Recommendation:
By Minute Motion, waive fees associated with the Second Annual Animal Samaritans Walk
With the Animals scheduled to be held on Saturday, November 17, 2001, at the Palm
Desert Civic Center Park.
Executive Summary:
Animal Samaritans is a non-profit agency that serves the entire Coachella Valley by
providing education and services with regard to pet adoption, spay and neuter clinics,
immunizations, and medical services for domestic animals. Funding of activities and
programs for Animal Samaritans is derived from a variety of sources, including fund raisers
which are held at various locations in the Coachella Valley throughout the year.
Background:
Animal Samaritans have requested use of the Palm Desert Civic Center Park to raise funds
for humane education programs and Animal Assisted Therapy programs. This activity is
scheduled to be held on November 17, 2001, and event planners recently met with staff
to outline and obtain approval for their proposed activities. Since this event is held for the
sole purpose of raising funds, event planners are requesting that the following required
fees be waived: a Maintenance Worker ($40.00 an hour for six hours), Code Compliance
Officer ($40.00 an hour for four hours), clean up fee ($100.00), reservation fee ($50.00),
and administration fee ($25.00) for a total of $575.00. In return of this consideration, the
City of Palm Desert will be recognized as a "Corporate Benefactor" on all event publicity
and materials.
Staff recommends approval of this request, which is to waive the fees associated with this
event on November 17, 2001 , at a total cost of $575.00.

Dear Pat,
Enclosed you will find our completed application for use of the Civic Center Park,
Pavilion and Amphitheatre areas. This year's walk will be held on Saturday, November
17, 2001.
We are hopeful that once again this year, the City of Palm Desert will be one of
our sponsors for the event. I understand that there is a fee to utilize the facility, however,
I am requesting that the City waive the "use fee" as part of your sponsorship.
Additionally, this request is being made because of our non-profit status and that this
event will benefit all residents of Palm Desert. All proceeds will go to benefit our
Humane Education Program, which directly benefits thousands of Palm Desert children.
We are very excited about this year's Walk as there was quite a bit of interest in
last year's and already this year, people are asking!! We are confident that this year's
walk will be the best yet!
I have notified our insurance carrier and they will be forwarding to your attention,
a "Certificate of Liability" in the amount of one million dollars for this event.
I look forward to working with you again this year and as last year understand
that all animals will be restrained and or contained, all walking will be on sidewalks only,
there will be NO campaigning or campaign literature allowed, and we will be responsible
for clean up of our area and the sidewalks.

permit as set forth on the attached sheet and other regulations of the CVR&PD and the City of Palm Desert established for the use of these
