APPROPRIATE FUNDS FOR PARKING STRUCTURE

Recommendation:
By Minute Motion, request that the City Council receive and file project update for
Westfield Shoppingtown and appropriate $10 million for construction of parking
structure.
Executive Summary:
The Westfield "Shoppingtown" redevelopment project has made significant progress to date.
Based on the progress and substantial compliance with contractual preconditions, staff is
processing the first two progress payments of approximately$3.1 million for the parking structures.
While the funds have been budgeted for this project, appropriation of those funds is an action item
that the Finance Department requires to formalize the payment of those funds.
Discussion:
Westfield has secured the commencement of the Macy's and Robinsons-May's expansion projects,
and secured a commitment between Robinsons-May and the new tenant/owner for the Robinsons-
May facility once vacated. One of the parking structures has been raised with completion
anticipated for November 2002. The second structure is in the pre-lift stage of construction. The
Barnes & Noble facility is under construction (pictures attached).
On other issues, City staff and Westfield are working out arrangements for access to the forty-nine
parking spaces in the northerly parking area. Westfield has also agreed to build the bus stop and
shelter on Monterey Avenue.

Upon completion of the landscape plan, staff will bring the plan and Landscape Agreement for the
renovation of the existing landscape to the City Council for its consideration.

Phase Two adds parking, new stores

The regional mall is midway through a four-phase construction
project that so far has included several interior aesthetic
improvements as well as a completely renovated food court.
The second phase, which includes the construction of several
new eateries, retail shops and two parking structures, is
expected to wrap up in November, said Najla Tabbah, the
mall's marketing director.
Advanced Optometry, an existing retailer that has expanded
and remodeled its upstairs space, went from a 650-square-foot
shop to about 1,400 square feet, said Jack Lebby, the
optometrist.
"The mall is looking really super now and so are we," he said.
"We were getting really crapped before."
Lebby has added more retail display space and additional
patient exam space.
Stores to come next month include Kay Jewelers, set to open
Sept. 1, and remodeled Windsor Fashions, set to open in mid
September. In the food court, Mrs. Fields/TCBY and Steak
Escape will open Sept. 1, Tabbah said.
A tentative opening date of Oct. 1 has been set for new
retailers -- Charlotte Russe and Rubio's Baja Grill, as well as a
Nov. 1 opening date for American Eagle Outfitters, Tabbah
said.

the holiday shopping season," she added.
The expanded Macy's men's and home store will be open by
Nov. 15, she added.
Phase Three of the project will include the expansion of
Robinsons May, the enclosure of the outdoor amphitheater for
use as a Barnes and Noble, and a new Sears store.
Phase Four will consist of landscape and facade
improvements, Tabbah said.
