HomeMy WebLinkAboutSkate Park Demonstrations Closure of Park During Event CITY OF PALM DESERT 1° Tal DEPARTMENT OF COMMUNITY DEVELOPMENT ° 9£3 STAFF REPORT l To: Honorable Mayor and City Council From: Jeff Winklepleck, Parks and Recreation Planning Manager Date: June 14, 2001 Subject: Approval of skate park demonstrations for up to four (4) times per year and includes closure of the park for general usage during the event Recommendation: By minute motion, that the City Council approve skate park demonstrations for up to four times per year including closure of the park for general usage during the event II. Executive Summary: This request is for approval to allow skate park demonstrations with the YMCA as applicant and private sponsors providing prizes and event support. The events will occur up to four (4) times per year and will require that the park be closed to general usage during the time of the event (approximately 4-5 hours). Ill. Background: The Parks and Recreation Commission recently reviewed a request from Sports Fever to have a skate competition at the Palm Desert Skate Park. The Commission recalled that, from the beginning, one of the plans for the park was to provide a venue where the skaters could showcase their talents and competitions are the best method of providing that opportunity. In order to set the framework for all demonstrations at the skate park, the Commission recommended the following: 1. The event be reserved through CVRPD. 2. The demonstration be open to the public and information be posted at the skate park. Staff Report Skate Park Demonstrations June 16, 2001 3. All rules and regulations shall apply. 4. Sponsorship should be encouraged and that sponsors be permitted to hang banners at the skate park only during the time of the competition. 5. Music to be allowed only with appropriate City approval. 6. Competitions to occur approximately 4 times per year. 7. No unauthorized outside sales of food, beverages, equipment, etc. Staff was concerned with a proposal allowing a private company to run a competition at a public facility. In order to rectify the private, for-profit issue, the YMCA was contacted as they have indicated an interest in holding events and clinics at the skate park. Mr. Rob Ballew stated that the YMCA would be willing to be the applicant with private sponsors providing prizes and assistance in running the event. It would be a YMCA event. He also indicated that any additional insurance requirements, if needed, would be covered. It is recommended that a demonstration occur no more than four times per year. The typical event will last from four to five hours and include approximately 50-75 participants. During the event, the park will be closed to general usage. This will allow each participant open access to the park for a set amount of time (ie.two minutes) to complete their run. They will then be judged and ranked. This format is similar to that used by ESPN for the X Games skate competition.All participants will be required to have a current skate park card and follow all rules. To help minimize conflicts, the event will be posted at least a week in advance at the skate park. In addition, the sheriff and the fire department will be notified of the event.
