The Joslyn Senior Center needs $30,000 to complete construction of the Arts Center Building (see attached material). Apparently, there was confusion on the part of the Center on the timing for commitments from Palm Desert and Rancho Mirage. We have been assured that the remaining funding will be secured. Indian Wells has already approved a $15,000 request. Delaying our request to next year's budget merely delays the needed facility for one year. It should be noted that the majority of the cost is coming from outside the Cove Communities tri-cities and each is contributing an equal portion. Staff recommends that $15,000 be appropriated from undesignated reserve funds and approved for this addition to the Joslyn Senior Center. As Mr. Cash has told you, We have $25,000 committed from the Auen-Berger Foundation and $15,000 from the City of Indian Wells towards this project. A total of$40,000. Projected building costs are $87,500. In addition, we will have to supply cabinets, a kiln and other equipment. These additional items would be around $12,500 thus a total goal of$100,000 to finance the Arts Center. The letter from Mr. Cash and a copy of this letter will be sent to the cities of Palm Desert and Rancho Mirage requesting those cities to each match the Indian Wells donation of$15,000 which would total $30,000. With your match of$30,000, we would be able to complete this project. As you know, we expect a surge in the 60+ population with the Baby Boomers in the year 2006. Along with that, more retirees are staying in the valley year'round. Our goal is to meet the rising needs of older adults in the community with programs that offer intellectual opportunities as well as healthy lifestyles. As you will see by the attached letters, the Auen-Berger Foundation has pledged $25,000 towards the project, the City of Indian Wells has approved $15,000 and Merritt and Penny Joslyn will match the $15,000 from each of the cities of Palm Desert and Rancho Mirage. We realize the budgets for each city have already been set and approved. We are looking towards FY 98-99 for a commitment of$15,000 from Palm Desert and $15,000 from Rancho Mirage. This will probably be the last expansion project at the Center due to the limited space left to build on. With this final expansion project we will add approximately 1,620 sq feet(36'x45')to the site. The area will be dedicated to the arts(oillwatercolor painting, stained glass,jewelry making, clay, sculpture, woodworking, woodcarving, crafts,etc.) and gallery shows. It would also be available for lectures and classes in other media and interest. J Most important of all, we are setting up to meet the challenge of providing the best possible programs to the increasing number of retired people in this valley, particularly the cities of Indian Wells, Palm Desert and Rancho Mirage. As Cove Commission Representatives,we would appreciate your bringing this request up to your individual city for discussion and advise us if this is something the cities would be interested in for the next budget.
