CVAG Executive Committee Minutes of July 29, 2002 Recommendation: By Minute Motion: 1) Approve the Highway 111 signalized intersection numbering system concept as presented by the Coachella Valley Association of Governments (CVAG); and 2) Authorize staff to work with CVAG for sign placement along the City's Highway 111 intersections, once a unanimous decision is reached by all effected jurisdictions. Executive Summary: On June 3, 2002, the CVAG Executive Committee approved the concept of a Highway 111 signalized intersection numbering system. This system would assist in directing visitors unfamiliar with the region and consist of a series of numbered signs mounted on signal poles along Highway 111 (from Palm Springs to Indio). CVAG will not move forward with sign installation until all effected jurisdictions unanimously approve this concept. Background: In early 2001, the Hospitality Industry and Business Council (HBIC) of the Palm Springs Desert Resort Convention and Visitors Authority (CVA) recommended the placement of sequentially numbered signs placed on traffic signal poles at all signalized intersections along Highway 111, to provide assistance in directing visitors. The CVAG Transportation Technical Advisory Sub-Committee (TTAS) approved the numbering system concept on April 26, 2002, and recommended the following sign design elements: • The signs be a painted oval on a rectangular surface; • The signs be 18" x 24" in size; and • The signs be banded to existing signal poles above the mast arm and signal heads G:\DevServices\Homer Croy\Word files\Staff Reports\Hwy 111 Numbering System dot Staff Report Proposed Highway 111 Signalized Intersection Numbering System Page 2 January 23, 2003 On July 8, 2002, the TTAS formally selected size, shape, coloring, and pattern for the proposed signs. CVAG staff stressed that the success of this program is based upon the uniformity/continuity of the signs by retaining the approved design elements. However, a city may elect to change the coloring of the sign at its own cost, if any. Staff will have an example of the sign available for review on and before the January 23, 2003, City Council meeting. The sign's location is proposed to be on the signal pole at the far side of the intersection facing on-coming traffic. The sign will be mounted above the mast arm connection and any signal head on the pole. Each intersection will have two signs to accommodate westbound and eastbound traffic along Highway 111 and will have its own unique number. If additional lights were installed after the placement of the signs, they would be identified by an alphanumeric system. CVAG will conduct the bid process for this project and obtain the Caltrans encroachment permits for work in the state right-of-way. Fiscal Impact: There will be no fiscal impact for participation in this numbering system if a city elects to follow the CVAG recommended design elements, including sign coloring. On June 3, 2002, the CVAG Executive Committee formally approved this project and elected to have CVAG pay the full cost of purchasing and erecting the signs, estimated at not more than $18,000 for 89 signalized intersections on Highway 111 (between Palm Springs and Indio). The Cities of Indian Wells Indio, La Quinta, and Palm Springs have formally approved this proposal; however, CVAG will not move forward with sign installation until all effected jurisdictions unanimously approve this concept. Waggle, Deputy Executive Director RE: Consider Proposal to Install Number Signs on Highway 111 1 Traffic Signal Poles to Direct Visitors ISSUE: At their June 3rd meeting the Executive Committee approved the proposal for installing a series of numbered signs mounted on signal poles along Highway 111 from Palm Springs to Indio to provide assistance in directing out-of-town visitors. BACKGROUND: The Executive Committee approved of several criteria, including that CVAG pay the full cost of purchasing and erecting these signs, estimated at not more than $18,000, and that sample signs be returned to the Transportation Committee for final approval prior to placement on traffic signal poles. At their meeting of July 8th the Transportation Committee selected size, shape, coloring and pattern for the proposed signs. STAFF RECOMMENDATION: that the Executive Committee approve the intersection number sign as presented by the Transportation Committee and authorize staff to arrange to have them placed. THE MOTION CARRIED WITHOUT DISSENT WITH THE WORDING ADDITION. 8.5 Salton Sea Atlas Mrs. Larson reported that staff would like the ability to purchase 50 copies of the Salton Sea Atlas at the bulk cost of$40.00 per copy with the idea that jurisdictions can take advantage of a lower purchase price. IT WAS MOVED BY MAYOR PRO TEM SNIFF AND SECONDED BY MAYOR WEYUKER TO APPROVE THE PURCHASE OF 50 COPIES OF THE SALTON SEA ATLAS AT THE DISCOUNT PRICE OF$40.00 EACH AND MAKE THEM AVAILABLE TO CVAG MEMBERSHIP FOR PURCHASE AT THE CVAG COST. THE MOTION CARRIED WITHOUT DISSENT. 9. TRANSPORTATION ISSUES 9.1 Consider Request by Palm Desert to Include a Proposed Interchange at Portola Avenue and Interstate 10 in the Transportation Project Prioritization Study Allyn Waggle reported that a proposed interchange at Portola Avenue and Interstate 10 was not currently in the TPPS. IT WAS MOVED BY MAYOR PRO TEM SNIFF AND SECONDED BY MAYOR PRO TEM BENSON TO APPROVE OF INCLUDING THE PORTOLA AVENUE/INTERSTATE 10 INTERCHANGE PROJECT IN THE TRANSPORTATION PROJECT PRIORITIZATION STUDY PROVIDED THAT MEASURE A IS EXTENDED BY THE VOTERS IN NOVEMBER, 2002. THE MOTION CARRIED WITHOUT DISSENT. 9.2 /. Consider Proposal to Install Number Signs on Highway 111 Traffic Signal Poles to Direct Visitors \\'il Mr. Waggle displayed the proposed highway sign. The sign will be produced with high reflectivity material.A discussion ensued regarding the color and placement of the sign, as well as what would happen in the event that one or more jurisdiction did not approve the placement of the signs on their portion of Highway 111. Mrs. Larson reported that this item would need to be considered by each jurisdiction where Highway 111 is located. Supervisor Wilson amended the staff recommended motion. IT WAS MOVED BY SUPERVISOR WILSON AND SECONDED BY MAYOR GODFREY TO APPROVE THE INTERSECTION NUMBER SIGN AS PRESENTED BY THE TRANSPORTATION COMMITTEE,AUTHORIZE STAFF TO ARRANGE PLACEMENT OF THE SIGNS, AND BRING THE ITEM BACK TO THE EXECUTIVE COMMITTEE IF A UNANIMOUS DECISION BY EFFECTED JURISDICTIONS DOES NOT EXIST. H 1 ""� -�� 9.3 Consider Request for Reimbursement for Purchase of Property for Widening Fred Waring Drive through Indian Wells IT WAS MOVED BY MAYOR DE LARA AND SECONDED BY MAYOR PRO TEM SNIFF TO APPROVE THE FUTURE REIMBURSEMENT FOR THE PURCHASE OF THE REFERENCED RESIDENTIAL PROPERTY IN INDIAN WELLS WHEN THE FRED WARING DRIVE ROAD WIDENING PROJECT COMMENCES.THIS APPROVAL IS CONTINGENT ON THE CITY PERFORMING ITS DUE DILIGENCE TO DETERMINE THE APPROPRIATE VALUE OF THE PROPERTY,THAT ACCOMPLISHING THE FRED WARING DRIVE ROAD WIDENING PROJECT REQUIRES THAT THE PROPERTY BE ACQUIRED AND THAT AN AGREEMENT WITH CVAG BE EXECUTED. THE MOTION CARRIED. 9.4 Consider Park and Ride Lots IT WAS MOVED BY SUPERVISOR WILSON AND SECONDED BY MAYOR NEGRON TO APPROVE THE CONCEPT OF MOVING FORWARD AS OUTLINED ABOVE REGARDING PARK AND RIDE LOTS IN CONNECTION WITH AN EXPRESS BUS ROUTE, AND THAT STAFF BE DIRECTED TO CONTINUE TO WORK WITH SUNLINE TO BRING BACK TO THE EXECUTIVE COMMITTEE SPECIFIC PROPOSALS AT A FUTURE DATE. THE MOTION CARRIED WITHOUT DISSENT. 9.5 Consider Advance in Priority for Regional Funding of Varner Road in the City of Indio Mr. Waggle reported that all projects rated 18 or higher will be funded. Mr. Waggle also reported that staff agrees that four lanes on Varner Road is required. IT WAS MOVED BY SUPERVISOR WILSON AND SECONDED BY MAYOR NEGRON TO APPROVE THE REQUEST TO ADVANCE THE PRIORITY TO PROVIDE REGIONAL FUNDS FOR CONSTRUCTION OF VARNER ROAD, BETWEEN ADAMS STREET AND JEFFERSON STREET, WITH FOUR TRAFFIC LANES. THE MOTION CARRIED WITHOUT DISSENT. 9.6 Consider Modified Agreement with SCAG This item was added to the agenda prior to the 72 hour Brown Act requirement. IT WAS MOVED BY MAYOR GODFREY AND SECONDED BY MAYOR PRO TEM SNIFF TO AUTHORIZE CVAG TO ENTER INTO THE "ROLL-OVER" CONTINUING COOPERATIVE AGREEMENT WITH SCAG FOR FISCAL YEAR 2001-2002 PROJECTS, AND THAT THE CVAG ATTORNEY BE DIRECTED TO ADVISE ON THE FORM OF A LETTER TO SCAG STAFF WHICH CONFIRMS THE SCAG COMMITMENT TO REMEDY ANY DEFICIENCIES IN THE BUDGETS AND/OR SCOPES OF WORK FOR THESE PROJECTS IN THE FISCAL YEAR 2002-2003 CCA.
