The Palm Desert Public Safety Commission received the same informational report at
their September 14, 2016, meeting.
Strategic Plan Objective
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Prioritv 1: Enhance the Delivery of Public
Safety Services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns.
Background
The Palm Desert Police Department strives to reduce alcohol related incidents
occurring in the City through proactive enforcement and education. The Department
would like to continue implementing Minor Decoy & Shoulder Tap programs, which
attempt to reduce the number of businesses that sell alcohol to minors and limit the
accessibility of alcoholic beverages to underage persons.
To continue with these programs, the Police Department applied for mini -grant funds in
the amount of $25,000, from California Department of Alcoholic Beverage Control
(ABC). These funds are awarded directly to the County of Riverside and no City
participation is required in administering the grant and funds received.
The Minor Decoy Program allows local law enforcement agencies to use persons under
20 years of age as decoys to purchase alcoholic beverages from licensed premises.
The Shoulder Tap Program utilizes a minor decoy, under the direct supervision of law
enforcement officers that solicits adults outside ABC licensed stores to buy him/her
alcohol. Any person seen furnishing alcohol to the minor decoy is arrested (either cited
or booked) for furnishing alcohol to a minor.

These two programs aim to (1) reduce underage consumption of, and access to,
alcohol; (2) expand the involvement of local law enforcement in enforcing underage
drinking laws; and (3) raise public awareness about the problem.
The Police Department will supplement these programs with direct education and
inspections involving local businesses that sell alcohol. These businesses would
include, but not be limited to, liquor stores, convenience stores, and grocery stores.
Palm Desert has 54 off -sale alcohol vending locations (consumption off the premises)
and 181 on -sale alcohol vending locations (consumption on the premises).
If awarded the funds, the Police Department will conduct a minimum of two Shoulder
Tap and two Minor Decoy operations during the grant term. They will also conduct two
inspections during the course of the program. Press releases will be issued advising the
community of the programs, as well as the results of the operations upon their
completion.
Fiscal Analysis
There is no fiscal impact to the City of Palm Desert, as any grant funds are awarded
directly to the County of Riverside and is administered by County Staff.
