Secondary Access Road for Canyon at Bighorn
INTEROFFICE MEMORANDUM DEPARTMENT OF THE CITY MANAGER CITY OF PALM DESERT SEPTEMBER 1, 1998 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: RAMON A. DIAZ, CITY MANAGER SUBJECT: SECONDARY FIRE ACCESS ROAD FOR CANYONS AT BIGHORN Discussed this issue, and the attached memo from Fire Marshall McConnell was sent to clear up some misunderstandings. In analyzing any public safety requirement,the concept of"acceptable level of risk"must come into play. Ideally, we would like a fire station with a one minute response time and police officers on every corner. However,we temper what we may desire by cost and other considerations to a less than a wishful yet acceptable level. While the secondary access road is desired and the developer is willing to produce it, we recommend that it not be constructed. This recommendation is made based on the following. a. Golf cart paths can be used as a secondary access to the units in question. b. A fire sprinkler system will be installed in these residential units. c. The close proximity of the units to the Mesa View Fire Station. d. The area has very little natural vegetation. Any conflagration would be limited to sprinklered residences. e. While visibility of the scaring would probably be limited to inside the development, it is not possible to guarantee that it could be masked. I cannot quote my exact words Coachella however they were similar to this; the Fire Department has always had a requirement of a ° Desert Hot Springs secondary access road for any development with a cul-de-sac over 500' long. Although I o sometimes question the need for this because I know it is a burden on the developer, it has Indian Wells per, always been our standard and I would hate to not hold to that standard at this project. I also Indio stated that should the council decide that theydid not want the secondaryroad,° access I Lake Elsinore would gladly comply with their wishes as I am not as concerned on this project as I would be ° on a housingtract with a highpopulation density. However, should we ever have an La QuintsP P o earthquake or any other event that would block the main access road without the secondary Moreno Valley emergency access road, we would not be able to gain access. Palm Desert PerrisSubsequent to this conversation, we have had to use the secondary access road to the Ritz o Carlton Hotel due to a large crane that was stuck on the main roadway for over 24 hours. Rancho Mirage ° San Jacinto As Fire Marshal,my official recommendation would be that the road is necessary and it would Temecula be setting a precedence for the elimination of secondary emergency access roads on future developments.
