CALL TO ORDER A Regular Meeting of the Public Safety Committee was called to order by Committee Member Alley on September 10, 2024, at 3:31 p.m. in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. ELECTION OF PUBLIC SAFETY COMMITTEE CHAIRPERSON AND VICE CHAIRPERSON FOR FISCAL YEAR 2024-25 Motion by: Committee Member Butts Seconded by: Committee Member Luhring Elect Committee Member Wahlstrom as Chairperson of the Public Safety Committee. Motion Carried (6 to 0) Motion by: Committee Member Taylor Seconded by: Committee Member Luhring Elect Committee Member Kramer as Vice Chairperson of the Public Safety Committee Motion Carried (6 to 0) 4. CONSENT CALENDAR Motion by: Committee Member Alley Seconded by: Committee Member Butts To approve the consent calendar excluding Item 6e, Emergency Services Coordinator Monthly Report, which was held over for separate discussion. Motion Carried (7 to 0) 6.a APPROVAL OF MINUTES Motion by: Committee Member Alley Seconded by: Committee Member Butts Approve the Minutes of June 11, 2024. Motion Carried 6.b PALM DESERT SPECIALIZED UNITS REPORTS Motion by: Committee Member Alley Seconded by: Committee Member Butts Approve the report for the months of May through July 2024. Motion Carried 6.c RIVERSIDE COUNTRY FIRE DEPARTMENT/CAL FIRE REPORTS Motion by: Committee Member Alley Seconded by: Committee Member Butts Approve the Riverside County Fire Department/Cal Fire report for the months of July and August 2024. Motion Carried 6.g AUTOMATED LICENSE PLATE READER SHARED NETWORK INFORMATION REPORT Motion by: Committee Member Alley Seconded by: Committee Member Butts Approve the Automated License Plate Reader Shared Network Information Report Motion Carried 7. CONSENT ITEMS HELD OVER 6.e EMERGENCY SERVICS COORDINATOR MONTHLY REPORT Public Safety Analyst Hurtado responded to Committee Member inquiries on item 6e. Emergency Services Coordinator Monthly Report. Motion by: Committee Member Wahlstrom Seconded by: Committee Member Nelson Approve the Emergency Services Coordinator Report for the months of July and August 2024. Motion Carried (7 to 0) 8. ACTION CALENDAR 8.a REAPPOINT COMMITTEE MEMBER JOSEPH BUTTS TO THE HOMELESSNESS TASKFORCE Motion by: Chair Alley Seconded by: Committee Member Wahlstrom Reappoint Committee Member Joseph Butts to the Homelessness Taskforce for a term ending June 30, 2025. INFORMATIONAL REPORTS & COMMENTS 9.a PUBLIC SAFETY COMMITTEE MEMBERS With consensus of the Committee the following items were requested for future agenda items:  Update or presentation on Fire Station 102;  Active shooter training and protocols;  Homeless services report as well as a response to the Supreme Court case relative to homeless encampments in public spaces; and  Discussion on fraud/scam preventions. 9.b CITY COUNCIL LIAISON Councilmember Trubee requested multi-year reports showing trends from the Fire Department to be included on a future agenda. 9.c POLICE/FIRE 9.c.1 POLICE Lt. Porras and Sgt. Olson of Riverside County Sheriff's Department provided updates on significant incidents, current operations, and department updates. 9.c.2 FIRE Chief Kotz of CalFire/Riverside County Fire Department provided an update on significant incidents and department updates. 9.d CITY STAFF Public Safety Analyst Hurtado informed the Committee September is National Preparedness Month and offered information on the outreach programs hosted by the City. 9.e ATTENDANCE REPORT Report provided; no action taken on this item. 10.
