CALL TO ORDER A Regular Meeting of the Architectural Review Commission was called to order by Chair Vuksic on October 8, 2024, in the Development Services Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL 3. NON-AGENDA PUBLIC COMMENT Chair Vuksic opened and closed the public comment period for Non -Agenda public comment. No public comments were provided. 4. CONSENT CALENDAR Motion by: Commissioner McAuliffe Seconded by: Commissioner Blakeley The Consent Calendar was approved as presented. Motion Carried (6 to 0) 4.a APPROVAL OF MINUTES The Architectural Review Commission regular meeting minutes of September 24, 2024, were approved as presented. Motion by: Commissioner McAuliffe Seconded by: Commissioner Blakeley Motion Carried (6 to 0) 5. CONSENT ITEMS HELD OVER None Architectural Review Commission October 8, 2024 2 6. ACTION CALENDAR 6.a CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A MULTITENANT MONUMENT SIGN FOR AN EXISTING COMMERCIAL BUILDING LOCATED AT 44795 SAN PABLO AVENUE (CONTINUED FROM JULY 23, 2024) Chair Vuksic announced his recusal due to proximity of the project to his place of business property and left the conference room. Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Glenn Davis with Signarama, Applican t, was present. Vice Chair McIntosh opened the public comment period and invited the applicant to speak. Glenn Davis with Signarama, Applicant, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Vice Chair McIntosh closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Commissioner comment included the following:  The proposed location for the sign would be obstructed by current landscaping. Concern for removal or loss of landscaping to accommodate the sign’s location was expressed.  The top of the monument sign which has "Plaza San Pablo," does not seem to be integral to the monument sign.  An accurate depiction of the monument sign behind the existing landscaping which reflects actual conditions of installation and obscured visibility is needed to capture for the record what conditions the monument sign would be approved with. Motion by: Commissioner McIntosh Seconded by: Commissioner McAuliffe Following discussion, motion carried to continue Case No. SARC24-0006 with the following comment: 1. Resubmit plans to include an accurate depiction of the monument sign behind existing landscaping to reflect existing conditions which are being approved. REPORTS & REMARKS 7.a ARCHITECTURAL REVIEW COMMISSIONERS Upon inquiry, Principal Planner Flores stated palm fronds which fall from cell tower monopalms may result in code compliance response. However, cell towers are approved under a Conditional Use Permit (CUP) which states specific conditions of approval so it could elevate to a request b y Planning to revoke the CUP for failure to comply with the conditions of approval for the CUP. In response to inquiry, regarding a business on El Paseo , near Orange Theory, who are completing improvements including painting, Principal Planner Flores advised paint façade changes are approved at the staff level and do not require Architectural Review Commission approval. 7.b CITY STAFF None 7.c ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. 8.
