With consensus of the Committee the following items were requested to be
included in future agendas:
• Eliminate paper printed agenda packets, and use digital copies on tablets;
• Provide an ALPR update and technology capabilities;
• Provide an update on the new fire station;
• Provide an update on the Warner Trail pothole;
• Provide information on the agreement with Magnesia Falls traffic signal;
• Provide Nixel information on significant events;
• Provide an update on the Public Safety budget;
• Provide a report on revenue and fee opportunities;
• Provide an update on false alarms and potential approaches for Public
Safety;
• Provide an update on the Fire Symposium.
Committee Member Alley invited Committee Members, staff, and Public Safety
members to join the Citizens on Patrol annual conference on November 20,
2024, at 9:00 a.m. in the Palm Desert Council Chamber.

8.c POLICE/FIRE
Riverside County Sheriff Sgt. Cryder provided an update on Active Shooter
Training at City Hall. Sgt. Olson provided a report on traffic statistics on Magnesia
Falls Drive and Monterey Avenue and responded to Committee member
inquiries.
Chief Beverlin of CalFire/Riverside County Fire Department provided an update
on significant incidents and department updates and responded to Committee
member inquiries.

Subject: Automated License Plate Reader Shared Network Information
On June 2, 2022, Flock Safety was awarded a contract for a fixed location of the Automated
License Plate Readers (ALPR) system. The system became operational in October 2022.
The City has a contract with the Riverside County Sheriff's Department (RCSD) for law
enforcement services and participates in the RCSD ALPR program. Therefore, the ALPR
program and RCSD’s operator, Flock, are bound by Federal and State law, RCSD policy, and
the requirements of the City's agreement with Flock.
Palm Desert Shared Networks
The City of Palm Desert is the owner of the data and RCSD manages it on its behalf according
to state law, RCSD Policy 412, and the City’s agreement with Flock Safety.
During a reporting period, the data is retrieved from RCSD which includes a review of the
shared networks for the reporting period. Palm Desert data is shared only with other
California agencies as is allowed by state law, SB 34 (2015).
Flock by default deletes the data every 30 days. Once the data is deleted, it cannot be
retrieved. Flock is among the shortest of all the state statutes on data retention.
Flock does not share with 3rd parties. Flock requires an investigative reason to search, and
they provide an audit report to system administrators.
Reporting
In accordance with state law, City staff monitors the list of agencies that Palm Desert data is
shared with. Beginning December 2023, the City has published its shared networks list. The
following is the October 2024, shared network report with 360 California Agencies.

SUBJECT: PROPOSAL FOR THE ESTABLISHMENT OF A SUBCOMMITTEE TO
EVALUATE CAMERA SYSTEMS FOR PUBLIC SAFETY
RECOMMENDATION:
Establishment of a Subcommittee to Evaluate Camera Systems for Public Safety
BACKGROUND/ANALYSIS:
The rapid advancement of technology, particularly in the field of surveillance and monitoring
systems, necessitates a comprehensive review of our current camera systems to enhance public
safety. City staff proposes the establishment of a subcommittee taske d with collaborating with
city staff and personnel from the Sheriff’s Department to evaluate additional technology related
to camera systems.
Currently, the City employs automated license plate recognition systems for law enforcement
purposes, which assist in identifying stolen vehicles, wanted individuals, and vehicles associated
with crimes. However, with the emergence of technologies such as high -definition cameras,
artificial intelligence capabilities, and enhanced data analytics, it is crucial to asse ss our existing
systems. This evaluation will ensure that they meet the evolving needs of our community,
including traffic monitoring, live video streaming for public safety, and crime prevention.
The proposed subcommittee would serve the following purposes:
1. Comprehensive Review: Assess current camera systems to identify strengths and
weaknesses.
2. Research Best Practices: Explore and analyze innovative camera technologies and
systems implemented in other municipalities.
3. Community Input: Gather feedback from community stakeholders regarding their
concerns and expectations related to surveillance technology.
4. Recommendations: Develop a set of actionable recommendations for the City Council
based on their findings, including estimated costs for potential upgrad es.
City staff recommend that the Public Safety Committee consider the creation of the proposed
subcommittee.
Strategic Plan:
This discussion aligns with the Public Safety and Emergency Services section of the Palm Desert
Strategic Plan, specifically Priority 1: Enhance the delivery of public safety services. The strategy
