REQUEST: ADOPTION OF RESOLUTION NO 2016- 76 : A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF PALM DESERT
SUPPORTING THE CITY'S FY 2016 STATE HOMELAND
SECURITY PROGRAM (SHSP) GRANT APPLICATION.

Recommendation
By Minute Motion:
1. Waive further reading and adopt Resolution No. 2016- 76
2. Authorize the City Manager to execute any required grant documentation.
3. Appropriate $7,741 from the Unobligated General Fund to Account No. 1104130-
4309000 (City Manager -Professional Technical -Other).
Commission Action
The Palm Desert Public Safety Commission will review this matter at their September
14, 2016, meeting and their action was unknown at the time this report was prepared.
Staff can provide a verbal update on the Commission's action if requested.
Strategic Plan Obiective
This item is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Prioritv 3: Help the community become more
prepared for disasters and vublic safetv emergencies. One of the identified steps is to
ensure a viable Community Emergency Response Teams (CERT) program by hosting a
minimum of four CERT classes per year and examine program needs annually based
on population & community interest.
Backqround
The City of Palm Desert received a grant award the last seven years to host numerous
Community Emergency Response Team (CERT) courses. The funding source for these
courses is the State Homeland Security Program (SHSP) Grant. Staff was notified that
funds from the FY 2016 SHSP were made available in the amount of $7,741.

The City will be able to host approximately three to four CERT classes with these funds.
Staff recommends adoption of this resolution authorizing such action to proceed. The
City will most likely utilize its existing contracted Emergency Services Coordinator and
other Riverside County Emergency Management Department instructors for these
courses.
Fiscal Analysis
Adoption of this resolution permits staff to secure training reimbursement through the
2016 SHSP Grant, in the amount not to exceed $7,741 , to host at least three to four
Community Emergency Response Team (CERT) courses. The City Council will be
requested to make an initial appropriation of $7,741 from the Unobligated General Fund
for FY 2016/17; however, staff anticipates that any training related expenditures up to
this amount will be reimbursed with grant funding.

RESOLUTION NO 2016- 76
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, SUPPORTING THE CITY'S FY 2016 STATE HOMELAND SECURITY
PROGRAM (SHSP) GRANT APPLICATION AND AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL GRANT DOCUMENTS.
WHEREAS, the State Homeland Security Program (SHSP) is a sub -grant of the
Homeland Security Grant Program; and
WHEREAS, the SHSP Grant is a core assistance program and provides funds to
build capabilities at the State and local levels and to implement the goals and objectives
included in State Homeland Security Strategies and Initiative in the State Preparedness
Report; and
WHEREAS, the activities implemented under the State Homeland Security
Program Grant must support terrorism preparedness by building or enhancing
capabilities that relate to the prevention, protection from, or response to, and recovery
from terrorism; and
WHEREAS, many capabilities which support terrorism preparedness
simultaneously support preparedness for other hazards; and
WHEREAS, the City of Palm Desert aggressively pursues Federal and State
grants to enhance its public safety capabilities; and.
WHEREAS, procedures established by the Homeland Security Program require
a City Official be authorized to sign the grant application and other grant documents;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA HEREBY:
1. Formally supports the City's FY 2016 Homeland Security Grant Program
application; and
2. Agrees to comply with all grant requirements and reporting; and

3. Authorizes the City Manager, or his designee, to execute for and on behalf of the
City of Palm Desert, a public entity established under the laws of the State of
California, any actions necessary for the purpose of obtaining federal financial
assistance provided by the federal Department of Homeland Security and sub -
granted through the State of California.
PASSED, APPROVED, AND ADOPTED by the City Council of the City of Palm
Desert, California, on this 22n° day of September, 2016, by the following vote, to wit:
