Folkers, ACM/Director of Public Works SUBJECT: INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF HOVLEY LANE EAST AND WARNER TRAIL DATE: May 13, 1999 RECOMMENDATION: Concur with staff, Technical Traffic Committee and Public Safety Commission recommendations, to include installation of a traffic signal at the intersection of Hovley Lane East and Warner Trail in the five year Capital Improvement Program BACKGROUND: The Public Works Department has been working with the Project Area 4 Committee, Palm Desert Country Club Homeowners Association and residents, to address concerns for traffic in the Palm Desert Country Club area. Installation of a traffic signal at Hovley Lane East and Warner Trail is a frequent request due to concerns for safety at the intersection. Hovley Lane East was recently widened in this area and striped with five traffic lanes plus bicycle/golf cart lanes. This widening project also substantially improved sight distance at the intersection by relocating several utility poles. Prior to the widening, Hovley Lane East was extended between Eldorado Drive and Oasis Country Club, providing a continuous east/west route through Palm Desert and beyond. Traffic volumes have been measured at 15,300 per day entering the intersection at Hovley Lane East and Warner Trail and there have been 8 collisions in the past three years. It should be noted that 3 of these collisions occurred during the period when construction for the widening was taking place. Traffic volumes on Hovley Lane East are expected to increase in the future as development continues to the east, resulting in increased commuter traffic. This intersection meets 5 of the 11 standardized traffic signal warrants and also ranks second on the City of Palm Desert Traffic Safety Priority List (along with 2 other locations). The Technical Traffic Committee and Public Safety Commission both concur with staff in recommending that installation of a traffic signal at the intersection of Hovley Lane East and Warner Trail be included in the five year Capital Improvement Program.
