Gaugush, Director of Public Works/City Engineer DATE: September 12, 2002 CONTENTS: Map Recommendation: Receive and fi''e. Executive Summary: Recently, there has been some concern regarding certain traffic signals on Monterey Avenue being in all-way red flashing operation on weekends. Currently, there are nine (9) signalized intersections on Monterey Avenue between Dinah Shore Drive and Gran Via/Las Palmas. Rancho Mirage is responsible for day-to-day maintenance and operation at three locations, Frank Sinatra/Monterey, Gerald Ford/Monterey and Market Place/Monterey. Palm Desert is responsible for the maintenance and operation of the six remaining locations. Please see Exhibit 1. Public Works Department staff recently contacted City of Rancho Mirage staff regarding the signal at Monterey and Market Place being on flash for extended periods of time. Rancho Mirage staff indicated that they are experiencing power failures and brownouts at this location, causing the signal to go into battery backup operation, resulting in an all-way red flash condition. A secondary issue at this location is the somewhat aged control equipment not automatically returning to full operation when power is restored. Rancho Mirage staff indicated that they are seeking to determine the cause of the recurring power failures and resolve the issue with Imperial Irrigation District. Rancho Mirage staff also noted that they are not being notified that signals are on flash, they are discovering it during routine activities. Public Works staff has experienced all of these problems at other locations in the past. The problem-solving process sometimes requires a period of several weeks, while solutions are developed and implemented. It should be noted that signals on Highway 111 are frequently on flash for extended periods of time, with Caltrans failing to respond even during regular business hours. Staff at Palm Desert and Rancho Mirage have developed a solid working relationship. Signal maintenance technicians from both cities communicate frequently and report signal problems they observe, or are notified of, in the neighboring city. Similar to Palm Desert's emergency signal repair policy, Rancho Mirage does not necessarily respond to signals in flashing operation, until the next regular business day. All-way red flash is a "normal" operating mode and does not necessarily constitute an emergency, although it certainly can be inconvenient. Responding to every all-way red flash call on an emergency basis can result in substantial signal maintenance cost increases due to additional overtime worked by staff. WHEREAS,private developers and homeowners associations occasionally request the installation of a traffic signal at their private entries; and WHEREAS, the City of Palm Desert has installed traffic signals at various private entries providing access to public streets where it has been appropriate; and WHEREAS, the City of Palm Desert believes that private developers and homeowners associations should share in all costs associated with the engineering, installation and on-going maintenance and energy costs of traffic signals; and WHEREAS, a binding agreement is needed for the enforcement of this policy. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that private developers or homeowners associations enter into an agreement with the City of Palm Desert to share in the engineering, construction and on- going maintenance and energy costs for traffic signals installed at private entrances providing access to public streets.
