A Regular Meeting of the Architectural Review Commission was called to order by Chair
Vuksic on September 24, 2024, at 12:30 p.m. in the Development Services Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

6.a CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A FAÇADE
RENOVATION TO AN EXISTING SPA BUILDING FOR THE BIGHORN
DEVELOPMENT AT 256 PALOWET DRIVE
Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item
and responded to Commission inquiries. Paul Flotterud, Applicant, was present.
Chair Vuksic opened the public comment period and invited the applicant to speak.
Paul Flotterud, Applicant, stated he had no additional comments to provide to
staff's presentation and answered questions from the Commission.
With no other members of the public wishing to comment, Chair Vuksic closed the
public comment period. Discussion on the item ensued with Commissioners
providing comments for the project.

Following discussion, motion carried to approve Case No. DR24-0008 as
presented.

7.b CITY STAFF
Principal Planner Melloni reported interviews were conducted for the Unified
Development code update which yielded helpful feedback. The process is now
moving into phase two for initial stakeholder’s meetings which will allow for
additional interviews to obtain more feedback on the matter. Staff will compile all
the feedback and findings into an assessment report to take to City Council in
December 2024 or January 2025 to receive direction. Commissioners were asked
to please complete the survey they received on this subject if they had not already
done so. Upon inquiry, Principal Planner Melloni advised this update is anticipated
to take eighteen months to two years to complete, and will include additional
meetings, study sessions, and a comment period for the draft document.

RECOMMENDATION:
Staff recommends the Architectural Review Commission determines that the requirements of
the findings have been met based on the analysis and approves the Design Review as proposed.
BACKGROUND/ANALYSIS:
Executive Summary:
The Applicant, Signarama, is requesting approval of a new multi -tenant monument sign for an
existing commercial building located at 44795 San Pablo Ave. The monument sign will be
installed in a landscaped area behind the sidewalk fronting San Pablo Ave., approximately 181
feet south of San Gorgonio Way.
Case No.: SARC24-0006
Project Summary:
The Applicant is requesting approval for a new, illuminated, multi-tenant monument sign (Sign)
with two (2) panels to identify two (2) existing businesses located on San Pablo Ave.
Architectural Review Commission (ARC):
The ARC considered the project request at its meeting on July 23, 2024, and f ollowing
discussion, MOTION BY COMMISSIONER MCAULIFFE, SECOND BY COMMISSIONER
LATKOVIC, CARRIED 5-0 (COMMISSIONER BLAKELEY ABSENT; CHAIR VUKSIC
RECUSED); to continue Case No. SARC24-0006 with the following condition:
1. Revisit the signs architectural design so that it picks up more of the existing
architecture of the buildings behind it, with consideration to its shape and the color of
the awnings for the sign’s cabinet.
The Applicant has submitted a revised design, shown in Attachment 1 and Exhibit 1 below. The
updated design provides a new feature on the top of the sign reading “Plaza S an Pablo” with
black text and utilizes a black semi-gloss frame and back on the sign. The incorporation of the
black to the frame and text is meant to emulate the black awnings of the building.

A. Property Description
The Sign will be located in a landscaped area behind the sidewalk fronting the west side of
San Pablo Ave., south of San Gorgonio Way. The Sign will identify an existing multi-tenant
commercial building (Building) at 44795 San Pablo Avenue, located on an 0.45-acre parcel.
The Building currently has two tenants, “Mi Cultura” restaurant and “The Real Italian Deli and
Bakery”. The project site is fully developed with sidewalk, parking, and landscaping. The Sign
is proposed to be located on an approximately 321 square foot (sf) landscape island.

C. Project Description
The Applicant is requesting approval for a new, illuminated, single-sided, multi-tenant monument
sign with two (2) panels to identify two (2) existing businesses (“Mi Cultura” and “The Real Italian
Deli and Bakery”) located on San Pablo Ave. Approval of the design review would provide the

sign criteria and guidelines for the Sign, including dimensions, location, illumination, and
construction.
Site Plan
The sign is proposed within an approximately 321 square foot landscaped island, adjacent to
existing parking. As shown on the site plan below, the sign is proposed 35 feet from the face of
the curb fronting San Pablo Ave. and approximately 181 feet south of San Gorgonio Way.

Architecture
The Sign proposed is an internally illuminated, single-sided monument sign, with two panels, an
aluminum skin and frame, and 3/8” clear acrylic push thru panel, as shown in Exhibit 1 above.
The Sign will be framed with a 2’ x 2” x 1/8” aluminum frame bordering each sign and placed on
top of an aluminum base measuring 6” in height and 104” in length. The Sign will be installed
with an 18” x 96” concrete footing. The Sign frame will be a black semi-gloss color and the
aluminum base a ”Tawny Amber” color with a semi-gloss finish, both intended to match the
existing building. The Sign will measure a total of 6’ in height, approximately 8.5’ in length, and
18” in depth, with a 6” tall base and 12” tall cap measuring approximately 8.5’ in length.
Landscaping
No new landscaping is proposed as part of this project as the proposed location is fully
landscaped with decomposed granite (DG), two (2) short trees, and shrubs, as shown in

Attachment 2. None of the landscaping would be removed as part of this project and is located
within City right of way.
Zoning Ordinance Summary:
Pursuant to Section 25.68.050 of the Palm Desert Municipal Code (PDMC), all freestanding
signs (monument signs) require Architectural Review Commission (ARC) review and approval.
The standards for permanent identification signs are listed under Section 25.56.070 (D) and
Section 25.56.080 (B)(2) of the Sign Ordinance. Compliance with the PDMC is summarized
below on Table 2.

Per PDMC 25.56.030 (E), when approving or rejecting a sign permit application, the ARC shall
consider the design review criteria provided below and shall make the following findings:
1. That the sign is necessary for the applicant’s enjoyment of substantial trade and property
rights.
The Sign is necessary to provide adequate identification to the multitenant building's
customers and employees. It is located on a street with multiple multitenant commercial
buildings and will provide identification for the two (2) existing restaurants.
2. That the sign is consistent with the intent and purpose of this chapter and title.
The Sign is consistent with the intent and purpose of the Sign Ordinance as the Sign is
designed in harmony with the existing building and complies with all applicable
development standards, as identified in the staff report and Table 2.
3. That the sign does not constitute a detriment to public health, safety, and welfare.
The design of the sign does not constitute a detriment to public health, safety, and welfare,
as it does not incorporate elements that are distracting or intrusive to motorists or
pedestrians. The placement of the sign is not anticipated to create sight obstructions to
motorists or pedestrians, as it is setback away from any line of site areas, adjacent streets,
and drive aisles. The proposed sign is setback 35 feet from the face of the street curb.

4. That the size, shape, color, height, and placement of the sign is compatible with and will
have a harmonious relationship with the building it identifies, the surrounding
neighborhoods, and other signs in the area.
The size of the sign complies with the development standards established in the City's
Sign Ordinance, as shown in Table 2 of the report. The sign's location in the landscaped
area within the parking lot is typical of other monument signs. The Sign incorporates a
black semi-gloss” and a “Tawny Amber” color that match the existing building it identifies.
The proposed signage materials, logo, paint color, and illumination will provide a high -
quality visual appearance that identifies the existing building and restaurants.
5. That both the location of the proposed sign and the design of its visual elements (lettering,
words, figures, colors, decorative motifs, spacing, and proportions) are legible under
normal viewing conditions prevailing where the sign is to be located.
The Sign is oriented to be visible to pedestrians and motorists traveling along San Pablo
Ave. The Sign text and logos are contrasted on a white background to provide legible text
and visuals in normal viewing conditions. The Sign is also internally illuminated to allow
for visibility in non-daylight hours.
6. That the location, height, and design of the proposed sign does not obscure from view or
unduly detract from existing or adjacent signs and does not in any way compromise the
health or safety of any person(s).
As proposed, the maximum height of 6 feet conforms to the Ordinance and is setback 35
feet from the face of the San Pablo Ave. curb. The Sign’s proposed location, height, and
design does not obscure the view or unduly detract from any existing signs in the vicinity,
and it does not adversely affect public health, safety, or welfare.
7. That the location and design of the proposed sign and its size, shape, illumination, and
color are compatible with the visual characteristics of the surrounding area so as not to
detract from or cause depreciation of the value of adjacent developed properties.
The Sign is compatible with the design of the building and meets the requirements
established in Table 25.56-2 for commercial signage, so it will not adversely impact
characteristics of the surrounding area, nor generate bright or direct lighting which would
impact adjacent residential uses. The Sign would feature internally illuminated panels.
8. That the location and design of a proposed sign in close proximity to a residential district
does not adversely affect the value or character of the adjacent residential uses.
The Sign is located within the Downtown zoning district and as identified in Table 1, is
surrounded by Downtown district zoning designations. To the west there is an existing
Apartment complex, within the Downtown district; the sign is not visible to the Apartment
Complex.

9. That any neon tubing used in conjunction with any sign is incorporated as an integral part
of the sign design with careful attention to color, intensity of light, and the use of colors
that are not overly bright.
Neon tubing is not proposed as part of the monument sign. The sign will be internally
illuminated by light emitting diodes (LED) in a manner that complies with the Sign
Ordinance requirements for cabinet signs.
10. That the quantity of information displayed in the sign does not cause visual clutter.
The text displayed on the sign will be limited to identifying the plaza name and two (2)
existing businesses which will only include business names and logos.
