Recommendation By minute motion, authorize out-of-state travel for one staff member to attend the International City/County Management Association's (ICMA's) International Regional Conference held from February 12-16, 2020, in Jaipur, India: Authorized staff member: 1. Management Analyst (City Manager's Office) There is no cost to the City associated with this request. Background Analvsis Since 1914, ICMA has advanced professional local government through leadership, management, innovation, and ethics. Its vison is to be the leading professional association dedicated to creating and supporting thriving communities throughout the world. ICMA currently provides support to over 11,000 city, town, and county managers, their staffs, and other individuals and organizations throughout the world. The management decisions made by ICMA members affect millions of individuals living in thousands of communities, from small villages to large metropolitan areas. The ICMA International Committee (Committee) serves as the primary advisory committee on international issues to the ICMA Executive Board, helping them to implement the board's policy on international activities. The Committee meets each year at the ICMA Annual Conference and conducts a second meeting jointly with an affiliate organization in its home country. The affiliate organization this year is the City Managers' Association of Rajasthan. The Committee focuses on issues and initiatives such as affiliate relations; knowledge base exchange; capacity building and advocacy; membership and governance; and communications. In addition, the conferences provide invaluable learning experiences amongst administrators since the Committee consists of executive managers globally. Fiscal Analvsis There is no cost to the City associated with this request. The Management Analyst received an award to cover all costs (e.g., conference, airfare, and lodging). Jaipur is also known as the Pink City, due to the dominant color scheme of its buildings. In July 2019, Jaipur was inscribed as a World Heritage Site by the UNESCO World Heritage Committee. The city that houses a population of almost 3.5 million is the tenth most populous city and one of the earliest planned cities in India. In 1727, it was planned by the erstwhile king of Jaipur- Jai Singh. Jaipur is a major tourist destination in India forming a part of the Golden Triangle. In the 2008 Conde Nast Traveler Readers Choice Survey, Jaipur was ranked as the 7th best place to visit in Asia.
