STAFF REPORT
REQUEST: COUNTDOWN PEDESTRIAN SIGNALS - FOLLOW UP
SUBMITTED BY: Joseph S. Gaugush, Director of Public Works/City Engineer
DATE: November 14, 2002
Recommendation:
Receive and file.
Executive Summary:
At the August 22, 2002 meeting, the City Council asked staff to investigate countdown
pedestrian signals. Countdown pedestrian signals display the time remaining for the
pedestrian to cross the street before the signal will change. These signals are currently
experimental and have not been approved by the Federal Highway Administration or
Caltrans for general use at intersections. Agencies installing these devices are required
by law to receive permission to experiment from Caltrans and/or FHWA prior to installation.
Several agencies, including the City of San Jose, County of San Luis Obispo and City of
Fountain Valley are currently conducting experiments with these devices. Caltrans and
the FHWA are expected to issue opinions within the next year.
It is recommended that we wait to install any countdown pedestrian signals until they are
approved for general use on public roadways.
