Folkers, Assistant City Manager/Public Works Director SUBJECT: HOVLEY LANE KELLY ORDINANCE WIDENING AT MONTEREY AVENUE DATE: November 10, 1988 RECOMMENDATION: By minute motion: ( 1) Waive further reading and adopt Resolution No. 88-142 enabling the city to proceed with the subject Kelly Ordinance widening. (2) Authorize the Public Works staff to include the Kelly Ordinance portion with the Hovley Lane storm drain project, which has previously received authorization to call for bids. BACKGROUND: The intersection of Hovley Lane and Monterey Avenue currently provides one lane of travel in both directions. Due to the amount of traffic utilizing Hovley Lane, there currently exists a demand and need for left and right turn lanes for westbound travel . The traffic is currently backing up on Hovley Lane at Monterey Avenue caused by vehicles attempting to turn southbound on Monterey Avenue. The Public Works Department will be conducting the necessary widening work in coordination with the Hovley Lane storm drain work to reduce patchwork in new pavement due to undergrounding of storm drain facilities. The Kelly Ordinance will seek reimbursement from both the northeast and northwest parcels at Hovley Lane and Monterey Avenue for twelve feet of pavement to accommodate additional capacity. Hovley Lane currently is approximately 22 feet wide. This project will add 24 feet of width. The procedures for implementation of Ordinance 416 developed by the city attorney provides that the city schedule a public hearing where each property owner may voice support or protest to this proposed project. Notice of this public hearing was published and posted, as required by state statute. After the City Council hears and passes upon all protests, the City Council can determine to proceed with the project. There are two parcels subject to Kelly Ordinance reimbursement. To date, we have not received correspondence in favor or opposed to these improvements. � ' .
