SUBJECT: CONSIDERATION OF TRAFFIC CONTROL MODIFICATIONS ON HOVLEY
LANE EAST
DATE: May 27, 1999
RECOMMENDATION:
That the City Council approve the recommendation by the Project Area 4 Committee with
regard to relocation of the stop sign on the east leg of Hovley Lane East to east of the
driveway to the Resorter along with appropriate channelization.
BACKGROUND:
The City Council requested that the staff meet with the Project Area 4 Committee on this
matter. The Project Area 4 Committee asked that the various recommendations, as well as
some of their suggestions, be brought back for their meeting on Monday May 17, 1999.
This was done, and the attached revised memorandum provides nine different options for
the committee's discussion.
Option No. 8 - Relocate Westbound Stop Sign and Add Pylons
The committee discussed the advantages and disadvantages for each option and it was
agreed that a ninety-day trial period for Option No. 8 was the preferred alternative;
therefore, staff is requesting the City Council's approval to relocate the stop sign that is on
the east leg of the intersection of Kansas Avenue and Hovley Lane East to east of the
Resorter's driveway (north leg of Kansas Avenue) and appropriate pylons and striping be
installed in the center lane. A visual depiction of this option will be available to discuss
further at the City Council meeting.
Staff recommends that the City Council approve the recommendation by the Project Area 4

ADDITIONAL INFORMATION (REVISED)

This matter was discussed at the previous City Council meeting on Thursday, May 13; and,
as a result, the following options are being included for the committee's review. These
are options that were not included in our report that need to be addressed.
Option 7: Traffic Signal at Hovley Lane East and Oasis Club Drive/Kansas Street
We have looked into the advantages and disadvantages of a traffic signal at
this location. Because of the geometric layout, this intersection is very
similar to the intersection at Cathedral Canyon Drive and Ramon Road in
Cathedral City. Unfortunately, they do not have the driveways on Ramon
Road to conflict and it would require a unique phasing system. The phasing
would be as follows:
Phase A: Eastbound Hovley Lane left turn onto the side streets; i.e.,
Oasis Club Drive.
Phase B: If there is no left turn demand for one of the legs, then the
other leg would get a left turn arrow and go through.
Phase C: The left turn green arrow for eastbound Hovley Lane onto
Kansas
Phase D: The next phase would allow Hovley Lane green eastbound and
westbound at all intersections.
Phase E: Oasis Club Drive gets the green and the other traffic stops.
Phase F: Kansas Street gets the green and the other traffic stops.

ADDITIONAL INFORMATION (REVISED)
Phase G: This will require several phases and still could be confusing as
to where the driver should stop so as not to block the gate at
the Resorter; therefore, it is our opinion that the signalization
should not be considered for both intersections — only Oasis
Club Drive when appropriate.
Option 8: Relocate Westbound Stop Sign and Add Pylons
90 DAYS Stop sign for the east leg of Hovley Lane East from its existing
position to east of the Resorter driveway. This would provide
a longer distance between the westbound stop signs and may
cause problems with conflicts between westbound Hovley
Lane traffic and the northbound Kansas Street traffic who are
turning right; however, this approach may not be any more
confusing then the existing arrangement and it merits further
consideration
Option 9: Realignment of Kansas Street and Oasis Club Drive. This will
provide a four-way intersection which highly is desirable.
There will be four houses affected by the construction of the
relocation; however, this will eliminate many of the problems
regarding misalignment of intersections, etc., and is the
preferred alternative.
