Recommendation:
By Minute Motion:
1) Waive fees associated with the Palm Desert Rotary/Foundation for the Retarded third
annual "Bar-b-Que in the Park" scheduled to be held on Sunday, April 28, 2002.
2) Permit the sales, possession, and consumption of alcoholic beverages on City-owned
property in connection with a special event, the Palm Desert Rotary Club Barbeque,
scheduled to be held at the Palm Desert Civic Center Park on Sunday, April 28, 2002.
Executive Summary:
Each year the Palm Desert Rotary Club produces a fund raiser in conjunction with the
Foundation for the Retarded to finance programs and services for both organizations. This
request mirrors prior years, which is to use the facilities and fund appropriate personnel at
no charge to the organization. The sale and possession of alcoholic beverages at special
events requires City Council approval; therefore, this request is to facilitate that activity as
well as waive facility fees and provide one Maintenance Worker.
Background:
Palm Desert Rotary/Foundation for the Retarded have requested that their third annual
"Bar-B-Que in the Park" be held at the Palm Desert Civic Center Park on April 28, 2002.
Event planners have recently met with staff to outline and obtain approval for their

proposed activities. Since this event is held for the sole purpose of raising funds, event
planners are requesting that the following required fees be waived: a Maintenance Worker
($40.00 an hour for five hours), reservation fee, and administration fee for a total of
$300.00. In return of this consideration, the City of Palm Desert will be recognized as a
sponsor in all event publicity and materials.
Pursuant to Palm Desert Municipal Code 9.58.040, the Palm Desert City Council must
grant permission to allow alcoholic beverages within the City's Civic Center Park. The
Palm Desert Rotary Club is the applicant for beer sale at this fund raiser. The sale,
possession, and consumption of beer will be limited to a beer garden area, which is
specifically designated as such. The City Council will grant, if passed, a permit for the sale
of beer contingent upon approval of the Palm Desert Police Department, and a one-day
permit issued by the Alcohol Beverage Control Board. City staff will work with event
organizers on the specific location and hours of operation for the beer garden.
Staff recommends that the City Council waive fees and permit the sale, possession,
and consumption of alcoholic beverages pursuant to PDMC 9.58.040 for The Palm
Desert Rotary Club Barbeque, a special event scheduled to be held on April 28, 2002.

Dear Mr. Mayor and Members of the City Council:
On April 28, 2002, the Palm Desert Rotary Club, in conjunction with the Foundation
For the Retard of the Desert will hold its third annual Bar-B-Que in the Park fund raiser
to support local charities.
This event will be held from noon to 4:00 p.m. at Pavilion #1 at the Palm Desert Civic
Center Park. The purpose of my letter is to request that fees associated with using
this facility and the services of one Maintenance Worker be waived, since all the
proceeds from this event will be distributed to local organizations that serve the needs
of our community. In addition, we would like permission from the Palm Desert City
Council to man a beer garden at that location to raise additional funds and for the
convenience and enjoyment of bar-b-que participants.
