CITY OF PALM DESERT *.% DEPARTMENT OF COMMUNITY DEVELOPMENT •a 3 MEMORANDUM TO: Honorable Mayor and City Council FROM: Jeff Winklepleck, Parks and Recreation Planning Manager DATE: June 13, 2002 SUBJECT: REQUEST FOR WAIVER OF FEES FOR OLYMPIC DEVELOPMENT PROGRAM AT PALM DESERT SOCCER PARK HOSTED BY PALM DESERT YOUTH SOCCER LEAGUE. RECOMMENDATION: By minute motion , that the City Council waive field usage and reservation fees associated with the Olympic Development Program hosted by Palm Desert Youth Soccer and Desert United Soccer Club II. DISCUSSION: The Palm Desert Youth Soccer League and Desert United Soccer Club are requesting that the City waive the field usage and reservation fees for the Olympic Development Program which is scheduled for July 29-August 2, 2002 from 6:00 p.m. to 9:00 p.m. The fees, which include reservations and lights, would total $640.00. The Olympic Development Program is held at different locations throughout California each year. This is the second year that Palm Desert is a host site for the event. It is anticipated that the majority of participants will be local players primarily due to the time of year and the temperatures. As indicated in the attached letter, each Olympic Development Program site receives a budget for field rental, insurance, hotel accommodations, staff, etc. and any monies saved from the budget can be used for partial scholarships for local players unable to afford the entire $175 registration fee. 1 MEMORANDUM OLYMPIC DEVELOPMENT PROGRAM WAIVER OF FEES JUNE 14, 2001 The Parks and Recreation Commission will review the request at its June 12, 2002 meeting and a verbal report on their action will be presented. Our youth soccer organization is honored and excited to have an opportunity to offer this wonderful ro to the children of our community.Byofferingit here locally,our children are not faced with program tY Y� the necessity of traveling out of the valley to participate. Therefore,we anticipate many more local youth soccer players attending the Olympic Development Program that otherwise would not due to the traveling distances. Each Olympic Development Program summer site receives a budget. Expenses include field rental, insurance,hotel accommodations for staff,etcetera. Any money that I can save from the budget can then be used for camper scholarships. I would utilize these funds to include promising young soccer athletes,who can't afford the registration fee, the ability to attend the program and the opportunity to be seen by top college and club coaches, ODP scouts,and ODP coaches. Our youth soccer organization is very grateful to you for your generous and beautiful gift,the Palm Desert Soccer Park. Many, many children spend countless hours playing on those fields. We hope that you are pleased with the programs that we currently offer to the children of the community and that you find this endeavor as an exciting extension of the great youth soccer programs happening right here in Palm Desert.
