HomeMy WebLinkAbout2024-09-04 HTF Special Meeting Minutes1 HOMELESSNESS TASKFORCE CITY OF PALM DESERT REGULAR MEETING MINUTES September 4, 2024, 9:00 a.m. Present: Taskforce Member Kathleen Bauer, Taskforce Member Joseph Butts, Taskforce Member Scott Marks, Taskforce Member Davis Meyer, Taskforce Member Christopher Schachter Absent: Liaison Present: Vice Chair Cindy Burreson, Chair Diane Vines Councilmember Kathleen Kelly Staff Present: Assistant City Manager Chris Escobedo, Homelessness Services Manager Ivan Tenorio, Recording Secretary Erika Castellano 1.CALL TO ORDER A Regular Meeting of the Homelessness Taskforce was called to order by TaskforceMember Butts on September 4, 2024, at 9:03 a.m. in the Administrative ConferenceRoom, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2.ROLL CALL *Taskforce Member Butts chaired the meeting due to Chair Vines and Vice ChairBurreson's absences. 3.NON­AGENDA PUBLIC COMMENTS None. 4.CONSENT CALENDAR Motion by: Taskforce Member MeyerSeconded by: Taskforce Member Scott Marks To approve the consent calendar as presented. Motion Carried 4.b CITY NET JULY 2024 IMPACT REPORT Motion by: Taskforce Member Meyer Seconded by: Taskforce Member Scott Marks Receive and file City Net July 2024 Impact Report Motion Carried 4.c MAY, JUNE AND JULY CODE COMPLIANCE ACTIVITY REPORT Motion by: Taskforce Member Meyer Seconded by: Taskforce Member Scott Marks Receive and file the May, June, and July Code Compliance Activity Report Motion Carried 5.CONSENT ITEMS HELD OVER None. 6.ACTION CALENDAR 6.a UPDATE REGARDING RESOURCES FOR HOMELESS AT SCHOOLS Homelessness Services Manager Tenario provided a verbal update on the resources provided to unhoused students at schools in the Desert Sands Unified School District and responded to Committee member inquiries. Motion by: Taskforce Member Meyer Seconded by: Taskforce Member Bauer Receive and file an update regarding school resources for students facing homelessness. Motion Carried (5 to 0) Docusign Envelope ID: 9B3C6845-6D23-4C1F-B87F-6316DA91E0CE Homelessness Taskforce September 4, 2024 3 6.b CITY NET AGREEMENT, SERVICE HOURS, AND FOCUS UPDATE FOR FY2024/25 Homelessness Services Manager Tenario provided a verbal update and presentation on the City Net Agreement for fiscal year 2024/25 and responded to Committee member inquiries. Motion by: Taskforce Member Scott Marks Seconded by: Taskforce Member Bauer Receive and file the City Net update. Motion Carried (5 to 0) 6.c PERMANENT LOCAL HOUSING ALLOCATION BUDGET Homelessness Services Manager Tenario provided a verbal update and presentation on the Permanent Local Housing Allocation Budget and responded to Committee member inquiries. Motion by: Taskforce Member Bauer Seconded by: Taskforce Member Meyer Receive and file the Permanent Local Housing Allocation Budget memo. Motion Carried (5 to 0) 7.INFORMATIONAL REPORTS & COMMENTS 7.a HOMELESSNESS TASKFORCE MEMBERS None. 7.b CITY COUNCIL LIAISON Councilmember Kelly encouraged the Taskforce Members to be ambassadors for the Palm Desert and County resources available to unhoused individuals. 7.c COMMUNITY PARTNERS None. 7.d CITY STAFF A survey asking Taskforce Members to identify their priorities for the Taskforce's workplan for the fiscal year will be distributed prior to the next regular meeting. 7.e ATTENDANCE REPORT Report provided; no action taken on this item. 8.ADJOURNMENT The Homelessness Taskforce adjourned at 9:27 a.m. Docusign Envelope ID: 9B3C6845-6D23-4C1F-B87F-6316DA91E0CE 4 Homelessness Taskforce September 4, 2024 9.
