Recommendation: By Minute Motion, authorize staff to begin using the STAT Medical Group, Inc. Urgent Care facility to provide City physician services. Background: On September 29, 1987, the City Council, by Minute Motion, authorized staff to retain the services of Eisenhower Immediate Care Centers as the City's physician. Eisenhower Immediate Care Center has two facilities in La Quinta and Cathedral City and has been performing new employment physicals, executive physicals, drug/alcohol testing, and the treatment of Workers' Compensation injuries. Staff has not been completely satisfied with the services received by Eisenhower and therefore began researching other providers in the area. Discussion: On June 19, 2001, I met with Dr. Robert Czako and his wife Carla Czako, to discuss making an arrangement whereby the STAT Medical Group Urgent Care clinic would provide the City with physician services. The Czakos agreed and sent the attached correspondence dated June 19, 2001. STAT Medical Group, Urgent Care has a modern facility located across from C.O.D. and the McCallum Theatre. Robert Czako, M.D. is Board Certified in Emergency Medicine, and worked as an Emergency Physician at a local desert hospital emergency department for 15 years. During the later part of his service there, he identified an increasing need for quality medical attention in an urgent setting, in the Central Palm Staff Report Request for Authorization to Retain City Physician Services August 23, 2001 Page 2 Desert area. He also recognized the need to provide quality care in a friendly, warm environment, which prompted him to open his own, independently operated Urgent Care on May 1, 2001. With the assistance of his wife Carla, a Registered Nurse specializing in critical care, they have succeeded in opening a quality operated medical facility. STAT Medical Group Urgent Care has offered to provide for the physician/industrial needs of the employees of the City of Palm Desert. The services provided would include: Annual Executive Physicals; Pre-employment physicals and drug screenings; DOT random drug screenings; and Workers' Compensation treatment for injured employees. The facility also offers x-ray and laboratory services on site. Dr. Czako emphasizes an open-communication policy with employers. Their goal is to provide the injured employee with quality medical care and rehabilitation, in order to ensure the individual can return to work in a safe and timely manner. They will provide a dictated first report to the insurance carrier, and a follow-up verbal report to the adjuster as needed. Staff believes that it is in the best interest of the City to terminate the current arrangement with Eisenhower Immediate Care Centers and initiate one with STAT Medical Group Urgent Care.
