B. BACKGROUND:
The City Wok sign program consists of round logo signs of various sizes currently
located on the El Paseo frontage, the clock tower faces and light stenciling on the
building wall. Approximately six months ago, the applicant submitted a proposal to
erect a freestanding monument sign within the Highway 74 CalTrans right-of-way
in front of the parking lot trash enclosure. The sign consists of a six-foot round
black metal cabinet (currently owned by the applicant) modified to be identical in
design to the existing five-foot round sign suspended over the arched entrance on
El Paseo. City Wok is spelled out in white, open channel neon with a white non-
illuminated logo and a purple neon border. The circular cabinet rests on two
crossed chopsticks supported by two four-inch vertical posts. Total sign area is 28

square feet and eight feet in height.
Prior to submission to Caltrans, the request was brought to the Architectural review
Commission as a discussion item. The consensus of the Commission was that the
sign was acceptable based on its unique and creative design, provided the
CalTrans encroachment permit could be obtained and the area around the sign be
landscaped.
The applicant proceeded to file for an encroachment permit with CalTrans. After a
two-month application process, he was informed that commercial signage is not
permitted within the right-of-way which actually covers most of the Highway 74
frontage, including the building setback. The only area not within the right-of-way
and not obscured by landscaping was a raised planter at the northwest corner of the
building.
Based on the building frontage, the sign ordinance allows 76 square feet of signage
on Highway 74 and 66 square feet on the parking lot. On Highway 74, existing
signage includes the clock tower(12 square feet) and two lightly stenciled wall signs
(12 square feet each), one of which is partially obscured by bougainvillea, for a total
of 36 square feet. With the proposed 28 square foot sign, the total will be 64 square
feet, well under the area allowed by code. While the sign's original location was
prominently freestanding, the alternate location would appear more similar to a
building sign.
Based on the Commission's input, consistency with the existing signage and
conformance to code area limitations, staff approved the sign with the addition of
a rheostat to regulate the lighting intensity.
Subsequent to the approval, a request was made by an Architectural Review
Commission member and a City Council member for Architectural Review
Commission and Council review. Due to timing constraints created by the single
December Council meeting, the Architectural Review Commission will be reviewing
the sign on December 8 for recommendation to the Council on December 9.

C. CONCLUSION:
The existing sign program for City Wok represents a creative example of unique
signage consistent with the goals of the sign ordinance in general and with the
image of El Paseo in particular. The proposed sign is consistent with the sign
program theme and is in compliance with the area requirements of the code.
Monument signs are limited to between six feet and 10 feet, depending on
topography or other physical features. The sign's unique design, proximity to the
building, location limitation created by the CalTrans restrictions and existing
landscaping justify approval of the eight-foot height.
