DATE: August 22, 2002 CONTENTS: REQUEST BY ANIMAL SAMARITANS Recommendation: By Minute Motion,waive fees associated with the Third Annual Animal Samaritans' "Walk with the Animals" scheduled to be held on Saturday, November 2, 2002, at the Palm Desert Civic Center Park. Executive Summary: Animal Samaritans is a non-profit agency that serves the entire Coachella Valley by providing education and services with regard to pet adoption, spay and neuter clinics, immunicaiotns, and medical services for domestic animals. Funding of activities and programs for Animal Samaritans is derived from a variety of sources, including fund raisers which are held at various locations in the Coachella Valley throughout the year. Background: Animal Samaritans have requested use of the Palm Desert Civic Center Park to raise funds for humane education programs and Animal Assisted Therapy programs. This activity is scheduled to be held on November 2, 2002, and event planners recently met with staff to outline and obtain approval for their proposed activities. Since this event is held for the sole purpose of raising funds, event planners are requesting that the following required fees be waived: a Maintenance Worker($40.00 an hour for six hours), Code Compliance Officer ($40.00 an hour for four hours), clean up fee ($100.00), reservation fee ($50.00), and administration fee ($25.00) for a total of$575.00. In return for this consideration, the City of Palm Desert will be recognized as a "Corporate Benefactor" on all event publicity and materials. As you know,this year's event will be the 3''Annual and we are excited about the prospect of this year's event being the best yet! Again this year,we are delighted to once again hold our event at the beautiful Palm Desert Civic Center Park. I am hopeful that the City of Palm Desert will again be our"title sponsor"for the event. I understand that there is a fee to utilize the park,however,I am requesting that the City waive the"use fee"as part of your sponsorship. In addition,this request is being made because of our non-profit status and that this event will benefit all residents of Palm Desert. All proceeds from this event will benefit our Humane Education Program, which directly benefits thousands of Palm Desert children. We are really excited for this year's event. Last year's event was a huge success and this year we will be adding a new element for the event. `Animals in Art Exhibit". We will invite local artists,photographers, sculptors,potters and carvers to exhibit their animal theme works to all those that attend the event. Of course, they understand that if a`sale' is consummated, 100%of the proceeds will go directly to Animal Samaritans! I have enclosed a sample of the solicitation letter and form for your review. • I will notify our insurance carrier that they are to forward to your attention,"Certificate of Liability"in the amount of one million dollars for the event. As in the past,all animals will be restrained and or contained, all walking will be on sidewalks only,and their will be NO campaigning or campaign literature allowed. We will also be responsible for clean up of our areas and the sidewalks. This exhibition will be held in conjunction with the Walk With The Animals 2002 on November 2 at Palm Desert Civic Center Park from 8 am to 12 noon. From earliest days, animals have been an integral part of art. They were depicted on cave walls, in pictographs and petrogliphs and in countless works of art throughout the ages demonstrating the strong bond between humans and their animal companions. Today that bond continues, stronger than ever. We invite local artists, photographers, sculptors, potters and carvers to exhibit their animal themed works to the more than 500 people who will attend the Walk With The Animals. In addition to the art exhibit there will be a Blessing of the Animals,a 1.5-mile walk around the park, contests, entertainment,vendor booths, food and beverages, raffles, door prizes and music. We will provide space at no cost to artists and artisans displaying their original works. We ask that you bring everything you need to display your work to the best advantage in the 10X10- foot space provided to each participant. You will be responsible for your artistic pieces during the Walk. As part of the event you will be covered under our liability insurance. This event will be publicized extensively in the Coachella Valley through television, radio, newspapers and magazines as well as in posters and flyers that will be distributed in the weeks before the event.
