ACTION CALENDAR 6.a CONSIDERATION TO APPROVE A DESIGN REVIEW FOR A MULTITENANT MONUMENT SIGN FOR AN EXISTING COMMERCIAL BUILDING LOCATED AT 44795 SAN PABLO AVENUE (CONTINUED FROM JULY 23, 2024) Chair Vuksic announced his recusal due to proximity of the project to his place of business property and left the conference room. Principal Planner, Carlos Flores, narrated a PowerPoint presentation on the item and responded to Commission inquiries. Glenn Davis with Signarama, Applicant, was present. Vice Chair McIntosh opened the public comment period and invited the applicant to speak. Glenn Davis with Signarama, Applicant, introduced himself and answered questions from the Commission. With no other members of the public wishing to comment, Vice Chair McIntosh closed the public comment period. Discussion on the item ensued with Commissioners providing comments for the project. Commissioner comment included the following: • The proposed location for the sign would be obstructed by current landscaping. Concern for removal or loss of landscaping to accommodate the sign’s location was expressed. • The top of the monument sign which has "Plaza San Pablo," does not seem to be integral to the monument sign. • An accurate depiction of the monument sign behind the existing landscaping which reflects actual conditions of installation and obscured visibility is needed to capture for the record what conditions the monument sign would be approved with. Motion by: Commissioner McIntosh Seconded by: Commissioner McAuliffe Following discussion, motion carried to continue Case No. SARC24-0006 with the following comment: 1. REPORTS & REMARKS 7.a ARCHITECTURAL REVIEW COMMISSIONERS Upon inquiry, Principal Planner Flores stated palm fronds which fall from cell tower monopalms may result in code compliance response. However, cell towers are approved under a Conditional Use Permit (CUP) which states specific conditions of approval so it could elevate to a request by Planning to revoke the CUP for failure to comply with the conditions of approval for the CUP. In response to inquiry, regarding a business on El Paseo near, Orange Theory, who are completing improvements including painting, Principal Planner Flores advised paint façade changes are approved at the staff level and do not require Architectural Review Commission approval. 7.b CITY STAFF None 7.c ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. 8. BACKGROUND/ANALYSIS: Executive Summary: The Applicant, Signarama, is requesting approval of a new multi -tenant monument sign for an existing commercial building located at 44795 San Pablo Ave. The monument sign will be installed in a landscaped area behind the sidewalk fronting San Pablo Ave., approximately 181 feet south of San Gorgonio Way.  Case No.: SARC24-0006 Architectural Review Commission (ARC): The ARC considered the project request at its meeting on October 8, 2024, and following discussion, a motion carried to continue Case No. SARC24-0006 with the following comment: 1. Resubmit plans to include an accurate depiction of the monument sign behind existing landscaping to reflect existing conditions which are being approved. The Applicant has re-submitted the plans with an updated rendering that shows accurate depiction of the monument sign behind existing landscaping and other infrastructure (light pole, trash cans, gas meter), which can be found in Attachment 1. No other changes to the project were made by the Applicant. Revisit the signs architectural design so that it picks up more of the existing architecture of the buildings behind it, with consideration to its shape and the color of the awnings for the sign’s cabinet. The Applicant has submitted a revised design, shown in Attachment 1 and Exhibit 1 below. The updated design provides a new feature on the top of the sign reading “Plaza S an Pablo” with black text and utilizes a black semi-gloss frame and back on the sign. Property Description The Sign will be located in a landscaped area behind the sidewalk fronting the west side of San Pablo Ave., south of San Gorgonio Way. The Sign will identify an existing multi-tenant commercial building (Building) at 44795 San Pablo Avenue, located on an 0.45-acre parcel. The Building currently has two tenants, “Mi Cultura” restaurant and “The Real Italian Deli and Bakery”. The project site is fully developed with sidewalk, parking, and landscaping. The Sign is proposed to be located on an approximately 321 square foot (sf) landscape island. B. Project Description The Applicant is requesting approval for a new, illuminated, single-sided, multi-tenant monument sign with two (2) panels to identify two (2) existing businesses (“Mi Cultura” and “The Real Italian Deli and Bakery”) located on San Pablo Ave. Approval of the design review would provide the 18 Architectural Review Commission City of Palm Desert SARC24-0006 Page 3 of 6 sign criteria and guidelines for the Sign, including dimensions, location, illumination, and construction. Site Plan The sign is proposed within an approximately 321 square foot landscaped island, adjacent to existing parking. As shown on the site plan below, the sign is proposed 35 feet from the face of the curb fronting San Pablo Ave. and approximately 181 feet south of San Gorgonio Way. Exhibit 2 – Site Plan Architecture The Sign proposed is an internally illuminated, single-sided monument sign, with two panels, an aluminum skin and frame, and 3/8” clear acrylic push thru panel, as shown in Exhibit 1 above. The Sign will be framed with a 2’ x 2” x 1/8” aluminum frame bordering each sign and placed on top of an aluminum base measuring 6” in height and 104” in length. The Sign will be installed with an 18” x 96” concrete footing. The Sign frame will be a black semi-gloss color and the aluminum base a ”Tawny Amber” color with a semi-gloss finish, both intended to match the existing building. The Sign will measure a total of 6’ in height, approximately 8.5’ in length, and 18” in depth, with a 6” tall base and 12” tall cap measuring approximately 8.5’ in length. Landscaping No new landscaping is proposed as part of this project as the proposed location is fully landscaped with decomposed granite (DG), two (2) short trees, and shrubs, as shown in 19 Architectural Review Commission City of Palm Desert SARC24-0006 Page 4 of 6 Attachment 2. None of the landscaping would be removed as part of this project and is located within City right of way. Zoning Ordinance Summary: Pursuant to Section 25.68.050 of the Palm Desert Municipal Code (PDMC), all freestanding signs (monument signs) require Architectural Review Commission (ARC) review and approval. The standards for permanent identification signs are listed under Section 25.56.070 (D) and Section 25.56.080 (B)(2) of the Sign Ordinance. Compliance with the PDMC is summarized below on Table 2. That the sign is necessary for the applicant’s enjoyment of substantial trade and property rights. The Sign is necessary to provide adequate identification to the multitenant building's customers and employees. It is located on a street with multiple multitenant commercial buildings and will provide identification for the two (2) existing restaurants. 2. That the sign is consistent with the intent and purpose of this chapter and title. The Sign is consistent with the intent and purpose of the Sign Ordinance as the Sign is designed in harmony with the existing building and complies with all applicable development standards, as identified in the staff report and Table 2. 3. That the sign does not constitute a detriment to public health, safety, and welfare. The design of the sign does not constitute a detriment to public health, safety, and welfare, as it does not incorporate elements that are distracting or intrusive to motorists or pedestrians. The placement of the sign is not anticipated to create sight obstructions to motorists or pedestrians, as it is setback away from any line of site areas, adjacent streets, and drive aisles. The proposed sign is setback 35 feet from the face of the street curb. 20 Architectural Review Commission City of Palm Desert SARC24-0006 Page 5 of 6 4. That the size, shape, color, height, and placement of the sign is compatible with and will have a harmonious relationship with the building it identifies, the surrounding neighborhoods, and other signs in the area. The size of the sign complies with the development standards established in the City's Sign Ordinance, as shown in Table 2 of the report. The sign's location in the landscaped area within the parking lot is typical of other monument signs. The Sign incorporates a black semi-gloss” and a “Tawny Amber” color that match the existing building it identifies. The proposed signage materials, logo, paint color, and illumination will provide a high - quality visual appearance that identifies the existing building and restaurants. 5. That both the location of the proposed sign and the design of its visual elements (lettering, words, figures, colors, decorative motifs, spacing, and proportions) are legible under normal viewing conditions prevailing where the sign is to be located. The Sign is oriented to be visible to pedestrians and motorists traveling along San Pablo Ave. The Sign text and logos are contrasted on a white background to provide legible text and visuals in normal viewing conditions. The Sign is also internally illuminated to allow for visibility in non-daylight hours. 6. That the location, height, and design of the proposed sign does not obscure from view or unduly detract from existing or adjacent signs and does not in any way compromise the health or safety of any person(s). As proposed, the maximum height of 6 feet conforms to the Ordinance and is setback 35 feet from the face of the San Pablo Ave. curb. The Sign’s proposed location, height, and design does not obscure the view or unduly detract from any existing signs in the vicinity, and it does not adversely affect public health, safety, or welfare. 7. That the location and design of the proposed sign and its size, shape, illumination, and color are compatible with the visual characteristics of the surrounding area so as not to detract from or cause depreciation of the value of adjacent developed properties. The Sign is compatible with the design of the building and meets the requirements established in Table 25.56-2 for commercial signage, so it will not adversely impact characteristics of the surrounding area, nor generate bright or direct lighting which would impact adjacent residential uses. The Sign would feature internally illuminated panels. 8. That the location and design of a proposed sign in close proximity to a residential district does not adversely affect the value or character of the adjacent residential uses. The Sign is located within the Downtown zoning district and as identified in Table 1, is surrounded by Downtown district zoning designations. To the west there is an existing Apartment complex, within the Downtown district; the sign is not visible to the Apartment Complex. 21 Architectural Review Commission City of Palm Desert SARC24-0006 Page 6 of 6 9. That any neon tubing used in conjunction with any sign is incorporated as an integral part of the sign design with careful attention to color, intensity of light, and the use of colors that are not overly bright. Neon tubing is not proposed as part of the monument sign. The sign will be internally illuminated by light emitting diodes (LED) in a manner that complies with the Sign Ordinance requirements for cabinet signs. 10. That the quantity of information displayed in the sign does not cause visual clutter. BACKGROUND/ANALYSIS: Executive Summary: The Applicant, Signarama, requests Sign Program (Program) approval for two (2) new, multitenant industrial buildings located at the southwest corner of Sego Lane and Green Way (Assessor’s Parcel Number: 634220015). The proposed Program would set the guidelines for sign criteria, including size, location, construction, height, length, and illumination for up (15) to fifteen business identification signs within buildings one and two.  Case No.: SARC24-0003 Project Summary: A. Property Description On February 19, 2019, the City of Palm Desert Planning Commis sion (Commission) adopted Resolution No. 2751, which approved Precise Plan 18-0007 and Conditional Use Permit 19- 0003 to construct two single-story industrial buildings totaling 26,666 square feet (sf) with up to 4,000 sf of retail and 2,666 sf of ancillary restaurant uses on a vacant 2.24-acre parcel at the southwest corner of Sego Lane and Green Way. The Commission approved this after the Architectural Review Commission (ARC) approved the design of the building on November 13, 2018. Sign design or standards for the buildings were not presented as part of the Design Review for the buildings. Project Description The Applicant is requesting Program approval to establish sign criteria for building signage for two buildings onsite. The proposed Program would set the guidelines for sign criteria, including size, location, construction, height, and length, for up to fifteen (15) business identification signs, allowing one sign per tenant. The program establishes sign criteria for up to fifteen (15) tenants between two buildings, as shown in Exhibit 1 below. Exhibit 1 The Program allows each suite to have one sign per tenant -leased frontage. Building one allows signage on the north elevation. Building two allowed signage is on the west elevation, and one sign is allowed on the south elevation. The Program provides flexibility if the building is divided into additional suites by having specific locations on the building façade for each sign, requiring each sign to be centered on its fascia. 24 Architectural Review Commission City of Palm Desert SARC24-0003 – Sego Lane Program Page 3 of 5 The Program proposes to allow the following types of wall mounted signage: Design: Shall be NON-illuminated, individual dimensional foam and aluminum letters attached flush/flat on the wall. Color: Faces 0.032” Aluminum Silver Brushed Finish; Return: Dunn Edwards DEA 002 Black Exterior Size: Maximum of 26” high by 85” wide. Illumination: Illumination building signage is prohibited. Installation: Shall be attached flush to the wall surface using typical construction grade silicone adhesive which shall be specified in the plan submittal. The Program also prohibits certain signs, including, but not limited to: 1. Advertising devices. 2. Awnings that are back-lit (internally illuminated) so that the awning radiates light. 3. Business and identification signs that mention more than two goods or services sold or available on the premises. 4. Cabinet or can signs that are internally illuminated with translucent panels that allow the entire sign background to be illuminated. Signs with Internal Illumination are permitted only if the sign background is opaque and the only portion of the sign that appears Illuminated is the lettering and/or a registered trademark or logo. 5. Electronic changeable copy signs. 6. Commercial mascots. 7. Neon signs, except those placed in windows. 8. Off-site outdoor advertising signs (billboards). 9. Pole signs. 10. Roof signs. 11. Signs that rotate, move, flash, blink, or appear to do any of the foregoing with the exception of approved time and temperature displays. 12. Signs on public property, in the public right-of-way, or on public utility poles unless otherwise authorized by this chapter. Signs shall include, but not be limited to, realtor, open house, and garage sale signs. This prohibition shall include all portable signs including those placed on vehicles with the exception of vehicle identification signs and permitted signs on taxicabs. 13. Temporary or portable freestanding signs, except as otherwise provided in this chapter. 14. A comprehensive sign program shall comply with the following standards, as outlined in PDMC Section 25.56.100(D): 1. The proposed sign program shall comply with the purpose and intent of this chapter. The intent of this chapter (PDMC Chapter 25.56 Signs) is to implement the goals and policies of the General Plan, particularly with regard to developing a City that is visually attractive and preserving and enhancing the visual aspects of the City’s streets, highways, vistas, and view sheds. The purpose of these regulations is to provide each sign user an opportunity for adequate identification while guarding against excessive advertising and the confusing proliferation of signs. This chapter ensures signs are in harmony with the building, the neighborhood, and other signs in the area, creating a sense of unity and order in the city. The sign program aligns with the intent mentioned above. The program provides each tenant with adequate identification, allowing one sign per tenant at a maximum of 15.4 square feet per sign. The signs are designed to be harmonious with the building and surrounding commercial uses and are designed in a way not to cause distractions to motorists or pedestrians. The sign program creates strict criteria to ensure the signage on the building is attractive and enhances the visual aspects of the City while providing adequate size for business identification. 2. The proposed signs shall enhance the overall development, be in harmony with, and relate visually to other signs included in the comprehensive sign program, to the structures and/or developments they identify, and to surrounding development when applicable. The proposed Program creates a uniform look for the building and provides criteria to ensure this consistency. The signs are designed to be in harmony with the building and all signs on the building. The sign program has clear and detailed criteria relating to development standards, construction, sign criteria, and location. The signs are compatible with the surrounding industrial uses. 26 Architectural Review Commission City of Palm Desert SARC24-0003 – Sego Lane Program Page 5 of 5 3. The sign program shall address all signs, including permanent, temporary, and exempt signs. The Program provides standards for all types of signs, including permanent, temporary, and exempt signs. Additionally, it provides information on signs that are prohibited. The program adequately addresses all wall mounted signs. 4. The sign program shall accommodate future revisions that may be required because of changes in use or tenants. The Program accommodates futures revisions to the building, including the possibility of additional tenants in the suites. The sign program is broad enough to provide standards to a change in tenants for the building, meanwhile still providing clear criteria for any future use or tenants in the building. 5. The sign program shall comply with the standards of this chapter, except that deviations are allowed with regard to sign area, total number, location, and/or height of signs to the extent that the comprehensive sign program will enhance the overall development and will more fully accomplish the purposes and intent of this chapter. The sign program complies with the standards set by the PDMC and is designed to enhance the overall development, including the building the Program is for as well as the surrounding commercial uses, and is intended to enhance the visual character of the service industrial (SI) zone it is located in. 6. Approval of a comprehensive sign program shall not authorize the use of signs prohibited by this chapter. The sign program aligns with the PDMC for prohibited signage. Approval of the sign program would not include approval of individual sign permit(s). If the program is approved, the Applicant would need to apply for sign permit(s) for any individually proposed signs, subject to the review and approval of the City’s Development Services Department. 7. Review and approval of a comprehensive sign program shall not consider the signs’ proposed message content. The sign program is written to be absent of any standards as it relates to message content and instead focuses solely on sign standards, locations, construction, and criteria.
