used on the Drawings are considered to be construction standards. Any
questions regarding the exact meaning of a symbol or abbreviation shall be brought to the attention of
the Architect for clarification.
Details marked "TYPICAL" shall apply in reasonably inferable similar conditions unless indicated
otherwise.
Notes contained within these documents which use the words "PROVIDE" or "INSTALL" shall be
interpreted to mean "THE GENERAL CONTRACTOR SHALL PROVIDE AND INSTALL" unless noted
otherwise.
The Specifications and ALL Consultant Drawings are supplemental to the Architectural Drawings. It shall
be the Contractor's responsibility to coordinate with the Architectural Drawings before the installation
of any of the Consultant's work and to bring any discrepancies or conflicts to the attention of the
Architect in writing for clarification. Improperly installed work shall be corrected by the General
Contractor at the General Contractor's expense and at no expense to the Architect, the Architect's
Consultants, or the Owner.
The General Contractor and the General Contractor's Subcontractors are responsible for reviewing,
bidding, coordinating and performing their work based on the ENTIRE set of Contract Documents.
Improperly installed work or contract requirements identified by these Documents excluded by the
Contractor without prior written approval of the Architect shall be corrected by the General Contractor
at the General Contractor's expense and at no expense to the Architect, his Consultants, or the Owner.
Any Work installed in conflict with the Contract Documents shall be corrected by the Contractor at the
Contractor's expense and at no additional expense to the Owner, the Architect, or the Architect's
Consultants.
Drawings of existing conditions have been compiled from existing data supplied by the Owner to the
Architect. The Architect makes no warranty either expressed or implied for the accuracy or
completeness of the existing information recorded. The General Contractor shall field verify ALL
existing conditions. The General Contractor shall notify in writing any discrepancies for clarification
prior to proceeding with work.

Project Request
Project Applicant: The Applicant (McAuliffe and Co. Inc. Architects),
on behalf of the Owner (Shiraz Rug Company), is requesting design
review approval for a façade modification to an existing storefront
located at 74-220 Highway 111. The request is to modify previously
approved façade renovations under MISC21-0011, to create a more
uniform storefront for the commercial building owned and operated by
Shiraz Rug Company. MISC21-0011 was approved by the Architectural
Review Commission (ARC) on May 25, 2021, to renovate the same
storefront. Approval of the currently proposed project would replace
MISC21-0011.

Project Description: The project is a façade modification to renovate

façade design for the connected buildings. The project will include an
addition of 420 square feet to the existing building frontage. There are no

Project Description
The project will include the following:
-New low roof that connects the two offset buildings and creates a uniform plane which brings portions of the building closer to Highway 111 and adds 420 square feet - Aluminum frame storefront entrance doors
- New structural walls at the west and east ends of the storefront with aluminum architectural battens installed vertically on the south facing wall façades. The battens will measure 2” x 2” in size and include a 2” x 2” cap. They will be installed approximately 6” off the ground.
- New structural walls between the west and east entrances with an architectural sconce fixture.
- Painting of the façade utilizing desert tones, including the following colors: “Foggy Day”, “Porous Stone”, “Weather Board”, “Blackjack”, and a light sand texture cement plaster

The General Contractor shall furnish all materials, labor, equipment, transportation and services
necessary for the satisfactory completion of the Work unless designated specifically otherwise. Work
shown in these drawings designated Not In Contract (N.I.C.) is shown for informational purposes only
and is NOT the responsibility of the General Contractor. All equipment, work, and materials shall
comply with all current applicable model codes, local municipal codes, ordinances, and governing
regulations, and the Contract Documents.
The Contractor shall coordinate the installation of the various trade items within the space above all
ceilings (including, but not limited to: structural members, mechanical ducts and insulation, conduits,
raceways, sprinkler systems, light fixtures, ceiling systems, and any special structural supports required)
and shall be responsible for maintaining the finish ceiling height indicated in the Drawings and the Finish
Schedule. Ceiling heights dimensions are to the finish surface of the ceiling unless noted otherwise.
Access panels shall be provided and installed wherever required by the Building Code or for the proper
operation or maintenance of mechanical, electrical or other concealed equipment, whether or not
indicated on the Drawings. The General Contractor shall coordinate the size, location, and type of
access panel(s) with other Subcontractors' work and with the Architect prior to installation of any access
panels.
When it is necessary to interrupt any existing utility service(s) to make connections and/or corrections, a
minimum of 48 hours advanced notice shall be given to the Owner. Interruptions in utility services shall
be of the shortest possible duration for the Work at hand and shall be approved in advance by the
Owner.
In the event the utility service is interrupted without the required 48 hour advanced notice, then the
General Contractor shall be financially liable for all damages suffered by the Owner due to unauthorized
interruption. Reconnection shall be made immediately.
The General Contractor shall protect all finish work and surfaces from damage during the course of
construction and shall replace and/or repair all damaged surfaces caused by the General Contractor or
Subcontractor personnel to the satisfaction of the Owner and the Architect.
The General Contractor shall provide and install all stiffeners, bracings, back-plates, strapping, and
supporting brackets required for the installation of all casework, toilet accessories and of all
floor/wall/ceiling mounted or suspended mechanical and electrical equipment.
Only new materials and equipment of recent manufacture, of the quality specified, and free from defects
shall be permitted for the Work.
Bracing, shoring, and temporary supports shall be provided as required to hold the Work securely in
place and to sustain all loads including those that may occur during erection and until subsequent
construction is adequate to replace the temporary bracing. The General Contractor shall be solely
responsible for these temporary elements.
The General Contractor shall exercise extreme caution throughout the construction period to protect
any landscaping, utilities, structures or other facilities intended to remain. Damage, destruction, or
removal of these items shall be repair/replaced/restored at the General Contractor's expense and to the
satisfaction of the Owner.
Final Clean-Up and Disposal: the General Contractor shall remove debris, rubbish and waste material
from the Owner’s property and common areas to a lawful disposal area and pay all hauling and dumping
costs. The General Contractor shall conform to pertinent Federal, State, and Local laws, regulations and
orders upon completion of Work. All construction areas shall be left vacuum-clean and free from debris.
Clean all dust, dirt, stains, hand marks, paint spots, droppings and other blemishes.
The General Contractor shall exercise extreme caution during the construction period to protect the
existing building facility including the exterior and interior finishes, furniture and equipment.
The General Contractor to provide approved temporary sanitary facilities (I.E. chemical toilets) on the
construction site prior to commencement of the Work.
The General Contractor shall have sole control over and charge of and responsibility for construction
means, methods, techniques, sequences or procedures, and for safety precautions and programs in
connection with the Work.
The Architect shall not be responsible for the Contractor's failure to carry out the Work in accordance
with the Contract Documents.
The Architect shall have authority to reject Work that does not conform to the Contract Documents.
If concealed or unknown physical conditions are encountered at the site that differ materially from those
indicated in the Contract Documents or from those conditions ordinarily found to exist, these conditions
shall be brought to the attention of the Architect and the Owner prior to continuing with the Work.
Structures in the course of construction, alteration or demolition shall comply with Chapter 14 of the
2019 California Fire Code and NFPA 241.

These Project Notes are not all-inclusive and DO NOT relieve the Contractor(s) on this Project of their
responsibility to review all relevant codes. The Contractor shall ask questions, call to the attention of the
Architect and Owner any and all discrepancies, omissions and errors in these documents.
INSPECTIONS
The Contractor shall be responsible to make application for, secure and pay for all permits and fees
required by the various permitting agencies and utility purveyors.
The Contractor shall be responsible to schedule all inspections. Normal inspections by the building,
engineering, fire and other permitting agency departments shall be conducted as required by those
respective agencies. All re-inspection fees shall be paid by the contractor.
CONSTRUCTION DOCUMENTS
Contract Drawings and Specifications are mutually inclusive and what is required by one is required by
the other. There is no precedence intended or implied between Drawings and Specifications and, in the
event of a conflict, the Architect shall be their interpreter. Any work installed prior to and/or in conflict
with such interpretation shall be corrected by the Contractor at the Contractor's expense and at no
additional cost to the Owner.
In no case shall dimensions be scaled from Drawings. The Contractor shall verify all conditions and
dimensions in the field before proceeding with subsequent work. Any discrepancies between conditions
indicated and actual field conditions shall be brought the attention of the Architect for clarification prior
to proceeding. Any work installed prior to and/or in conflict with such clarification shall be corrected by
the Contractor at the Contractor's expense and at no additional cost to the Owner.
All dimensions are to face of stud or centerline of walls, columns and beams unless otherwise noted.
Floor elevations are to top of concrete slab unless otherwise noted.
All symbols and abbreviations used on the Drawings are considered to be construction standards. Any
questions regarding the exact meaning of a symbol or abbreviation shall be brought to the attention of
the Architect for clarification.
Details marked "TYPICAL" shall apply in reasonably inferable similar conditions unless indicated
otherwise.
Notes contained within these documents which use the words "PROVIDE" or "INSTALL" shall be
interpreted to mean "THE GENERAL CONTRACTOR SHALL PROVIDE AND INSTALL" unless noted
otherwise.
The Specifications and ALL Consultant Drawings are supplemental to the Architectural Drawings. It shall
be the Contractor's responsibility to coordinate with the Architectural Drawings before the installation
of any of the Consultant's work and to bring any discrepancies or conflicts to the attention of the
Architect in writing for clarification. Improperly installed work shall be corrected by the General
Contractor at the General Contractor's expense and at no expense to the Architect, the Architect's
Consultants, or the Owner.
The General Contractor and the General Contractor's Subcontractors are responsible for reviewing,
bidding, coordinating and performing their work based on the ENTIRE set of Contract Documents.
Improperly installed work or contract requirements identified by these Documents excluded by the
Contractor without prior written approval of the Architect shall be corrected by the General Contractor
at the General Contractor's expense and at no expense to the Architect, his Consultants, or the Owner.
Any Work installed in conflict with the Contract Documents shall be corrected by the Contractor at the
Contractor's expense and at no additional expense to the Owner, the Architect, or the Architect's
Consultants.
Drawings of existing conditions have been compiled from existing data supplied by the Owner to the
Architect. The Architect makes no warranty either expressed or implied for the accuracy or
completeness of the existing information recorded. The General Contractor shall field verify ALL
existing conditions. The General Contractor shall notify in writing any discrepancies for clarification
prior to proceeding with work.
