HomeMy WebLinkAboutCivic Center Park and Portola Park Playground Equipment CPSC Standards MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF WINKLEPLECK PARKS AND RECREATION PLANNING MANAGER DATE: JULY 8, 1999 SUBJECT: APPROVAL OF PROPOSALS BY COAST RECREATION FOR UPGRADE OF CIVIC CENTER PARK PLAYGROUND EQUIPMENT AND PORTOLA PARK PLAYGROUND EQUPMENT TO MEET AMERICANS WITH DISABILITIES ACT (ADA) REQUIREMENTS AND CONSUMER PRODUCT SAFETY COMMISSION (CPSC) STANDARDS I. RECOMMENDATION 1 . That the City Council approve the sole source proposal by Coast Recreation to upgrade the playground equipment at Civic Center Park and Portola Park; and 2. That the City Council appropriate $81,124.93 for purchase, installation and upgrade of related equipment and materials. Funds are available in Parks and Recreation Fund 430. II. BACKGROUND The playground equipment at the Civic Center Park and Portola Park was installed approximately nine years ago and has seen a great deal of use since that time. Over the past six months, the wear and tear has begun to show, especially on the wood components. These components include the decking, railing and post coverings. Wear problems include splintering and broken pieces which are potential safety hazards. In addition to the equipment issues, handicapped access must also be addressed. The existing layout at both the Civic Center Park and Portola Park do not meet the current ADA accessibility standards, which have changed a great deal since the installation of the equipment. These standards include access to the equipment via an approved surface (i.e., rubber or wood chips) and full access to fifty percent of the total number of play components. 1 I have received approximately 20 to 25 phone calls over the past couple of months from concerned parents regarding the equipment, and park maintenance staff has also received a similar number of comments. The authorized representative for Landscape Structures Playground Equipment, , Coast Recreation, was contacted to inspect the sites and provide a proposal to meet ADA and safety standards. The proposal was then reviewed by an independent recreation consultant, Cal Rec, to ensure that the project, at a minimum, complied with all applicable requirements. At its June 23, 1999 meeting, the Parks and Recreation Commission unanimously recommended approval of the proposal to the City Council. III. DISCUSSION The proposal by Coast Recreation addresses the needs for the Portola park playground, the two- to five-year-old Civic Center Park playground structure, and the five- to twelve-year-old Civic Center Park playground structure. All of the wood components will be replaced with rubber coated steel (platforms), recycled poly (posts) and pipe barriers (railing). Additional play things have been added at each site to meet the ADA requirement. These items include a learning wall and spring riders at Portola Park, and climbers, spring pod and super scoop at the Civic Center Park. Finally, poured-in-place surfacing has been included at each site to meet ADA accessibility requirements. The proposed cost for the retrofit at each site is as follows: SITE COST Portola Park $17,349.51 Civic Center Park (2-5 year-old and 5-12-year-old structures) $63,775.51 TOTAL $81 ,124.93 Upgrade costs reflect approximately 50% of replacement costs. The City's Risk Manager, Ken Weller, has inspected the sites, reviewed the proposal and recommends implementation of the upgrades. 2 IV. CONCLUSION The upgrades will bring each of the three sites up to current safety and ADA standards which will serve the City well should an injury occur and a claim be pursued. One option the City Council may want to consider is postponing the Portola Park upgrade until the details are worked out with Desert Sands Unified School District with regard to the Palm Desert Middle School expansion.
