Recreation District yesterday to discuss the direction given by the City Council at its meeting of November 186`. The following is a status report on the implementation of these regulations: 1. Supervision The Rec District currently has staff assigned for seven-day supervision of the Skate Park for all of the hours it is open. Councilman Ferguson visited the park on Sunday and found no one supervising when he was there. Don Martin advises that a large number of bikers had arrived in the park, and the supervisor was called away to assist the Park Patrol. This will not happen in the future. The Rec District will have a"floater"position to assist in the park and to provide break and lunch times for the employee on duty. 2. Emergency Communications The supervisor has been provided with a cell phone which is blocked for 911 calls only. This will be used until a more permanent line of communication to the Police Department is established. Fence Installation Fence posts have been installed, and installation of the fence itself will begin on Wednesday, with completion scheduled for Friday,December 3`d. This structure will have gates which will be locked during times the Skate Park is closed. 4. Registration Card System The Rec District is establishing this system on its computer, and it will be ready in a matter of days. Ken and Sheila are working with the District to provide application forms for parents to complete which include contact information, medical information, and a waiver holding the City harmless in the event of an accident. Signs are being posted now to inform the skating public that children 14 and younger will be required to produce the ID card January 1, 2000. Cards will cost$5.00 each and will be good for one year in an attempt to keep information as current as possible. A$10.00 fee will be charged for replacement of lost cards. Day/weekend passes will be issued to Skate Park users who are visiting the community or during hours the Rec District is closed and they are unable to obtain a card. 5. Equipment Check Parents will be required to show their child's equipment when applying for a Registration Card. There is a concern that many children are using bicycle helmets which do not provide adequate protection. A check of helmets, knee pads, elbow pads, and wristguards will be required before a Registration Card is issued. 6. Sale of Equipment The Rec District has agreed to establish a sales program for helmets,elbow and knee pads, and wristguards on site. An agreement has been worked out with a local merchant so that these items can be sold for cost to the Rec District. 7. Specialized First-Aid Training Drs. Jesser and O'Connell will be contacted to accept their most generous offer to provide this specialized training. Ken will be working with the Rec District in scheduling this. Don Martin is very enthusiastic about this educational tool. 8. Wristguards Current signage prohibits in-line skating without the use of wristguards. Existing signs will be replaced with this new regulation as soon as possible and no later than two weeks from today. 9. No Smoking in the Skate Park When Ordinance No. 930 is presented for second reading on December 9, 1999, it will include language establishing this area as a"Public Facility" and prohibiting smoking. A sign will be posted within two weeks (or sooner depending on the sign company) showing the area affected by this regulation. 10. Temporary Storage Facility Don Martin is investigating the purchase of a"drop down"modular unit to be used until a permanent facility is created. Purchase of this unit is preferable in that a use is foreseen at Washington School when that park project gets underway. While the issue of "portable restrooms"was discussed,it is not being recommended at this time. They will,however,be part of the design of the smaller park when it is brought forward the first of the year. 11. Design and Construction of Smaller Skatepark The Parks and Recreation Commission enthusiastically endorses the recommendation for the construction of a smaller/beginners type park. Its recommendations include design of the facility to provide a snack stand and restrooms. Staff will be working with a youth committee and the consultant in the design of this new facility with a schedule to present it to the City Council in February. Please let me know if you have any questions about the aforementioned information. We will keep the Council informed of new information, if any, as it presents itself.
